Although international negotiation on the mitigation of climate change is a process of determining burden-sharing rules between countries, there has been no clear agreement on equity principles for burden sharing. During the negotiating process up to the Kyoto Protocol, various proposals were made on such burden-sharing rules, but an agreement on emission targets for Annex I countries was achieved without explicitly agree-ing to any rules. In the next phase of the negotiation, debates on emission targets are likely to shift from those between developed countries to those between all parties to the convention. In such a phase, debates on burden-sharing rules will be revisited. The purpose of this paper is: (1) to determine implicitly a formula for the rule for burden sharing between Annex I countries that was considered to be underlying the emission targets of the Kyoto Protocol, and (2) to examine plausible emission targets and timing of commitments for non-Annex I countries in the future by using the result of the analysis on the Kyoto Protocol. A multi-regression method is used for this purpose. It was concluded that the burden sharing between Annex I countries in the Kyoto Protocol can mostly be explained by three variables: the increase in the rate of CO2 emission during the years 1990 to 2010, the increase in the rate of afforestation between 1990 and 1995, and the GDP per capita at the time of negotiation. The timing of future commitments of developing countries and the levels of targets differ widely, depending on which index or formula is agreed as “equitable”. Some of the developing countries would have to start limiting their emissions within several years if GDP per capita or CO2 per capita were chosen as the burden-sharing indicator. Developing countries would not have to make commitments until the mid-late 21st century if population growth rate were chosen. Streamside management zone (SMZ) breakthroughs were identified and characterized to determine frequency and potential causes, in order to provide enhanced guidance for future water quality protection. Ten kilometers of SMZs were carefully examined for partial or complete breakthroughs. With partial breakthroughs the SMZ trapped sediment before it reached the stream, while complete breakthroughs appeared to have allowed sediment to have passed through with minimal restriction. A total of 41 breakthroughs occurred (33 complete, 8 partial) across 16 sites, averaging 1 complete breakthrough per 0.3 km of SMZ length. The most common complete breakthroughs were caused by stream crossings (42%), reactivation of legacy agricultural gullies (27%), and harvest related soil disturbances near/within SMZs (24%). Pearson correlations of site characteristics at breakthroughs indicated no strong relationships between breakthrough sites, representing the variable nature of these unique circumstances. Stream crossings are an intentional breakthrough for access purposes, but resulting environmental impacts can be reduced with best management practice implementation. Current recommendations for SMZs tend to work in most situations, yet further research is needed to identify causal factors and quantify breakthrough severity. 相似文献

The principal objective of the study was to characterize effects of increasing density of the autumnal moth, Epirrita autumnata (Lepidoptera, Geometridae), for 3 successive years on the change in metabolome of mountain birch trees (Betula pubescens ssp. czerepanovii). During the three study years (2000–2002), the larval density varied from low to very high (outbreak) density. Samples of leaves were collected from the same 12 trees at the same phenological stage of the trees each year. The leaves were collected from undamaged trees in the first year, from trees slightly damaged by larvae in the second year, and from trees heavily damaged by larvae in the third year. Metabolome analysis showed that the increase in density of E. autumnata larvae and degree of damage of birch trees caused multiple biochemical changes in the leaves, including increased concentrations of phenolic compounds (proanthocyanidins and hydrolysable tannins) and reduced concentrations of nutritive metabolites (monosaccharides, amino acids and some organic acids). These changes reduced the quality of leaves as food for larvae and, probably, were associated with induced chemical resistance of the birches to herbivorous insects. Additionally, the concentration of α-tocopherol was significantly higher in both slightly and heavily damaged trees. Mechanisms of changes in the metabolism of phenolic compounds and carbohydrates, and the role of α-tocopherol in their regulation are discussed. 相似文献

Metal smelting is often responsible for local contamination of environmental compartments. Dust materials escaping from the smelting facilities not only settle in the soil, but can also have direct effects on populations living close to these operations (by ingestion or inhalation). In this particular study, we investigate dusts from Cu–Co metal smelters in the Zambian Copperbelt, using a combination of mineralogical techniques (XRD, SEM/EDS, and TEM/EDS), in order to understand the solid speciation of the contaminants, as well as their bioaccessibility using in vitro tests in simulated gastric and lung fluids to assess the exposure risk for humans. The leaching of metals was mainly dependent on the contaminant mineralogy. Based on our results, a potential risk can be recognized, particularly from ingestion of the dust, with bioaccessible fractions ranging from 21 to 89 % of the total contaminant concentrations. In contrast, relatively low bioaccessible fractions were observed for simulated lung fluid extracts, with values ranging from 0.01 % (Pb) up to 16.5 % (Co) of total contaminant concentrations. Daily intakes via oral exposure, calculated for an adult (70 kg, ingestion rate 50 mg dust per day), slightly exceeded the tolerable daily intake limits for Co (1.66× for fly ash and 1.19× for slag dust) and occasionally also for Pb (1.49×, fly ash) and As (1.64×, electrostatic precipitator dust). Cobalt has been suggested as the most important pollutant, and the direct pathways of the population’s exposures to dust particles in the industrial parts of the Zambian Copperbelt should be further studied in interdisciplinary investigations. 相似文献

This study used morphological, gut content analysis and carbon- and nitrogen-stable isotope analysis to investigate the trophic structure of upper sublittoral (15–30 m deep) and upper bathyal (200–300 m deep) hydrothermal vents and the adjacent non-vent upper bathyal environment off Kueishan Island. The sublittoral vents host no chemosynthetic fauna, but green and red algae, epibiotic biofilm on crustacean surfaces, and zooplankton form the base of the trophic system. Suspension-feeding sea anemones and the generalist omnivorous vent crab Xenograpsus testudinatus occupy higher trophic levels. The upper bathyal hydrothermal vent is a chemoautotrophic-based system. The vent mussel Bathymodiolus taiwanensis forms a chemosynthetic component of this trophic system. Bacterial biofilm, surface plankton, and algae form the other dietary fractions of the upper bathyal fauna. The vent hermit crab Paragiopagurus ventilatus and the vent crab X. testudinatus are generalist omnivores. The vent-endemic tonguefish Symphurus multimaculatus occupies the top level of the trophic system. The adjacent non-vent upper bathyal region contains decapod crustaceans, which function as either predators or scavengers. The assemblages of X. testudinatus from sublittoral and upper bathyal vents exhibited distinct stable isotope values, suggesting that they feed on different food sources. The upper bathyal Xenograpsus assemblages displayed large variations in their stable isotope values and exhibited an ontogenetic shift in their δ13C and δ15N stable isotope signatures. Some individuals of Xenograpsus exhibited δ15N values close to those of non-vent species, suggesting that the highly mobile Xenograpsus may transfer energy between the upper bathyal hydrothermal vents and the adjacent non-vent upper bathyal environment. 相似文献

Pelagic forms of the brown algae (Phaeophyceae) Sargassum spp. and their conspicuous rafts are defining characteristics of the Sargasso Sea in the western North Atlantic. Given rising temperatures and acidity in the surface ocean, we hypothesized that macrofauna associated with Sargassum in the Sargasso Sea have changed with respect to species composition, diversity, evenness, and sessile epibiota coverage since studies were conducted 40 years ago. Sargassum communities were sampled along a transect through the Sargasso Sea in 2011 and 2012 and compared to samples collected in the Sargasso Sea, Gulf Stream, and south of the subtropical convergence zone from 1966 to 1975. Mobile macrofauna communities exhibited changes in community structure and declines in diversity and evenness within a 6-month time period (August 2011–February 2012). Equivalent declines in diversity and evenness were recorded in the same region (Sargasso Sea, 25°–29°N) in 1972–1973. Recent community structures were unlike any documented historically, whether compared to sites of the same latitude range within the Sargasso Sea, or the broader historical dataset of sites ranging across the Sargasso Sea, Gulf Stream, and south of the subtropical convergence zone. Recent samples also recorded low coverage by sessile epibionts, both calcifying forms and hydroids. The diversity and species composition of macrofauna communities associated with Sargassum might be inherently unstable. While several biological and oceanographic factors might have contributed to these observations, including a decline in pH, increase in summer temperatures, and changes in the abundance and distribution of Sargassum seaweed in the area, it is not currently possible to attribute direct causal links. 相似文献

We present a new experimental set-up enabling fine-scale examination of how changing environmental conditions affect the below-ground biogeochemical microenvironment of aquatic macrophytes. By means of microsensor and planar optode technology, the influence of plant-mediated radial O2 release on the below-ground chemical microenvironment of Zostera muelleri and Halophila ovalis was determined in high spatio-temporal resolution. The seagrass specimens were cultured in a new split flow chamber with artificial sediment made of a deoxygenated seawater–agar solution with added sulphide. Microelectrode measurements revealed radial O2 release from the root–shoot junction of both Z. muelleri and H. ovalis during both light stimulation and darkness, resulting in a rapid decrease in H2S concentration, and a significant drop in pH was observed within the plant-derived oxic microzone of Z. muelleri. No radial O2 release was detectable from the below-ground tissue of Z. muelleri during conditions of combined water-column hypoxia and darkness, leaving the plants more susceptible to sulphide invasion. The spatial O2 heterogeneity within the immediate rhizosphere of Z. muelleri was furthermore determined in two dimensions by means of planar optodes. O2 images revealed a decrease in the spatial extent of the plant-derived oxic microzone surrounding the below-ground tissue during darkness, supporting the microelectrode measurements. This new experimental approach can be applied to all rooted aquatic plants, as it allows for direct visual assessment of the below-ground tissue surface during microprofiling, while enabling modification of the above-ground environmental conditions. 相似文献

This paper examines how enforcement affects the structure and performance of emissions trading programs with price controls under uncertainty about firms' abatement costs. The analysis highlights how an enforcement strategy can cause abatement-cost risk to be transmitted to enforcement costs via the price of permits. When this occurs, accommodating the effect of abatement-cost risk with an optimal policy results in higher expected emissions and lower expected permit price than their second-best optimal values. However, it is possible to design an enforcement strategy that shields enforcement costs from abatement-cost risk by tying sanctions directly to permit prices. This enforcement strategy stabilizes enforcement effort, the optimal permit supply and price controls are independent of enforcement costs, and the policy produces the second-best optimal outcome. 相似文献
