The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils. 相似文献
Fundamentals of nonlinear wave-particle interactions are studied experimentally in a Hele-Shaw configuration with wave breaking and a dynamic bed. To design this configuration, we determine, mathematically, the gap width which allows inertial flows to survive the viscous damping due to the side walls. Damped wave sloshing experiments compared with simulations confirm that width-averaged potential-flow models with linear momentum damping are adequately capturing the large scale nonlinear wave motion. Subsequently, we show that the four types of wave breaking observed at real-world beaches also emerge on Hele-Shaw laboratory beaches, albeit in idealized forms. Finally, an experimental parameter study is undertaken to quantify the formation of quasi-steady beach morphologies due to nonlinear, breaking waves: berm or dune, beach and bar formation are all classified. Our research reveals that the Hele-Shaw beach configuration allows a wealth of experimental and modelling extensions, including benchmarking of forecast models used in the coastal engineering practice, especially for shingle beaches. 相似文献
Since the mid-19th century settled livestock ranching has been the major form of land use in South Africa, occupying 68% of the land surface. Decreases in livestock densities and ranch numbers during the past century imply that carrying capacities for domestic herbivores are falling. Differences in carbon isotope signals with soil depth and abrupt shifts in dominant plant species across ranch boundaries reveal that southern African rangelands are changing. Case studies suggest ways to control altered grassland composition, bush encroachment in arid savanna, and dominance by toxic and halophytic shrubs in arid shrublands. But climatic and biological factors constrain rates of passive recovery, and guidelines for active restoration are poor and techniques costly. Moreover, conservation of remaining good rangeland is seldom enforced, and economic considerations usually outweight the land user's desire to sustain diversity and productivity. 相似文献
Genetic variation and environmental heterogeneity fundamentally shape the interactions between plants of the same species. According to the resource partitioning hypothesis, competition between neighbors intensifies as their similarity increases. Such competition may change in response to increasing supplies of limiting resources. We tested the resource partitioning hypothesis in stands of genetically identical (clone-origin) and genetically diverse (seed-origin) Eucalyptus trees with different water and nutrient supplies, using individual-based tree growth models. We found that genetic variation greatly reduced competitive interactions between neighboring trees, supporting the resource partitioning hypothesis. The importance of genetic variation for Eucalyptus growth patterns depended strongly on local stand structure and focal tree size. This suggests that spatial and temporal variation in the strength of species interactions leads to reversals in the growth rank of seed-origin and clone-origin trees. This study is one of the first to experimentally test the resource partitioning hypothesis for intergenotypic vs. intragenotypic interactions in trees. We provide evidence that variation at the level of genes, and not just species, is functionally important for driving individual and community-level processes in forested ecosystems. 相似文献
Forests provide ecosystem services, including timber production. In some cases, private forest owners perform management actions in order to enhance the provision of such services, or they may be encouraged by public policies and payments. This paper focuses specifically on the decision to set forest land aside for biodiversity conservation, as part of the more general question of the efficiency of multiple-use vs. specialised management of forest lands. We propose an econometric analysis to identify factors in the set-aside choice and measure the impact of this decision on forest management costs. The results show that the set-aside choice depends on the landowners’ income and motivations related to forest amenities. The choice of specialised management, as reflected in the set-aside decision, has a significant and positive impact on the intensity of management in the remainder of the forest and on management costs. From a policy implications point of view, these results suggest that instruments such as forest certification, subsidies and reverse auctions for conservation will be most likely to attract the interest of those forest owners with personal motivations and forest properties that offer both benefit and cost advantages in opting for such specialised management strategies.
