In 1993, the U.S. Environmental Protection Agency (EPA), as part of the Environmental Monitoring and Assessment Program (EMAP), initiated a sample survey of streams in the mid-Atlantic. A major objective of the survey was to quantify ecological condition in wadeable streams across the region. To accomplish this goal, we selected 615 stream sites using a randomized sampling design with some restrictions. The design utilized the digitized stream network taken from 1:100,000-scale USGS topographic maps as the sample frame. Using a GIS, first- through third-order (wadeable) stream segments in the sample frame were randomly laid out in a line and sampled at fixed intervals after a random start. We used a variable probability approach so that roughly equal numbers of first-, second-, and third-order stream sites would appear in the sample. The sample design allows inference from the sample data to the status of the entire 230,400 km of wadeable stream length in the mid-Atlantic study area. Of this mapped stream length, 10% was not in the target population because no stream channel existed (4%), the stream channel was dry (5%), or the stream was not wadeable (1%). We were unable to collect field data from another 10% of the mapped stream length due to lack of access (mostly landowner denials). Thus, the field data we collected at 509 sites allows inference to the ecological condition for 184,600 km of the mapped stream length in the region. 相似文献

Periphyton is an important component of stream bioassessment, yet methods for quantifying periphyton biomass can differ substantially. A case study within the Arkansas Ozarks is presented to demonstrate the potential for linking chlorophyll-a (chl-a) and ash-free dry mass (AFDM) data sets amassed using two frequently used periphyton sampling protocols. Method A involved collecting periphyton from a known area on the top surface of variably sized rocks gathered from relatively swift-velocity riffles without discerning canopy cover. Method B involved collecting periphyton from the entire top surface of cobbles systematically gathered from riffle-run habitat where canopy cover was intentionally avoided. Chl-a and AFDM measurements were not different between methods (p = 0.123 and p = 0.550, respectively), and there was no interaction between method and time in the repeated measures structure of the study. However, significantly different seasonal distinctions were observed for chl-a and AFDM from all streams when data from the methods were combined (p < 0.001 and p = 0.012, respectively), with greater mean biomass in the cooler sampling months. Seasonal trends were likely the indirect results of varying temperatures. Although the size and range of this study were small, results suggest data sets collected using different methods may effectively be used together with some minor considerations due to potential confounding factors. This study provides motivation for the continued investigation of combining data sets derived from multiple methods of data collection, which could be useful in stream bioassessment and particularly important for the development of regional stream nutrient criteria for the southern Ozarks. 相似文献

Data from toxicity tests of the pore water extracted from Puget Sound sediments were compiled from surveys conducted from 1997 to 2009. Tests were performed on 664 samples collected throughout all of the eight monitoring regions in the Sound, an area encompassing 2,294.1 km2. Tests were performed with the gametes of the Pacific purple sea urchin, Strongylocentrotus purpuratus, to measure percent fertilization success as an indicator of relative sediment quality. Data were evaluated to determine the incidence, degree of response, geographic patterns, spatial extent, and temporal changes in toxicity. This is the first survey of this kind and magnitude in Puget Sound. In the initial round of surveys of the eight regions, 40 of 381 samples were toxic for an incidence of 10.5 %. Stations classified as toxic represented an estimated total of 107.1 km2, equivalent to 4.7 % of the total area. Percent sea urchin fertilization ranged from >100 % of the nontoxic, negative controls to 0 %. Toxicity was most prevalent and pervasive in the industrialized harbors and lowest in the deep basins. Conditions were intermediate in deep-water passages, urban bays, and rural bays. A second round of testing in four regions and three selected urban bays was completed 5–10 years following the first round. The incidence and spatial extent of toxicity decreased in two of the regions and two of the bays and increased in the other two regions and the third bay; however, only the latter change was statistically significant. We determined annual male reproductive success in black bears (Ursus americanus) using DNA and field data from two populations in New Mexico. We identified the likely father for 78 of 120 genotyped cubs
born during 1994–2000 and calculated reproductive success for 102 males known or presumed present within designated mating
regions. Age was a strong determinant of reproductive success. The observed peak in reproductive success occurred at roughly
the same intermediate age (10 years) as milder peaks in body size characteristics (11–12 years) and frequency of bear-inflicted
wounds (13 years), suggesting body size and fighting might be important for mating. Success was negatively associated with
the distance between home range centers of males and mothers. Success of young males (<7 years old) was also negatively associated
with mature male (≥7 years old) density, and increasing density shifted the peak age of reproduction higher. The dispersed
distribution of females likely limited the capacity of large mature males to dominate reproduction; therefore, success was

We model the optimal design of programs requiring heterogeneous firms to disclose harmful emissions when disclosure yields both direct and indirect benefits. The indirect benefit arises from the internalization of social costs and resulting reduction in emissions. The direct benefit results from the disclosure of previously private information which is valuable to potentially harmed parties. Previous theoretical and empirical analyses of such programs restrict attention to the former benefit while the stated motivation for such programs highlights the latter benefit. When disclosure yields both direct and indirect benefits, policymakers face a tradeoff between inducing truthful self-reporting and deterring emissions. Internalizing the social costs of emissions, such as through an emissions tax, will deter emissions, but may also reduce incentives for firms to truthfully report their emissions. 相似文献

ABSTRACT: The planning and developing of water resources to meet the country's needs for water supply, flood control, hydroelectric power, irrigation, and navigation now needs to take more account of environmental needs and regulations. Water resource development is often beneficial to the environment, but may also be harmful, as in cases involving salmon and various other endangered species. As a national objective, the environment must be preserved and in some cases restored; but how can this be done consistent with other national objectives, relating to life and welfare of human beings? This problem has aroused the concern of many engineers and water scientists. As a result, a national conference on this subject was held in Chicago in June 1998, as an integral part of ASCE's Annual Conference on Water Resources Planning and Management and the Annual Conference on Environmental Engineering. At the conclusion of that conference, a post-conference meeting was held by a group of prominent water resource practitioners. It was concluded at this meeting that action should be taken by our government to establish a new form of interagency approach, involving the states, as a means of coordination in cases of national importance. 相似文献

Mechanical pulping process is electrical energy intensive and results in low paper strength. Biomechanical pulping, defined as the fungal treatment of lignocellulosic materials prior to mechanical pulping, has shown at least 30% savings in electrical energy consumption, and significant improvements in paper strength properties compared to the control at a laboratory scale. In an effort to scale-up biomechanical pulping to an industrial level, 50 tons of spruce wood chips were inoculated with the best biopulping fungus in a continuous operation and stored in the form of an outdoor chip pile for 2 weeks. The pile was ventilated with conditioned air to maintain the optimum growth temperature and moisture throughout the pile. The control and fungus-treated chips were refined through a thermomechanical pulp mill (TMP) producing lightweight coated paper. The fungal pretreatment saved 33% electrical energy and improved paper strength properties significantly compared to the control. Since biofibers were stronger than the conventional TMP fibers, we were able to reduce the amount of bleached softwood kraft pulp by at least 5% in the final product. Fungal pretreatment reduced brightness, but brightness was restored to the level of bleached control with 60% more hydrogen peroxide. The economics of biomechanical pulping look attractive. 相似文献

Monte Carlo evidence has shown that simple, misspecified referendum contingent valuation (CV) models sometimes lead to good estimates of mean willingness to pay (WTP). Empirical studies have found that estimates of mean WTP derived from simple parametric models often differ little from those derived from nonparametric methods. This indicates that simple models can potentially yield WTP estimators that are relatively unbiased. This note shows that very simple logit referendum CV models will estimate mean WTP consistently if the survey bids are drawn randomly from a uniform distribution. 相似文献
