This paper treats programs in which firms voluntarily agree to meet environmental standards as “green clubs”: clubs, because they provide non-rival but excludable reputation benefits to participating firms; green, because they also generate environmental public goods. The model illuminates a central tension between the congestion externality familiar from conventional club theory and the free-riding externality familiar from the theory on private provision of public goods. We compare three common program sponsors—governments, industry, and environmental groups. We find that if monitoring of the club standard is perfect, a government constrained from regulating club size may prefer to leave sponsorship to industry if public-good benefits are sufficiently low, or to environmentalists if public-good benefits are sufficiently high. If monitoring is imperfect, an important question is whether consumers can infer that a club is too large for its standard to be credible. If they can then the government may deliberately choose an imperfect monitoring mechanism as a way of regulating club size indirectly. If they cannot then this reinforces the government's preference for delegating sponsorship. 相似文献

Fecundity is fundamental to the fitness, population dynamics, conservation, and management of birds. For all the efforts made to measure fecundity or its surrogates over the past century of avian research, it is still mismeasured, misrepresented, and misunderstood. Fundamentally, these problems arise because of partial observability of underlying processes such as renesting, multiple brooding, and temporary emigration. Over the last several decades, various analytical approaches have been developed to estimate fecundity from incomplete and biased data. These, include scalar arithmetic formulae, partial differential equations, individual-based simulations, and Markov chain methodology. In this paper, we: (1) identify component processes of avian reproduction; (2) review existing methods for modeling fecundity; (3) place these diverse models under a common conceptual framework; (4) describe the parameterization, validation, and limitations of such models; and (5) point out future considerations and challenges in the application of fecundity models. We hope this synthesis of existing literature will help direct researchers toward the most appropriate methods to assess avian reproductive success for answering questions in evolutionary ecology, natural history, population dynamics, reproductive toxicology, and management. 相似文献

ABSTRACT: Stream crossings designed to simulate a natural streambed inside a culvert are commonly used to meet criteria where fish passage is required. Currently, there has been little research that quantitatively examines the flow patterns within these streambed simulation culverts. A model is presented that estimates the percent of a cross section that is within the swimming ability of juvenile fish developed from velocity measurements on first‐generation stream simulation culverts — those culverts with a continuous gravel bed. The model, developed with regression techniques, uses physical and hydraulic parameters including discharge, total cross sectional area, Froude number, and relative roughness, and was tested directly against velocity distributions computed from field measurements and in a culvert design mode. Results were favorable, although larger percentage errors exist, particularly at small flow depths. The model appears to underestimate the percent of channel cross section at or below a limiting velocity, hence it is generally conservative in design mode. 相似文献

Micrometeorological measurements of methane (CH4) and nitrous oxide (N2O) emissions were made at the decommissioned Park Road Landfill in Grimsby, Ontario, Canada between June and August 2002. The influence of precipitation, air temperature, wind speed and barometric pressure on the temporal variability of landfill biogas emissions was assessed. Gas flux measurements were obtained using a micrometeorological mass balance measurement technique [integrated horizontal flux (IHF)] in conjunction with two tunable diode laser trace gas analyser (TDLTGA) systems. This method allows for continuous, non-intrusive measurements of gas flux at high temporal resolution. Mean fluxes of N2O were negligible over the duration of the study (-0.23 to 0.02 microg m(-2) s(-1)). In contrast, mean emissions of CH4 were much greater (80.4 to 450.8 microg m(-2) s(-1)) and varied both spatially and temporally. Spatial variations in CH4 fluxes were observed between grass kill areas (biogas 'hot spots') and the densely grass-covered areas of the landfill. Temporal variations in CH4 fluxes were also observed, due at least in part to barometric pressure, wind speed and precipitation effects. 相似文献

Background
The aim of this study was to describe the incidence of Congenital Diaphragmatic Hernia, CDH, associated with known or clinically suspected syndromes, and the postnatal outcomes from a large database for CDH.Methods
Data from the multicenter, multinational database on infants with CDH (Congenital Diaphragmatic Hernia Study Group Registry) born from 1996 to 2020 were analyzed. Patients with known or suspected syndromes were grouped and outcome data were analyzed and compared to those without syndromic features.Results
A total of 12,553 patients were entered in the registry during the study period, and 421 had reported known syndromes, representing 3.4% of all CDH cases in the registry. A total of 50 different associated syndromes were reported. In addition to those with clinically suspected genetic conditions, a total rate of genetic syndromes with CDH was 8.2%. The overall survival to discharge for syndromic CDH was 34% and for non-syndromic CDH was 76.7%. The most common were syndromes Fryns syndrome (19.7% of all syndromes, 17% survival), trisomy 18 or Edward syndrome (17.5%, 9% survival), trisomy 21 or Down syndrome (9%, 47% survival), trisomy 13 or Patau syndrome (6.7%, 14% survival), Cornelia de Lange syndrome (6.4% of all syndromes, 22% survival) and Pallister-Killian syndrome (5.5% of all syndromes, 39.1% survival). In addition, 379 cases had reported chromosomal anomalies and 233 cases had clinically suspected syndromes, based on two more dysmorphic features or malformations in addition to CDH, but without molecular diagnosis. The syndromic CDH group had lower birth weight and gestational age at birth and increased incidence of bilateral CDH (2.9%) and rates of non-repair (53%). The length of hospital stay was longer, and larger number of patients needed O2 at 30 days. Extracorporeal life support was used only in 15% of the cases. Those who underwent surgical repair had survival to discharge rates of 73%.Conclusion
Syndromic CDH is rare and only 3.4% of the reported cases of CDH have a known syndrome or association, but, if including patients with two dysmorphic features malformations, in addition to CDH, altogether as many as 8.2% have a diagnosed or suspected genetic condition. These children have with lower survival rates. Given higher rates of non-repair and decreased extracorporeal life support use, along with a high early mortality, decision-making regarding goals of care clearly influences outcomes. Cropland Riparian Buffers throughout Chesapeake Bay Watershed: Spatial Patterns and Effects on Nitrate Loads Delivered to Streams 总被引:1,自引:0,他引:1

We used statistical models to provide the first empirical estimates of riparian buffer effects on the cropland nitrate load to streams throughout the Chesapeake Bay watershed. For each of 1,964 subbasins, we quantified the 1990 prevalence of cropland and riparian buffers. Cropland was considered buffered if the topographic flow path connecting it to a stream traversed a streamside forest or wetland. We applied a model that predicts stream nitrate concentration based on physiographic province and the watershed proportions of unbuffered and buffered cropland. We used another model to predict annual streamflow based on precipitation and temperature, and then multiplied the predicted flows and concentrations to estimate 1990 annual nitrate loads. Across the entire Chesapeake watershed, croplands released 92.3 Gg of nitrate nitrogen, but 19.8 Gg of that was removed by riparian buffers. At most, 29.4 Gg more might have been removed if buffer gaps were restored so that all cropland was buffered. The other 43.1 Gg of cropland load cannot be addressed with riparian buffers. The Coastal Plain physiographic province provided 52% of the existing buffer reduction of Bay‐wide nitrate loads and 36% of potential additional removal from buffer restoration in cropland buffer gaps. Existing and restorable nitrate removal in buffers were lower in the other three major provinces because of less cropland, lower buffer prevalence, and lower average buffer nitrate removal efficiency. 相似文献

Sixty leading members of the scientific, engineering, regulatory, and legal communities assembled for the PFAS Experts Symposium in Arlington, Virginia on May 20 and 21, 2019 to discuss issues related to per‐ and polyfluoroalkyl substances (PFAS) based on the quickly evolving developments of PFAS regulations, chemistry and analytics, transport and fate concepts, toxicology, and remediation technologies. The Symposium created a venue for experts with various specialized skills to provide opinions and trade perspectives on existing and new approaches to PFAS assessment and remediation in light of lessons learned managing other contaminants encountered over the past four decades. The following summarizes several consensus points developed as an outcome of the Symposium:
- Regulatory and policy issues: The response by many states and the US Environmental Protection Agency (USEPA) to media exposure and public pressure related to PFAS contamination is to relatively quickly initiate programs to regulate PFAS sites. This includes the USEPA establishing relatively low lifetime health advisory levels for PFAS in drinking water and even more stringent guidance and standards in several states. In addition, if PFAS are designated as hazardous substances at the federal level, as proposed by several Congressional bills, there could be wide‐reaching effects including listing of new Superfund sites solely for PFAS, application of stringent state standards, additional characterization and remediation at existing sites, reopening of closed sites, and cost renegotiation among PRPs.
- Chemistry and analytics: PFAS analysis is confounded by the lack of regulatory‐approved methods for most PFAS in water and all PFAS in solid media and air, interference with current water‐based analytical methods if samples contain high levels of suspended solids, and sample collection and analytical interference due to the presence of PFAS in common consumer products, sampling equipment, and laboratory materials.
- Toxicology and risk: Uncertainties remain related to human health and ecological effects for most PFAS; however, regulatory standards and guidance are being established incorporating safety factors that result in part per trillion (ppt) cleanup objectives. Given the thousands of PFAS that may be present in the environment, a more appropriate paradigm may be to develop toxicity criteria for groups of PFAS rather than individual PFAS.
- Transport and fate: The recalcitrance of many perfluoroalkyl compounds and the capability of some fluorotelomers to transform into perfluoroalkyl compounds complicate conceptual site models at many PFAS sites, particularly those involving complex mixtures, such as firefighting foams. Research is warranted to better understand the physicochemical properties and corresponding transport and fate of most PFAS, of branched and linear isomers of the same compounds, and of the interactions of PFAS with other co‐contaminants such as nonaqueous phase liquids. Many PFAS exhibit complex transport mechanisms, particularly at the air/water interface, and it is uncertain whether traditional transport principles apply to the ppt levels important to PFAS projects. Existing analytical methods are sufficient when combined with the many advances in site characterization techniques to move rapidly forward at selected sites to develop and test process‐based conceptual site models.
- Existing remediation technologies and research: Current technologies largely focus on separation (sorption, ion exchange, or sequestration). Due to diversity in PFAS properties, effective treatment will likely require treatment trains. Monitored natural attenuation will not likely involve destructive reactions, but be driven by processes such as matrix diffusion, sorption, dispersion, and dilution.
