Stringent particulate emissions limits and increasing awareness of stack opacity is leading the utility industry to use high efficiency particulate control systems. In response to this trend, the Electric Power Research Institute (EPRI) is conducting several research programs aimed at improving the operation, maintenance and performance of particulate control systems. One of these programs, RP-1401, “Reliability Assessment of Particulate Control Systems,” is developing operation, maintenance and design data bases for both electrostatic precipitators and fabric filters. This paper discusses some of the intermediate findings of the work done on fabric filters.  相似文献

Headquarters managers and Regional staff in the U.S. Environmental Protection Agency’s hazardous and solid waste programs were surveyed to determine priorities for technical information and guidance among EPA Regional staff, state hazardous waste management staff, EPA contractors, and the regulated community. The survey also examined delivery systems effective for EPA Regional staff. The fifteen highest ranked technical needs for RCRA, Superfund, and UST reflect a pervasive interest in hazardous waste remediation. Top priority technical needs focus on establishing cleanup levels, subsurface fate and transport, field monitoring and quality assurance, remedy selection, and most importantly, which remedies work and which do not in specific situations. Technical needs of non- EPA audiences are quite similar to those for EPA field staff. Preferences for technology transfer delivery systems are generally for conventional distribution methods (such as print materials and workshops) rather than electronic or video media. Regional staff report serious problems in utilizing technology transfer because of time constraints, insufficient knowledge of available products, insufficient travel funds, and limited access to and training on computers.  相似文献

Although the beneficial effects on growth and trace element accumulation in Salix spp. inoculated with microbes are well known, little information is available on the interactions among trace elements and macronutrients. The main purpose of this study was to assess the effect of phytoaugmentation with the rhizobacteria Agromyces sp., Streptomyces sp., and the combination of each of them with the fungus Cadophora finlandica on biomass production and the accumulation of selected trace elements (Zn, Cd, Fe) and macronutrients (Ca, K, P and Mg) in Salix caprea grown on a moderately polluted soil. Dry matter production was significantly enhanced only upon inoculation with Agromyces sp. Regarding the phytoextraction of Cd and Zn, shoot concentrations were mostly increased after inoculation with Streptomyces sp. and Agromyces sp. + C. finlandica. These two treatments also showed higher translocation factors from roots to the leaves for both Cd and Zn. The accumulation of Cd and Zn in shoots was related to increased concentrations of K. This suggests that microorganisms that contribute to enhanced phytoextraction of Cd and Zn affect also the solubility and thus phytoavailability of K. This study suggests that the phytoextraction of Zn and Cd can be improved by inoculation with selected microbial strains.  相似文献

The release and charge-based fractionation of As, Cr, Mo, Sb, Se and V were evaluated in leachates generated from recycled concrete aggregates (RCA) in a laboratory and at a field site. The leachates, covering the pH range 8.4-12.6, were generated from non-carbonated, and artificially and naturally carbonated crushed concrete samples. Comparison between the release of the elements from the non-carbonated and carbonated samples indicated higher solubility of the elements from the latter. The laboratory leaching tests also revealed that the solubility of the elements is low at the “natural pH” of the non-carbonated materials and show enhancement when the pH is decreased. The charge-based fractionation of the elements was determined by ion-exchange solid phase extraction (SPE); it was found that all the target elements predominantly existed as anions in both the laboratory and field leachates. The high fraction of the anionic species of the elements in the leachates from the carbonated RCA materials verified the enhanced solubility of the oxyanionic species of the elements as a result of carbonation. The concentrations of the elements in the leachates and SPE effluents were determined by inductively coupled plasma mass spectrometry (ICP-MS).  相似文献

Background, aim, and scope  The paper describes the spatial contamination of the River Kymijoki, South-Eastern Finland, and the coastal region of the Gulf of Finland with PCDD/Fs and mercury. The findings of ecotoxicologial and human health studies are also reported, including environmental and human risk assessments. Sediments from the River Kymijoki, draining into the Gulf of Finland, have been heavily polluted by the pulp and paper industry and by chemical industries. A wood preservative, known as Ky-5, was manufactured in the upper reaches of the river between 1940 and 1984 causing severe pollution of river sediments with polychlorinated dibenzo-p-dioxins (PCDD) and dibenzofurans (PCDF). Moreover, the sediments have been polluted with mercury (Hg) from chlor-alkali production and the use of Hg as a slimicide in pulp and paper manufacturing. Materials and methods  An extensive sediment survey was conducted as well as sediment transport modeling, toxicity screening of sediment invertebrates, and a survey of contaminant bioaccumulation in invertebrates and fish. Studies on human exposure to PCDD/Fs and the possible effects on hypermineralization of teeth as well as an epidemiological study to reveal increased cancer risk were also conducted. An assessment of the ecological and human health risks with a null hypothesis (no remediation) was undertaken. Results  The sediment survey revealed severe contamination of river and coastal sediments with PCDD/Fs and Hg. The total volume of contaminated sediments was estimated to reach 5 × 106 m3 and hot spots with extremely high concentrations (max 292,000 ng g−1 or 1,060 ng I-TEQ g−1 d.w.) were located immediately downstream from the pollution source (approximately 90,000 m3). Sediment contamination was accompanied by changes in benthic assemblages, but direct effects were masked by many factors. The fish showed only slightly elevated PCDD/F levels in muscle, but orders of magnitude higher in the liver compared with reference freshwater sites and the Baltic Sea. The concentrations in human fat did not reveal high human exposure in the Kymijoki area in general and was lower than in sea fishermen. The relative risk for total cancer among farmers was marginally higher (RR = 1.13) among those living close to the river, compared with farmers living further away, and the possibility of increased cancer risk cannot be ruled out. A conservative risk assessment revealed that the present probability of exceeding the WHO upper exposure limit of 4 pg WHO-TEQ kg−1 d−1 for PCDD/Fs and DL-PCBs was 6%. The probability of exceeding the WHO limit value of 0.23 μg kg−1 d−1 for methyl mercury was estimated to be notably higher at 62%. Based on these studies and the estimated risks connected with different remediation techniques a general remediation plan with cost benefit analysis was generated for several sub-regions in the river. Dredging, on-site treatment, and a close disposal of the most contaminated sediments (90,000 m3) was suggested as the first phase of the remediation. The decision regarding the start of remediation will be made during autumn 2008. Conclusions  The sediments in the River Kymijoki are heavily polluted with PCDD/Fs and mercury from earlier chlorophenol, chlor-alkali, and pulp and paper manufacturing. A continuous transport of contaminants is taking place to the Gulf of Finland in the Baltic Sea. The highly increased PCDD/F and Hg levels in river sediments pose an ecotoxicological risk to benthic fauna, to fish-eating predators and probably to human health. The risks posed by mercury exceed those from PCDD/Fs and need to be evaluated for (former) chlor-alkali sites and other mercury releasing industries as one basis for remediation decision making. Recommendations and perspectives  The studies form the basis of a risk management strategy and a plan for possible remediation of contaminated sediments currently under consideration in the Southeast Finland Regional Environment Centre. It is recommended that a detailed restoration plan for the most seriously contaminated areas should be undertaken. Based on current knowledge, the restoration of the whole river is not feasible, considering the current risk caused by the contaminated sediment in the river and the costs of an extensive restoration project. The experiences gained in the present case should be utilized in the evaluation of PCDD/F- and mercury-contaminated sites in other countries. The case demonstrates that the historic reservoirs are of contemporary relevance and should be addressed, e.g., in the national implementation plans of the Stockholm Convention. Background

The November 1, 1986 fire at a Sandoz Ltd. storehouse at Schweizerhalle, an industrial area near Basel, Switzerland, resulted in chemical contamination of the environment. The storehouse, which was completely destroyed by the fire, contained pesticides, solvents, dyes, and various raw and intermediate materials. The majority of the approximately 1,250 t of stored chemicals was destroyed in the fire, but large quantities were introduced into the atmosphere, into the Rhine River through runoff of the fire-fighting water, and into the soil and groundwater at the site. The chemicals discharged into the Rhine caused massive kills of benthic organisms and fish, particularly eels and salmonids. Public and private reaction to the fire and subsequent chemical spill was very strong. This happened only a few months after the Chernobyl accident and it destroyed the myth of immunity of Switzerland regarding such catastrophes.

Aim

This article reviews the damaging events of November 1986 and aims at striking stock two decades later.

Results and discussion

In the aftermath of this once-per-century accident, the aim was to obtain new knowledge for the environmental sciences and to achieve progress for water pollution control issues. The following themes are discussed: mitigation measures by the chemical industry and by the governmental authorities, activities of environmental protection organizations, chemical and biological monitoring, alert organization, ecological damages, ecotoxicological effects assessment, recovery and alteration of the river biology, return of the salmon, drinking water supplies, research programs, education of environmental scientists, and visions for the future.

Conclusions

The catastrophic pollution of the Rhine in November 1986 has triggered by the openly visible damages of the river biology that subsequently significant progress was made towards the prevention of such environmental catastrophes. The crucial risk reduction measures in the chemical industry, legal regulations and controls as well as chemical and biological monitoring of the river water quality were substantially improved. Politics and chemical industry have learned their lectures and have proceeded accordingly.

Recommendations

A drastic acute contamination, as it has happened at Schweizerhalle in 1986, is clearly recognizable by the toxic effects, which it is causing. This can lead to mitigation activities, which are positive considering a long-term perspective. However, the less obvious effects of chronic water pollution should receive more attention as well as the ongoing alteration of the biocenosis. A high water quality must be demanded for using water from the Rhine to produce drinking water. In that context, micropollutants should also be considered and particular attention should be payed to emerging contaminants.

Perspectives

The big chemical storehouse fire of 1986 had an important impact on the transboundary cooperation and has improved the willingness for international cooperation. The fire catastrophe of Schweizerhalle has triggered many activities in particular for the Rhine River. Overall, the effects are positive on the basis of a long-term perspective. The applied whole basin approach gives an example on a global basis for other river systems, which still are more heavily polluted.

Polybrominated diphenyl ethers (PBDEs) and naturally-produced organobrominated compounds, such as methoxylated PBDEs (MeO-PBDEs), have been scarcely studied in the Southern Hemisphere. Yet, sources of the latter group of compounds were found in Southern regions, specifically in Australia. The environmental distribution and biomagnification potential of organobrominated compounds were therefore investigated in a representative aquatic food chain (invertebrates and fish) from the Sydney Harbour, Australia. Mean PBDE concentrations ranged from 6.4 ng/g lipid weight (lw) in squid to 115 ng/g lw in flounder. BDE 47 was the dominant congener, followed by BDE 100. Mean levels of MeO-PBDEs (sum of congeners 2’-MeO-BDE 68 and 6-MeO-BDE 47) were as high as 110 ng/g lw in tailor, with a slight dominance of 2’-MeO-BDE 68. Polybrominated hexahydroxanthene derivates (PBHDs), another class of naturally-produced compounds, were found at variable concentrations and ranged from 4.7 ng/g lw in fanbelly and 146 ng/g lw in tailor. The tribrominated PBHD isomer dominated in the samples, except for luderick and squid. The lower levels of PBDEs found in luderick from the harbour compared to those obtained from the upper Parramatta River indicated a terrestrial (anthropogenic) origin of PBDEs, while the higher levels of MeO-PBDEs and PBHDs in the samples from the harbour confirmed the marine (natural) origin of these compounds. The highest trophic magnification factor (TMF) was found for sum PBDEs (3.9), while TMFs for sum MeO-PBDEs and sum PBHDs were 2.9 and 3.4, respectively. This suggests that biomagnification occurs in the studied aquatic food chain for anthropogenic brominated compounds, but also for the naturally-produced organobromines.  相似文献
