This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry. 相似文献

There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment. 相似文献

The reestablisment of autochthonous plant species is an essential strategy for recovering degraded areas under semiarid conditions.
A field experiment was carried out to assess the short-term effect of two reafforestation methods involving mycorrhizal inoculation
and compost addition on soil quality parameters and Rhamnus lycioides seedling growth. The nutrient content (NPK) and enzymatic activities (dehydrogenase, urease, protease-BAA, acid phosphatase
and β-glucosidase) increased and bulk density decreased in the rhizosphere soil with the organic amendment. Biomass C of rhizosphere
soil increased by at least 240% with respect to the control soil after mycorrhizal inoculation and the combination of compost
addition + mycorrhizal inoculation. Both mycorrhizal inoculation and composted organic residue addition increased R. lycioides seedling growth in the same proportion. In the short term, we conclude that the application of both reafforestation methods

A hydrodynamic–oyster population model was developed to assess the effect of changes in freshwater inflow on oyster populations
in Galveston Bay, Texas, USA. The population model includes the effects of environmental conditions, predators, and the oyster
parasite, Perkinsus marinus, on oyster populations. The hydrodynamic model includes the effects of wind stress, river runoff, tides, and oceanic exchange
on the circulation of the bay. Simulations were run for low, mean, and high freshwater inflow conditions under the present
(1993) hydrology and predicted hydrologies for 2024 and 2049 that include both changes in total freshwater inflow and diversions
of freshwater from one primary drainage basin to another.
Freshwater diversion to supply the Houston metropolitan area is predicted to negatively impact oyster production in Galveston
Bay. Fecundity and larval survivorship both decline. Mortality from Perkinsus marinus increases, but to a lesser extent. A larger negative impact in 2049 relative to 2024 originates from the larger drop in fecundity
under that hydrology. Changes in recruitment and mortality, resulting in lowered oyster abundance, occur because the bay volume
available for mixing freshwater input from the San Jacinto and Buffalo Bayou drainage basins that drain metropolitan Houston
is small in comparison to the volume of Trinity Bay that presently receives the bulk of the bay's freshwater inflow. A smaller
volume for mixing results in salinities that decline more rapidly and to a greater extent under conditions of high freshwater
discharge.
Thus, the decline in oyster abundance results from a disequilibrium between geography and salinity brought about by freshwater
diversion. Although the bay hydrology shifts, available hard substrate does not. The simulations stress the fact that it is
not just the well-appreciated reduction in freshwater inflow that can result in decreased oyster production. Changing the
location of freshwater inflow can also significantly impact the bay environment, even if the total amount of freshwater inflow

The purpose of this study was to examine the factor structure of the transformational leadership model in human service teams. As the nature of this work environment mandates certain management‐by‐exception practices, patterns of correlations between perceptions of active and passive management‐by‐exception behaviors and transformational, transactional, and laissez‐faire leadership were of interest. 236 leaders and 620 subordinates from 54 mental health teams completed the Multifactor Leadership Questionnaire, form 8Y. At the district heating plant of Kalmar, Sweden an on-line unit for production of granulated wood ash for nutrient recycling on forest soils is being applied. Currently, the granules are dried by hot air from an oil-fired burner. The objective of this work was to investigate how drying by flue gas affects the hardening of granules, or impacts their chemical composition and properties. Ninety-six granule samples were treated by flue gas from natural gas combustion in a laboratory pilot scale flue gas generator. CO2, CO, O2, C3H8 and NO concentrations were varied during the experiment. Additionally, some samples were treated by flue gas from combustion of sawdust at the heating plant in Kalmar. Drying by flue gases did not affect the chemical composition of granules, but minor effects were seen in their mineralogy. The carbonate content was slightly higher in granules treated with flue gas from natural gas combustion compared to the granules dried by hot air only, when measured by wet chemical methods. Results from XRD analysis imply that the calcite content is higher and the portlandite and arcanite content slightly less in granules treated with flue gas from sawdust combustion compared to the granules dried by hot air only. The results from this investigation showed no negative effects on ash granule composition or physical structure by the use of a flue as a drying medium. 相似文献

The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain. 相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. Voluntary environmental reporting on the progress achieved against policy objectives is an emerging trend in industry and business and is recognized as a valuable aid in implementing policy and improving environmental management systems. Environmental reporting in the UK, has a whole range of formats including PERI, GEMI, WICE and EMAS, with the last, in particular, aiming to improve the level of environmental stewardship and to increase the flow of environmental information to audiences both internally and externally. Higher education institutions globally have been slow to respond in this respect and there is much that they can learn from corporate environmental reporting. An environmental policy is not sufficient proof of commitment for those institutions who have signed the global Talloires Declaration or the European COPERNICUS Charter: demonstrable progress in policy implementation is essential. The environmental management systems that higher education institutions adopt or create and the ways in which their environmental information is collated are of great significance, but the medium selected for the report is perhaps one of the most important aspects to consider. Those institutions such as the University of Sunderland, UK who are using the World Wide Web have been able to produce a flexible, hypertext-linked service on request with inbuilt feedback mechanisms containing varied, up-to-date, comprehensive and well-structured environmental information signposted to external pro-active institutions and agencies. These reports have unique educational angles and reveal links and networks that are naturally more pervasive and far-reaching in their scope and impact and could well provide a key way forward to practical and sustainable environmental reporting into the millennium. 相似文献
