As the Canadian oil sands development matures, an increasingly important policy activity is reclamation. Reclamation has received limited attention compared with the broader discussion of oil sands expansion, however, and its past direction and future trajectory are unclear. Recent moves to reform the policy in Alberta have been interpreted simultaneously as a major change and a marginal adaptation to the existing framework. This article employs a historical-institutional perspective to help reconcile this debate and further understanding of changes to Alberta's oil sands reclamation policies over the past half century. It traces the factors and outlines the processes which have driven its evolution since 1963 with special attention paid to the 2011 Oil Sands Progressive Reclamation Strategy, the most recent attempt to reform oil sands reclamation policy. The article reveals a complex long-term pattern of policy development in which processes of ‘tense layering’ of new initiatives on top of old elements resulted in a constantly shifting policy landscape as existing policy instruments and settings were ‘stretched’ to cover new circumstances but failed to resolve tensions between successive policy layers. After 1993, however, a more reflective process was put into place in which policy feedback informed alterations intended to reduce or remove tensions between successive layers. Such a policy ‘patching’ process is shown to have helped resolve tensions associated with earlier stretching of the existing regime and adds to the vocabulary of more general studies of policy dynamics. 相似文献

The response of Populus to irrigation sources containing elevated levels of sodium (Na(+)) and chloride (Cl(-)) is poorly understood. We irrigated eight Populus clones with fertilized well water (control) (N, P, K) or municipal solid waste landfill leachate weekly during 2005 and 2006 in Rhinelander, Wisconsin, USA (45.6 degrees N, 89.4 degrees W). During August 2006, we tested for differences in total Na(+) and Cl(-) concentration in preplanting and harvest soils, and in leaf, woody (stems+branches), and root tissue. The leachate-irrigated soils at harvest had the greatest Na(+) and Cl(-) levels. Genotypes exhibited elevated total tree Cl(-) concentration and increased biomass (clones NC14104, NM2, NM6), elevated Cl(-) and decreased biomass (NC14018, NC14106, DM115), or mid levels of Cl(-) and biomass (NC13460, DN5). Leachate tissue concentrations were 17 (Na(+)) and four (Cl(-)) times greater than water. Sodium and Cl(-) levels were greatest in roots and leaves, respectively. 相似文献

The gaseous and nonvolatile particulate matter (PM) emissions of two T56-A-15 turboprop engines of a C-130H aircraft stationed at the 123rd Airlift Wing in the Kentucky Air National Guard were characterized. The emissions campaign supports the Strategic Environmental Research and Development Program (SERDP) project WP-1401 to determine emissions factors from military aircraft. The purpose of the project is to develop a comprehensive emissions measurement program using both conventional and advanced techniques to determine emissions factors of pollutants, and to investigate the spatial and temporal evolutions of the exhaust plumes from fixed and rotating wing military aircraft. Standard practices for the measurement of gaseous emissions from aircraft have been well established; however, there is no certified methodology for the measurement of aircraft PM emissions. In this study, several conventional instruments were used to physically characterize and quantify the PM emissions from the two turboprop engines. Emissions samples were extracted from the engine exit plane and transported to the analytical instrumentation via heated lines. Multiple sampling probes were used to assess the spatial variation and obtain a representative average of the engine emissions. Particle concentrations, size distributions, and mass emissions were measured using commercially available aerosol instruments. Engine smoke numbers were determined using established Society of Automotive Engineers (SAE) practices, and gaseous species were quantified via a Fourier-transform infrared-based gas analyzer. The engines were tested at five power settings, from idle to take-off power, to cover a wide range of operating conditions. Average corrected particle numbers (PNs) of (6.4-14.3) x 10(7) particles per cm3 and PN emission indices (EI) from 3.5 x 10(15) to 10.0 x 10(15) particles per kg-fuel were observed. The highest PN EI were observed for the idle power conditions. The mean particle diameter varied between 50 nm at idle to 70 nm at maximum engine power. PM mass EI ranged from 1.6 to 3.5 g/kg-fuel for the conditions tested, which are in agreement with previous T56 engine measurements using other techniques. INTRODUCTION: Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. METHOD: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work-related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. RESULTS: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are "designed out" early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. The effects of five decades of de-vegetation on the quantity and quality of water extractable organic matter (WEOM) in soils were investigated. The WEOM was sampled from the A(p)-horizon of an agricultural plot and a neighboring bare plot 5 times during the spring. The quantity of WEOM was determined by measuring its organic carbon content, and its quality was characterized by its UV absorptivity, by a humification index based on the fluorescence emission spectrum, and by its fluorescence efficiency (fluorescence divided by UV absorption). The potential substrate value of WEOC was also determined by its microbial metabolic loss over 7d. As expected, long-term de-vegetation decreased WEOC significantly (by 70%). Not expected were two results: (1) Qualitative de-vegetation effects were relatively small. In some cases they were statistically significant, but in all cases differences compared to the vegetated plots were less than 13%; and (2) Despite a major increase in vegetation (from essentially 0% to 100% plant coverage) on the agricultural plot during the spring, there was no seasonal trend to be seen in any of the measured parameters. These unexpected field based results indicate that vegetal input into the ecologically relevant dissolved organic matter pool occurs only to a minor degree directly. Most of the fresh material must be initially sequestered into the soil matrix from which it is then subsequently released. This also indicates that there is a strong "buffering" in soils of freshly introduced organic matter. These results should be considered in our attempt to understand biogeochemical cycles in soil. 相似文献

The impact of no-till (NT) and other reduced tillage (RT) practices on soil to atmosphere fluxes of nitrous oxide (N(2)O) are difficult to predict, and there is limited information regarding strategies for minimizing fluxes from RT systems. We measured vertical distributions of key microbial, chemical, and physical properties in soils from a long-term tillage experiment and used these data as inputs to a process-based model that accounts for N(2)O production, consumption, and gaseous diffusion. The results demonstrate how differences among tillage systems in the stratification of microbial enzyme activity, chemical reactivity, and other properties can control N(2)O fluxes. Under nitrification-dominated conditions, simulated N(2)O emissions in the presence of nitrite (NO(2)(-)) were 2 to 10 times higher in NT soil compared to soil under conventional tillage (CT). Under denitrification-dominated conditions in the presence of nitrate (NO(3)(-)), higher bulk density and water content under NT promoted higher denitrification rates than CT. These effects were partially offset by higher soluble organic carbon and/or temperature and lower N(2)O reduction rates under CT. The NT/CT ratio of N(2)O fluxes increased as NO(2)(-) or NO(3)(-) was placed closer to the surface. The highest NT/CT ratios of N(2)O flux (>30:1) were predicted for near-surface NO(3)(-) placement, while NT/CT ratios < 1 were predicted for NO(3)(-) placement below 15 cm. These results suggest that N(2)O fluxes from RT systems can be minimized by subsurface fertilizer placement and by using a chemical form of fertilizer that does not promote substantial NO(2)(-) accumulation. 相似文献

High-resolution digital photography and graphical image analyses systems have been used to define external morphometric characters of shell deformations in four populations of the Baltic clam Macoma balthica from the Gulf of Gdansk (southern Baltic Sea). The proposed shell deformation indices (SDI), which were based on the relationship of selected dimensions in the posterior and the anterior part of the shell, showed at least three morphological features that provide a distinctive diagnosis of "regular" and "deformed" clams: the presence of flexure on the posterior side (SDI1), elongated posterior region (SDI2), and shell growth (SDI3). The degree and prevalence of deformed clams varied locally over space. Increase in percentage contribution of aberrated shells with depth, corresponding to oxygen depletion profile in the Gulf, suggests low oxygen concentrations as the main agent exerting a deforming influence. The observed morphological aberrations developed with age (size) of a bivalve, suggesting a long-term effect of causal factors, and were accompanied by lightening shell weight, possibly due to decalcification of previously deposited calcareous material during anaerobic metabolism. It is hypothesized that hypoxic/anoxic conditions and a subsequent presence of hydrogen sulfide on a deep organic-rich sea bottom induce shell form alterations that enable the pumping of oxygenated water from above the anoxic layer. Such a morphological modification highlights the functional significance of shell deformations in protective response to the ambient low-oxygen concentrations. Sediment organotin concentrations fall within moderate to high contamination range and, therefore, may also have an adverse impact on the shell form. DNA analyses of the fragment of mitochondrial gene cytochrome oxidase I (COI, 393 base pairs) showed homogenous genetic structure of regular and deformed clams, indicating that shell deformations in M. balthica are primarily driven by acclimatization to the ambient environmental conditions. 相似文献

Ageing and urbanisation pose significant challenges for public health and urban planning. Ageing populations are at particular risk from hazards arising from urbanisation processes, some of which are in turn exacerbated by climate change. One approach for mitigating the negative effects of urbanisation on ageing populations is the leveraging of the beneficial effects of urban green infrastructure as a public health intervention in the planning process. We assessed the potential of available theoretical frameworks to provide the context for such leverage. This involved active engagement with academics and practitioners specialising in ageing, green infrastructure and health and well-being through a knowledge-brokering approach. We concluded that an integrated and comprehensive framework on the socio-cultural-ecological determinants of health is lacking. To address this, we present a set of principles for overcoming challenges to knowledge integration when working at the intersection of green infrastructure, ageing, health and well-being. The unrivaled growth in e-commerce of animals and plants presents an unprecedented opportunity to monitor wildlife trade to inform conservation, biosecurity, and law enforcement. Using the internet to quantify the scale of the wildlife trade (volume and frequency) is a relatively recent and rapidly developing approach that lacks an accessible framework for locating relevant websites and collecting data. We produced an accessible guide for internet-based wildlife trade surveillance. We detailed a repeatable method involving a systematic internet search, with search engines, to locate relevant websites and content. For data collection, we highlight web-scraping technology as an efficient way to collect data in an automated fashion at regularly timed intervals. Our guide is applicable to the multitude of trade-based contexts because researchers can tailor search keywords for specific taxa or derived products and locations of interest. We provide information for working with the diversity of websites used in wildlife trade. For example, to locate relevant content on social media (e.g., posts or groups), each social media platform should be examined individually via the site's internal search engine. A key advantage of using the internet to study wildlife trade is the relative ease of access to an increasing amount of trade-related data.
