Typhoon Haiyan struck the Philippines on 8 November 2013 with maximum sustained winds of 235 kilometres per hour, adversely affecting at least 11 million people and displacing some 673,000 in the central regions of the country. The disaster clearly overwhelmed the Philippine government despite its seemingly well‐crafted disaster management plan. Using timelines of different organisations, this paper identifies gaps in the government's response, mainly due to its failure in coordinating and managing relief operations, which adversely affected its effectiveness and efficiency in the delivery of critical goods and services following the disaster. The paper also demonstrates how non‐governmental organisations (NGOs), the United Nations, foreign governments and other organisations provided assistance, mainly through aid niching, to cover the government's shortcomings. The paper recommends a paradigm shift in the government's disaster response by integrating collaborative arrangements between government agencies and NGOs, and giving local governments the lead role, with the national government as support, in disaster planning and response.  相似文献

An assessment is made of the atmospheric emissions from the life cycle of fuel ethanol coupled with the cogeneration of electricity from sugarcane in Brazil. The total exergy loss from the most quantitative relevant atmospheric emission substances produced by the life cycle of fuel ethanol is 3.26E+05 kJ/t of C2H5OH. Compared with the chemical exergy of 1 t of ethanol (calculated as 34.56E+06 kJ), the exergy loss from the life cycle's atmospheric emission represents 1.11% of the product's exergy. The activity that most contributes to atmospheric emission chemical exergy losses is the harvesting of sugarcane through the methane emitted in burning. Suggestions for improved environmental quality and greater efficiency of the life cycle of fuel ethanol with cogenerated energy are: harvesting the sugarcane without burning, renewable fuels should be used in tractors, trucks and buses instead of fossil fuel and the transportation of products and input should be logistically optimized.  相似文献

A good water quality bio-indicator should be sensitive to different forms of water degradation in any geographical area, and effectively track water quality changes in time. We investigated whether the presence of a bird, the dipper (Cinclus cinclus), in 47 reaches of 35 streams of central Italy was affected by stream pollution as assessed by the Extended Biotic Index. Data from the literature and interviews with ornithologists furnished information about past dipper presence and water quality in the study streams. In 93.3% of cases dippers occurred in unpolluted reaches. The dipper was absent from 93.7% of polluted or strongly polluted streams. Dippers disappeared from 50% of the study streams for which past information was available. In a few streams dippers disappeared after the quality of water had degraded. Water quality degradation in the study area, especially in the hill streams, is causing dipper areale to contract to higher altitudes. Dipper is a good water quality bio-indicator for Mediterranean streams.  相似文献

Effects of heavy metals on lysosomes were studied in living cells from the mussel (Mytilus galloprovincialis Lam.). Haemolymph cells were obtained from the mussel adductor muscle, stained with neutral red (NR), and analysed by digital imaging to evaluate NR retention times within lysosomes. Exposure to Hg2+, Cd2+ and Cu2+ induced a reduction of NR retention time, indicating lysosomal membrane destabilisation. The intensity of these effects was correlated with the metal affinity for sulfhydryls. In contrast, Zn2+ showed no effect on lysosomes. Moreover, 200 μM Zn2+ protected lysosomes against the effects of Cd2+ and Cu2+, but not against Hg2+. Cell loading with the fluorescent pH probe Lyso Sensor followed by digital imaging showed a rise of lysosomal pH induced by Cd2+ and Hg2+, while Zn2+ prevented the effect of Cd2+ and also partially that of Hg2+. The different protective effect of Zn2+ against Hg2+ suggests a dual action of Hg2+ on lysosomes, possibly involving both membrane destabilisation and proton pump inhibition. Cell exposure to 17 β-estradiol also caused a reduction of NR retention time, which was synergistic to that of Hg2+. Ambrosia artemisiifolia L. (common ragweed) is an invasive plant whose allelopathic properties have been suggested by its field behaviour and demonstrated through phytotoxicity bioassays. However, the nature of the molecules responsible for the allelopathic activity of common ragweed has not been explored. The main objective of this study was to identify the phytotoxic molecules produced by A. artemisiifolia. A preliminary investigation has indicated that a methanol extract of A. artemisiifolia completely inhibited the germination of cress and radish. Semi-preparative fractionation of the methanol extract allowed separating of phytotoxic fraction which contained a single compound. The structure of this compound was elucidated by liquid chromatography–mass spectrometry (LC-MS)/MS, high-resolution mass spectral, nuclear magnetic resonance, and Fourier transform infrared spectra as sesquiterpene lactone isabelin (C15H16O4). The effect of pure isabelin was tested on four different weed species, confirming the inhibitory activity of molecule. The results indicate directions for the future studies about herbicidal specific activity of isabelin, as pure molecule or in the crude extract, as a potential candidate for biological weed control.  相似文献
