Summary The Commission of the European Communities' directive on environmental impact assessment (EIA) finally came into force in July 1988. The main provisions of the Directive are described, together with the objectives it is intended to achieve and the key areas where member state legislation will need to be effective if the principal requirements of the Directive are to be properly implemented. These include adequate coverage of projects, sufficient information in EIA studies, and effective consultation and public participation. Most European countries have some experience with EIA but, as illustrated by the UK Channel Fixed Link reports, the quality of the studies undertaken is very variable. Recommendations are made for improvements in practice through more effective diffusion of best practice, better provision and use of EIA guidance, more focused EIA research, more effective consultation and closer collaboration between the different parties involved in the EIA process, and both quantitative and qualitative improvements in EIA training. The results of a recent survey of European EIA training activity indicate growing interest, but further progress in improving the provision of EIA training is needed before the Directive can be effectively implemented.Drs Christopher Wood and Norman Lee have both been involved on various Environmental Impact Assessment (EIA) studies for the European Commission and have written widely on EIA and related topics. Both are Senior Lecturers at the University of Manchester and they are co-Directors of its EIA Centre. Christopher Wood teaches mainly in the Department of Town and County Planning, Norman Lee in the Department of Economics.  相似文献

ABSTRACT: Present guidelines for selecting a method to determine instream flow requirements and evaluating the validity of the results from a particular method are insufficient. This paper contributes to the efforts of researchers to develop a guide and critique for instream flow methods. A review of instreani flow methods and recommendations for their application is supplemented by a summary of a comparison of four independent analyses. The four analyses: the Physical Habitat Simulation System approach of the Instream Flow Incremental Methodology by the U.S. Fish and Wildlife Service, the Montana Method by Tennant, and two methods by Orsborn (Maximum Spawning Area Flow and Maximum Spawning Area) represent resource intensive and simplistic data collection and analysis methods. Each analysis was used to independently determine flows to support spawning by chinook salmon (Oncorhynchus tshawytscha) in Willow Creek, Alaska. Results of these analyses indicate that each method can be used independently or collectively to generate instream flow recommendations, if calibrated to the site or area studied. Once adjusted to the species and basin of interest, methods similar to the Montana and two Orsborn methods should be used to determine flow recommendations for areas where competition for water is minimal. The Instream Flow Incremental Methodology or similar methods should be applied when competition for water is keen or when detailed evaluations of the responses of species/life phases to flow variations are required.  相似文献

The effects of waterfall-induced turbulence on the dissolved oxygen concentration of the Passaic River (New Jersey) at two mostly natural waterfalls were observed during a five-month period encompassing high to low temperature and flow. A parameter defined by past investigators as the “deficit ratio” was found to be useful for mathematically describing the results. The Great Falls system showed the deficit ratio to be an inverse function of temperature for all events, with good correlation. A relationship was developed for the Little Falls system under low flow showing the deficit ratio to likewise be an inverse function of temperature and a power function of flow.  相似文献

ABSTRACT: Ecologically effective ecosystem management will require the development of a robust logic, rationale, and framework for addressing the inherent limitations of scientific understanding. It must incorporate a strategy for avoiding irreversible or large-scale environmental mistakes that arise from social and political forces that tend to promote fragmented, uncritical, short-sighted, inflexible, and overly optimistic assessments of resource status, management capabilities, and the consequences of decisions and policies. Aquatic resources are vulnerable to the effects of human activities catchment-wide, and many of the landscape changes humans routinely induce cause irreversible damage (e.g., some species introductions, extinctions of ecotypes and species) or give rise to cumulative, long-term, large-scale biological and cultural consequences (e.g., accelerated erosion and sedimentation, deforestation, toxic contamination of sediments). In aquatic ecosystems, biotic impoverishment and environmental disruption caused by past management and natural events profoundly constrain the ability of future management to maintain biodiversity and restore historical ecosystem functions and values. To provide for rational, adaptive progress in ecosystem management and to reduce the risk of irreversible and unanticipated consequences, managers and scientists must identify catchments and aquatic networks where ecological integrity has been least damaged by prior management, and jointly develop means to ensure their protection as reservoirs of natural biodiversity, keystones for regional restoration, management models, monitoring benchmarks, and resources for ecological research.  相似文献

The consequences of exposure of people to highly chlorinated polychlorodibenzo-p-dioxins (PCDDs) are much less known than those of TCDD. We report on levels of PCDDs (and PCDFs) in 13 members of two families poisoned by contaminated cooking oil. Originally, all persons displayed chloracne as an early symptom. Persisting hexa- and higher chlorinated PCDDs could be analysed many years after exposure. Highest values found in blood lipids were: OCDD 660,000 pg/g; HpCDD 58,000 pg/g; HxCDDs: 3500 pg/g. None of the participants exhibited increased TCDD levels at the time of study. During a period of 6 years, HpCDD and OCDD disappeared from the blood lipids much faster in persons exposed as children or young adults, than from lipids of their parents. Surface receptors on blood lymphocytes of the members of the two families and the proliferative capacity of these blood cells in the presence of typical stimulants were analysed. Even in family members with the highest body burdens of hexa- to octachlorinated PCDDs we could not detect pronounced changes from a reference population with respect to the immunological markers. Minor deviations of levels of some receptors in a few, but not all, highly exposed persons suggested a similar trend to those reported in previous studies of persons with body burdens of > or =3000 pg TCDD/g blood lipids. An increase in the number of total blood lymphocytes in some subjects exposed as children may have similarity with highly TCDD-exposed children in Seveso.  相似文献

Separation and chemical characterisation of specific compounds responsible for soil water repellency has not previously been achieved. Here we describe the extraction, separation and analysis by gas chromatography-mass spectrometry of organic compounds found in wettable and water repellent sandy soils from the Netherlands and United Kingdom. Fatty acids (C16–C24), amides (C14–C24), alkanes (C25–C33), aldehydes/ketones (C23–C31) and complex ring-containing structures were detected in all samples. We found a greater abundance of high molecular mass polar compounds in the water repellent samples.  相似文献

Traditionally, regulators, dischargers, and even water suppliers believed that wastewater discharge meeting the levels of 200 cfu/ 100 mL of fecal coliforms in wastewater effluent was sufficient to protect against downstream microbial effects. However, these beliefs are now being challenged by emerging pathogens that are resistant to standard water and wastewater treatment processes, exhibit extended survival periods in the environment, can adversely affect sensitive subpopulations, and require extremely low doses for human infection. Based on this new information, it is estimated that discharges of emerging pathogens from conventional wastewater treatment plants as far as 160 km upstream and cumulative amounts of wastewater discharge ranging from 2 to 20 ML/d have the potential to reach a water supply intake in a viable state at significant concentrations that could exceed regulatory limits for drinking water supplies, increase endemic risk from drinking water, and/or require additional drinking water treatment. Wastewater dischargers may be able mitigate this potential effect and achieve upwards of 6 log combined removal and inactivation of emerging pathogens to mitigate drinking water effects by using alternative treatment processes, such as filtration or UV light disinfection, or optimizing these processes based on site-specific conditions.  相似文献

Wastewater samples collected from seven wastewater treatment plants (WWTPs) were characterized to assess the impacts of wastewater cations on the activated sludge process. The cations included in this study were sodium (Na+), potassium, ammonium, calcium, magnesium, aluminum (Al), and iron (Fe). Among the selected cations, Al and Fe were of most interest to this study because their role in bioflocculation has not been extensively studied and remains largely unknown. The data showed that WWTPs contained highly varying concentrations of Na+, Al, and Fe in the wastewater and that these cations were responsible for differences between WWTPs as to sludge dewatering rates and effluent quality. In general, a high influent Na+ concentration caused poor sludge dewatering and effluent characteristics. However, when sufficient Al and Fe were present in floc, the deleterious effects of Na+ were offset. The data associated with Al further revealed that waste activated sludge with low Al contained high concentrations of soluble and colloidal biopolymer (protein + polysaccharide), resulting in a high effluent chemical oxygen demand, high conditioning chemical requirements, and poor sludge dewatering properties. These results suggest that Al will improve activated sludge effluent quality by scavenging organic compounds from solution and binding them to floc.  相似文献

Summary A demonstration of adaptive mate choice by females in resource-defence mating systems requires clear predictions as to how females should rank breeding situations (defined by the quality of both the resident male and the territory he defends) so as to maximize their fitness. Since male quality is only weakly correlated with territory quality in red-winged blackbirds (Agelaius phoeniceus), ranking breeding situations in this species will require a consideration of both those parameters independently of each other as long as both vary among males, are predictable before mating, and affect female fitness. Data from a two year study of an eastern Ontario population of this species suggested that two components of male parental quality, nest defence effort and provisioning of nestlings with food, both varied among males and were somewhat predictable. Two measures of nest defence effort were correlated with an index of epaulet size (a reliable predictor of captive dominance rank in this species) (Table 5), and provisioning appeared to be predictable on the basis of both courtship behavior and breeding experience. Our data also suggest that these two components of male parental quality do not covary. Since male provisioning tends to be restricted to the nestlings of the primary and secondary mates in this species, breeding situations must be ranked not only with respect to their manifold quality but also with respect to the mating status of individual females.  相似文献

We conducted an aquatic macroinvertebrate assessment in the channelized reach of the lower Missouri River, and used statistical analysis of individual metrics and multimetric scores to identify community response patterns and evaluate relative biological condition. We examined longitudinal site differences that are potentially associated with water qualityrelated factors originating from the Kansas City metropolitan area, using data from coarse rock substrate in flowing water habitats (outside river bends), and depositional mud substratein slack water habitats (dike fields). Three sites above rivermile (RM) 369 in Kansas City (Nebraska City, RM = 560; St. Joseph, RM = 530; Parkville, RM = 377) and three below (Lexington, RM = 319; Glasgow, RM = 228; Hermann, RM = 94) were sampled with rock basket artificial substrates, a qualitative kicknet method, and the Petite Ponar. We also compared the performance of the methods used. A total of 132 aquatic macroinvertebrate taxa were collected from the lower Missouri River; one third of these taxa belonged to the sensitiveEPOT insect orders (Ephemeroptera, Plecoptera, Odonata, and Trichoptera). Rock baskets had the highest mean efficiency (34.1%) of the methods, and the largest number of taxa was collected by Ponar (n = 69) and kicknet (n = 69) methods. Seven of the 15 metrics calculated from rock basket data, and five ofthe nine metrics calculated from Ponar data showed highly significant differences (ANOVA, P < 0.001) at one or more sitesbelow Kansas City. We observed a substantial reduction in net-spinning Trichoptera in rock habitats below Kansas City (Lexington), an increase in relative dominance of Oligochaeta in depositional habitats at the next site downstream (Glasgow), and lower relative condition scores in rock habitat at Lexingtonand depositional habitat at Glasgow. Collectively, these data indicate that some urban-related impacts on the aquatic macroinvertebrate community are occurring. Our results suggest that the methods and assessment framework we used in this studycould be successfully applied on a larger scale with concurrentwater and sediment chemistry to validate metrics, establish impairment levels, and develop a specific macroinvertebrate community index for the lower Missouri River. We recommend accomplishing this with longitudinal multi-habitat sampling at a larger number of sites related to all potential sources of impairment, including major tributaries, urban areas, and point sources.  相似文献
