In the past decade Australia has experienced a series of large‐scale, severe natural disasters including catastrophic bushfires, widespread and repeated flooding, and intense storms and cyclones. There appears to be a prima facie case for rebuilding damaged infrastructure to a more disaster resilient (that is, to ‘betterment’) standard. The purpose of this paper is to develop and illustrate a consistent and readily applied method for advancing proposals for the betterment of essential public assets, which can be used by governments at all levels to determine the net benefits of such proposals. Case study results demonstrate that betterment investments have the potential to deliver a positive economic return across a range of asset types and regions. Results, however, are highly sensitive to underlying assumptions; in particular the probability of the natural disaster affecting the infrastructure in the absence of betterment. 相似文献

The purpose of this study is to examine the associations between maternal mental health distress symptoms, including depression and post‐traumatic stress disorder, the extent to which the presence of a child's disaster‐related physical health problem(s) have interfered with daily functioning, and family cohesion over time among Sri Lankan mothers who survived the tsunami on 26 December 2004. Study variables were measured using a self‐report questionnaire administered approximately four months after the event and three years later in summer 2008. Univariate, bivariate, and multivariate analyses were conducted. Path analysis was employed to assess the relationships between the key variables over time and the correlations in the study variables at each time point. Among other findings, the results of the path analysis indicated that post‐traumatic stress symptom distress four months after the disaster significantly predicted variance in family cohesion three years later. Air pollution has become a matter of grave concern, particularly in mega-cities and urban areas, where the situation is alarming and becoming more and more severe day-by-day and warrants, therefore, careful planning to facilitate future industrial development. Site selection, with the objective of minimizing adverse environmental impacts based on environmental criteria is a vital prerequisite, particularly for air polluting industries. In order to locate any air polluting industry, the assimilative capacity of the region needs to be assessed carefully and planned accordingly, so that the receiving environment is not adversely affected. Assimilative capacity of a region/airshed, widely represented through the ventilation coefficient by many researchers in the past, does not give a clear picture about the amount of emission load that can be assimilated in a given region. The ventilation coefficient, at best, can only present a broad picture about the air pollution dispersion potential (low, medium or high) of the region. A modified approach, which utilizes air quality modelling as a tool to estimate the maximum allowable emission load that a region can assimilate without violating the stipulated standards, has been used for estimating the assimilative capacity of the air environment. Details of this approach have been presented in this paper through a case study carried out for the Kochi region, located in the Kerala State of India. A variety of emission and meteorological scenarios have been considered and critical emission loads have been estimated. In the Recôncavo of Bahia (located between 12°33′ and 13°10′S and 38°00′and 39°00′W), there are significant discharges of SO2 and NOx due to local, industrial and urban activities. The incoming air masses from the Atlantic Ocean are enriched with seaspray, which neutralizes part of the rain acidity. The extent of seaspray neutralization of rain acidity was quantified in four sites of the region, each with different loads of seaspray. Rain samples were obtained daily at the same time, integrating the precipitation of the previous 24 h, using wet-only collectors and analyzed for pH by potentiometry and for sodium by flame photometry. The amount of rain acidity in Recôncavo neutralized by seaspray ranged from <1% up to 88% and depended on the site. On average, neutralization ranged from 5% to 18%. 相似文献
