This paper explores issues of governance and decision-making structures associated with the problem of hexachlorobenzene (HCB) waste at Botany in New South Wales. From a government perspective, the problem is ‘downstream’ of a well-known national controversy over whether Australia should have a high-temperature incinerator (HTI) to ‘dispose’ of such scheduled wastes. The 1992 decision not to proceed with HTI followed an extensive process of public consultation, which, against the expectations of industry and government, saw the emergence of Australia-wide community opposition. Alternative national management plans were formulated for the treatment of several types of organochlorine waste, with the scheme of these plans first approved in 1993 by the Australian and New Zealand Environment and Conservation Council (ANZECC). The HCB Management Plan is one of three such plans (the others being for PCBs and organochlorine pesticides). With this, ANZECC established the Scheduled Waste Management Group comprising government officials, and the National Advisory Body (NAB) made up of stakeholders. Officially the NAB had oversight of the HCB problem until 2002 when it was disbanded. As a result of the HTI experience, new community consultation protocols were introduced in association with the alternative management plans. For HCBs, which are confined almost entirely to Orica's Botany site in southeastern Sydney, this led to the establishment of the Community Participation and Review Committee (CPRC), a representative body with review and advisory functions. This paper draws conclusions from this history about government processes of decision making, the role of individual and institutional actors, the central importance of trust, and the democratisation of risk management. Across two decades, government and industry have placed faith in centrally controlled mechanisms for public participation, hoping to garner trust and legitimate privileged technological solutions. In 2004–05, Niger suffered a food crisis during which global attention focused on high levels of acute malnutrition among children. In response, decentralised emergency nutrition programmes were introduced into much of southern Niger. Child malnutrition, however, is a chronic problem and its links with food production and household food security are complex. This qualitative, anthropological study investigates pathways by which children are rendered vulnerable in the context of a nutritional 'emergency'. It focuses on household-level decisions that determine resource allocation and childcare practices in order to explain why practices apparently detrimental to children's health persist. Risk aversion, the need to maintain self-identity and status, and constrained decision making result in a failure to invest extra necessary resources ingrowth-faltering children. Understanding and responding to the social context of child malnutrition will help humanitarian workers to integrate their efforts more effectively with longer-term development programmes aimed at improving livelihood security. 相似文献

Extensive production of ethanol and vehicular use of this biofuel have recently been suggested as possible sources of elevated volatile organic carbon (VOC) in rain in Brazil (Campos, M.L.A.M., Nogueira, R.F.P., Dametto, P.R., Francisco, J.G., Coelho, C.H., 2007. Dissolved organic carbon in rainwater: glassware decontamination and sample preservation and volatile organic carbon. Atmos. Environ. 41, 8924–8931; Coelho, C.H., Francisco, J.G., Nogueira, R.F.P., Campos, M.L.A.M., 2008. Dissolved organic carbon in rainwater from areas heavily impacted by sugar cane burning. Atmos. Furthermore, these studies suggested that the global flux of rainwater dissolved organic carbon (DOC) may be underestimated since most DOC analytical methods do not measure VOC. The current study examined rain VOC in Wilmington, North Carolina USA in order to assess the importance of rain VOC in a location that does not have the unique conditions of ethanol production and usage found in Brazil. VOC was observed in one of six whole rain events analyzed in the current study. This event had an air mass back trajectory that originated over the Midwestern USA, the primary region where ethanol is produced and used as fuel. The other five storms which had no influence from the central US prior to arrival at the rain collection site had non-detectable VOC suggesting that air mass back trajectory has a dramatic impact on the VOC content of rainwater. VOC was also observed in the initial 1 mm of rain from two of these events but was not detectable in the whole event samples suggesting VOC is efficiently washed out of the atmosphere and is not rapidly resupplied in rainwater at this location. Considering the results of the previous Brazilian studies and the current study, and the likelihood of increased global production and consumption of ethanol based biofuels, it is imperative that future measurements of rainwater DOC include measurement of VOC. Monitoring changes in the VOC contribution to rain DOC will provide an assessment of the impact of increased ethanol biofuel usage on rainwater composition and allow for future refinements of global rainwater DOC flux estimates. 相似文献

Despite strong longitudinal associations between particle personal exposures and ambient concentrations, previous studies have found considerable inter-personal variability in these associations. Factors contributing to this inter-personal variability are important to identify in order to improve our ability to assess particulate exposures for individuals. This paper examines whether ambient, home outdoor and home indoor particle concentrations can be used as proxies of corresponding personal exposures. We explore the strength of the associations between personal, home indoor, home outdoor and central outdoor monitoring site ("ambient site") concentrations of sulfate, fine particle mass (PM(2.5)) and elemental carbon (EC) by season and subject for 25 individuals living in the Boston, MA, USA area. Ambient sulfate concentrations accounted for approximately 70 to 80% of the variability in personal and indoor sulfate levels. Correlations between ambient and personal sulfate, however, varied by subject (0.1-1.0), with associations between personal and outdoor sulfate concentrations generally mirroring personal-ambient associations (median subject-specific correlations of 0.8 to 0.9). Ambient sulfate concentrations are good indicators of personal exposures for individuals living in the Boston area, even though their levels may differ from actual personal exposures. The strong associations for sulfate indicate that ambient concentrations and housing characteristics are the driving factors determining personal sulfate exposures. Ambient PM(2.5) and EC concentrations were more weakly associated with corresponding personal and indoor levels, as compared to sulfate. For EC and PM(2.5), local traffic, indoor sources and/or personal activities can significantly weaken associations with ambient concentrations. Infiltration was shown to impact the ability of ambient concentrations to reflect exposures with higher exposures to particles from ambient sources during summer. In contrast in the winter, lower infiltration can result in a greater contribution of indoor sources to PM(2.5) and EC exposures. Placing EC monitors closer to participants' homes may reduce exposure error in epidemiological studies of traffic-related particles, but this reduction in exposure error may be greater in winter than summer. It should be noted that approximately 20% of the EC data were below the field limit of detection, making it difficult to determine if the weaker associations with the central site for EC were merely a result of methodological limitations. 相似文献

Abstract: Available water supply across the contiguous 48 states was estimated as precipitation minus evapotranspiration using data for the period 1953‐1994. Precipitation estimates were taken from the Parameter‐Elevation Regressions on Independent Slopes Model (PRISM). Evapotranspiration was estimated using two models, the Advection‐Aridity model and the Zhang model. The evapotranspiration models were calibrated using precipitation and runoff data for 655 hydrologically undisturbed basins, and then tested using estimates of natural runoff for the 18 water resource regions (WRR) of the 48 contiguous states. The final water supply coverage reflects a mixture of outputs from the two evapotranspiration models. Political, administrative, and land cover boundaries were mapped over the coverage of mean annual water supply. Across the entire study area, we find that 53% of the water supply originates on forested land, which covers only 29% of the surface area, and that 24% originates on federal lands, including 18% on national forests and grasslands alone. Forests and federal lands are even more important in the West (the 11 western contiguous states), where 65% of the water supply originates on forested land and 66% on federal lands, with national forests and grasslands contributing 51%. 相似文献

When conservation strategies require new, field‐based information, practitioners must find the best ways to rapidly deliver high‐quality survey data. To address this challenge, several rapid‐assessment approaches have been developed since the early 1990s. These typically involve large areas, take many months to complete, and are not appropriate when conservation‐relevant survey data are urgently needed for a specific locale. In contrast, bioblitzes are designed for quick collection of site‐specific survey data. Although bioblitzes are commonly used to achieve educational or public‐engagement goals, conservation practitioners are increasingly using a modified bioblitz approach to generate conservation‐relevant data while simultaneously enhancing research capacity and building working partnerships focused on conservation concerns. We term these modified events expert bioblitzes. Several expert bioblitzes have taken place on lands of conservation concern in Southern California and have involved collaborative efforts of government agencies, nonprofit organizations, botanic gardens, museums, and universities. The results of expert bioblitzes directly informed on‐the‐ground conservation and decision‐making; increased capacity for rapid deployment of expert bioblitzes in the future; and fostered collaboration and communication among taxonomically and institutionally diverse experts. As research and conservation funding becomes increasingly scarce, expert bioblitzes can play an increasingly important role in biodiversity conservation. 相似文献
