Summary In the United Kingdom there is no obvious connection between the Department of the Environment and the Home Office, nor indeed with the Department of Social Security. Yet crime rates are rising and social surveys reveal a drop in support for the institutions of governance-moral, legal and political. Other evidence clearly shows that the income and security of the very poor are declining in relation to the better off. There may well be a link between environmental deprivation, poverty and social alienation. This is not an area where heretofore any British Government has noticeably directed its energies. The UK response to the Rio Agenda 21 contains a proposal to create a Citizens' Environmental Initiative, designed ostensibly to bring sustainability to the grass roots. It now appears that this is to be a largely cosmetic exercise of grant aid to worthy local causes. It does not appear to have addressed significantly the opportunity of linking environmental and social agendas via the medium of locally promoted sustainable development. Yet the divergence efficiency and equality of treatment lies at the heart of the contemporary environmental debate. Proposals to price resource depletion and polluting emissions penalize the poor in the name of environmental efficiency. Unless there is an explicit intertwining of efficiency and equity doctrines, the cause of sustainability is doomed to self-inflicted defeat. Ecological taxation offers a solution, so long as the proceeds promote the cause of social as well as environmental justice.The address was delivered at the Global Forum '94 Academic Conference Towards a Sustainable Future: Promoting Sustainable Development Manchester UK (Fig. 1).  相似文献

Desertification Evaluated Using an Integrated Environmental Assessment Model   总被引:12,自引:0,他引:12  
Desertification has been defined as land degradation in arid, semi-arid and dry sub-humid areas resulting from various factors, including climatic variations and human activities (United Nations, 1992). A technique for identifying and assessing areas at risk fordesertification in the arid, semi-arid, and subhumid regionsof the United States was developed by the Desert Research Institute and the U.S. Environmental Protection Agency (EPA), using selected environmental indicators integrated into a Geographic Information System (GIS). Five indicators were selected: potential erosion, grazing pressure, climatic stress (expressed as a function of changesin the Palmer Drought Severity Index [PDSI]), change invegetation greenness (derived from the Normalized DifferenceVegetation Index [NDVI]), and weedy invasives as a percentof total plant cover. The data were integrated over aregional geographic setting using a GIS, which facilitateddata display, development and exploration of data relationships, including manipulation and simulation testing. By combining all five data layers, landscapes having a varying risk for land degradation were identified, providing a tool which could be used to improve landmanagement efficiency.  相似文献

Abstract

Chlorinated volatile organic compounds are common constituents observed at many contaminated groundwater sites. Common industry practice has been to measure these constituents in groundwater on a weight concentration basis (e.g. µg/l, mg/l). This paper highlights the use of molar-based concentrations, especially in the case of parent-daughter degradation sequences commonly observed with the chloroethene, chloroethane, and chloromethane families of compounds. Converting to molar-based concentrations provides the practitioner greater insight into groundwater plume behavior including better evaluation of degradation processes, remedial progress, possible commingling, and/or sourcing. For example, this paper provides a tank analogy to evaluate whether the commonly misinterpreted observation of “DCE-stall” may be occurring at a site. Multiple examples of the benefits of using molar-based concentration data are also summarized in a project case study presented herein. As demonstrated in this paper, molarity does provide better clarity and can be a powerful evaluation tool in the groundwater practitioner’s toolbox.  相似文献

The removal of particulate material in the aeration basin of the activated sludge process is mainly attributed to bioflocculation and hydrolysis of particulate substrate. The bioflocculation process in the aeration tank of the activated sludge process occurs only under favorable conditions in the system, and several common operational parameters affect its performance. The principal objective of this research was to observe the effect of mixed liquor suspended solids, solids retention time (SRT), and extracellular polymer substances on the removal of particulate substrate by bioflocculation. A first-order particulate removal expression, based on flocculation, accurately described the removal rates for supernatant suspended solids and colloidal chemical oxygen demand. Based on the results presented in this investigation, a mixed liquor concentration of approximately 2200 mg/L, an SRT of at least 3 days, and a contact time of 30 minutes are needed for relatively complete removal of the particulate substrate in a plug-flow reactor.  相似文献

In response to community concerns, the air quality impact of imploding a 22-story building in east Baltimore, MD, was studied. Time- and space-resolved concentrations of indoor and outdoor particulate matter (PM) (nominally 0.5-10 microm) were measured using a portable nephelometer at seven and four locations, respectively. PM10 levels varied in time and space; there was no measurable effect observed upwind of the implosion. The downwind peak PM10 levels varied with distance (54,000-589 microg/m3) exceeding pre-implosion levels for sites 100 and 1130 m 3000- and 20-fold, respectively. Estimated outdoor 24-hr integrated mass concentrations varied from 15 to 72 microg/m3. The implosion did not result in the U.S. Environmental Protection Agency (EPA) National Ambient Air Quality Standard (NAAQS) for PM10 being exceeded. X-ray fluorescence analysis indicated that the elemental composition was dominated by crustal elements: calcium (57%), silicon (23%), aluminum (7.6%), and iron (6.1%). Lead was above background but at a low level (0.17 microg/m3). Peak PM10 concentrations were short-lived; most sites returned to background within 15 min. No increase in indoor PM10 was observed even at the most proximate 250 m location. These results demonstrate that a building implosion can have a severe but short-lived impact on community air quality. Effective protection is offered by being indoors or upwind.  相似文献

Chlorinated ethenes often migrate over extended distances in aquifers and may originate from different sources. The aim of this study was to determine whether stable carbon isotope ratios remain constant during dissolution and transport of chlorinated ethenes and whether the ratios can be used to link plumes to their sources. Detailed depth-discrete delineation of the carbon isotope ratio in a tetrachloroethene (PCE) plume and in a trichloroethene (TCE) plume was done along cross-sections orthogonal to groundwater flow in two sandy aquifers in the Province of Ontario, Canada. At the TCE site, TCE concentrations up to solubility were measured in one high concentration zone close to the bottom of the aquifer from where dense non-aqueous phase liquid (DNAPL) was collected. A laboratory experiment using the DNAPL indicated that only very small carbon isotope fractionation occurs during dissolution of TCE (0.26 per thousand), which is consistent with field observations. At most sampling points, the delta(13)C of dissolved TCE was similar to that of the DNAPL except for a few sampling points at the bottom of the aquifer close to the underlying aquitard. At these points, a (13)C enrichment of up to 2.4 per thousand was observed, which was likely due to biodegradation and possibly preferential diffusion of TCE with (12)C into the aquitard. In contrast to the TCE site, several distinct zones of high concentration were observed at the PCE site and from zones to zone, the delta(13)C values varied substantially from -24.3 per thousand to -33.6 per thousand. Comparison of the delta(13)C values in the high concentration zones made it possible to divide the plume in the three different domains, each probably representing a different episode and location of DNAPL release. The three different zones could still be distinguished 220 m from the DNAPL sources. This demonstrates that carbon isotope ratios can be used to differentiate between different zones in chlorinated ethene plumes and to link plume zones to their sources. In addition, subtle variations in delta(13)C at plume fringes provided insight into mechanisms of plume spreading in transverse vertical direction. These variations were identified because of the high-resolution provided by the monitoring network.  相似文献

Since the adoption of community right-to-know programs in the US there has been an increase in the number of groups known as local emergency planning committees. These committees have matured in focus over the intervening years since the Bhopal incident and even more so since the events of September 11, 2001. There is a strong recognition that local communities working very closely with chemical handling facilities in their areas can directly and meaningfully reduce the threat of a chemical release incident, regardless of cause. Likewise, through similar means they can better prepare themselves to respond should an incident occur. Especially as regards modern concepts of process chemical safety and facility security, local communities can be of great assistance to smaller facilities that do not otherwise necessarily have the resources to accomplish these tasks. As the vulnerabilities of a facility to accident or intentional act, the impacts of these events and the ability of communities to react are all a function of local conditions, it is clear that these local efforts can be more meaningful than large-scale national efforts. While national legislation is certainly helpful to the process of bringing people together, it is the local relationships that produce results.  相似文献

Disposal of discarded chromated copper arsenate (CCA)-treated wood in landfills raises concerns with respect to leaching of preservative compounds. When unweathered CCA-treated wood is leached using the toxicity characteristic leaching procedure (TCLP), arsenic concentrations exceed the toxicity characteristic (TC) limit of 5mg/L in most cases. The majority of discarded CCA-treated wood, however, results from demolition activities, where the wood has typically been subjected to weathering. Since preservatives do migrate from the wood during its normal use, leaching characteristics of weathered and aged CCA-treated wood may differ from unweathered wood. To evaluate this, CCA-treated wood removed from service after various degrees of weathering was collected from multiple sources and leached with the TCLP, the synthetic precipitation leaching procedure (SPLP) and California's waste extraction test (WET). Five to seven individual pieces of wood were analyzed from each source. The average TCLP arsenic concentration for the 14 sources ranged from 3.2 to 13 mg/L. The average TCLP concentrations of the 100 wood pieces tested were 6.4, 5.9 and 3.2 mg/L for arsenic, copper and chromium, respectively. Overall, in 60 out of 100 samples tested by the TCLP, arsenic concentrations exceeded 5 mg/L (the TC regulatory value). SPLP leachate concentrations were similar to TCLP concentrations, although copper leached somewhat more with the TCLP. WET leachate concentrations were approximately a factor of 10 higher than TCLP concentrations. Discarded CCA-treated wood, even after exposure to years of weathering, often exceeds the TC limit for arsenic and without the current regulatory exemption would possibly require management as a TC hazardous waste in the US.  相似文献

ABSTRACT: This paper compares approaches to quantifying land cover/land use (LCLU) in riparian corridors of 23 watersheds in Oregon's Willamette Valley using color infrared aerial photography (AP) and Thematic Mapper (TM) imagery. For each imagery source, LCLU adjacent to stream networks were quantified across a range of lateral and longitudinal scales. Single‐date AP data had higher LCLU class accuracies than the multi‐date TM data, except for row crops. Correlations among LCLU classes for the two imagery sources increased with increased spatial extent. In general, LCLU proportions for AP and TM differed, but lateral/longitudinal patterns were similar. An aggregated vegetation class comprised of forest, shrub/scrub, and grass/forb was strongly associated with a fish index of biotic integrity (IBI) for both AP and TM data, although AP correlations were higher. Highest fish IBI correlations for both data sources were with the aggregated vegetation class close to the stream and for the longest longitudinal scales. The row crop class was strongly associated with stream nitrate for both data sources, although correlations for the TM data were higher. Stream nitrate correlations were strongest for the widest lateral and longest longitudinal scales. Overall, both single‐date AP and multi‐date TM imagery appear to have potential for use in estimating indicators of stream ecological condition.  相似文献

Why do managers employ certain tactics when they try to influence others? This study proposes and tests theoretical linkages between the five‐factor model of personality and managers' upward influence tactic strategies. Longitudinal data from 189 managers at 140 different organizations confirmed that managers scoring high on extraversion were more likely to use inspirational appeal and ingratiation; those scoring high on openness were less likely to use coalitions; those scoring high on emotional stability were more likely to use rational persuasion and less likely to use inspirational appeal; those scoring high on agreeableness were less likely to use legitimization or pressure; and those scoring high on conscientiousness were more likely to use rational appeal. Results also confirmed that managers' upward influence tactic strategies depended on the leadership style of their target (their supervisor). Managers were more likely to use consultation and inspirational appeal tactics when their supervisor was a transformational leader, but were more likely to use exchange, coalition, legitimization, and pressure tactics when their supervisor displayed a laissez‐faire leadership style.
