BACKGROUND: Most seat belt use laws originally passed in the United States contained language restricting enforcement to drivers already stopped for some other reason. States that have since removed this secondary enforcement restriction have reported increased seat belt use. The purpose of the present study was to estimate the effect of these law changes on driver fatality rates. METHOD: Trends in passenger vehicle driver death rates per billion miles traveled were compared for 10 states that changed from secondary to primary seat belt enforcement and 14 states that remained with secondary enforcement. RESULTS: After accounting for possible economic effects and other general time trends, the change from secondary to primary enforcement was found to reduce annual passenger vehicle driver death rates by an estimated 7% (95% confidence limits 3.0-10.9). CONCLUSION: The majority of U.S. states still have secondary enforcement laws. If these remaining secondary laws were amended, an estimated 696 deaths per year could be prevented.  相似文献

The widespread application of graduated driver licensing (GDL), starting in the mid-1990s, has greatly reduced young driver crashes. Substantial further reductions are possible by raising the licensing age to 17. This can be done indirectly, through extension of GDL policies (minimum learner age of 16, one-year holding period), or by legislation directly establishing 17 as the licensing age. Sulphidic mine tailings characterised by high concentrations of heavy metals (Pb 3532?±?97?mg/kg, Zn 8450?±?154?mg/kg, Cu 239?±?18?mg/kg and Cd 14.1?±?0.3?mg/kg) and abundant carbonate (17%) were subjected to eight lab-scale electrodialytic remediation (EDR) experiments to investigate the influence of current density, treatment time and particle size on removal efficiency. Pb and Cu removal improved when increasing current density, while Zn and Cd removal did not. In contrast Zn and Cd removal improved by grinding the tailings, while Pb and Cu removal did not. At the highest current density (1.2?mA/cm2), 94%, 75%, 71% and 67% removal of Pb, Zn, Cu and Cd could be achieved, respectively, on grinded tailings in 28 days. Sequential chemical extraction made before and after EDR revealed larger oxidisable fractions of Zn, Cu and Cd, representing large fractions of sulphides, which was likely to be the main barrier to be removed as efficiently as Pb. This was in accordance with acid/base extraction tests in which Pb showed high solubility at both high and low pH (up to 65% and 86% of extraction, respectively), while considerable extraction of Zn (55%) happened only at low pH; and very limited extraction (<20%) of Cu and Cd occurred at any pH.  相似文献

Phytoremediation is the use of plants to decontaminate and improve waters and soils. Pleustonic macrophytes are plant models for research in waters. In a phytoremediation study, the elicitation of Pistia stratiotes with methyl jasmonate or salicylic acid suggests that oxytetracycline modification rate coefficients could be increased more than threefold. Here we present the elicitation of Pistia stratiotes apical primary root tips. We detected reactive oxygen species generation by X-band electron paramagnetic resonance spectroscopy, using the spin trap α-(4-pyridyl-1-oxide)-N-tert-butylnitrone (POBN). Elicitation using 0.8 mM methyl jasmonate during 1 h increased the relative spin-trapped radical concentration by +12 %. Further, results indicate acute plant toxicity above 0.24 mM salicylic acid.  相似文献

This study investigated whether low-level, long-term in utero and post-natal exposure to organohalogen pollutants disrupts male reproductive organ morphology and testosterone production in Greenland sledge dogs (Canis familiaris), as a model of Arctic top predators feeding on marine mammals. Six male dogs were followed for 1 year and testosterone concentrations, testes/baculum morphology and baculum bone mineral density (BMD) was determined. Three males were exposed to organohalogenated contaminants (OHCs) in utero through maternal dietary intake of minke whale blubber (Balaenoptera acutorostrata), with a post-weaning ∑OHC intake of 10.4–11.7 µg kg?1 day?1 resulting in an adipose tissue range of ∑OHC 4518–5729 ng (g lw)?1 after 1 year. Three control males were exposed to very low concentrations of OHCs through pork fat. No significant differences were seen in plasma testosterone concentrations, baculum weight, BMD, and testicular length in the six male dogs (control, n = 3 and exposed, n = 3) measured at 3, 5, 7, 9, and 12 months of age. Testicular weights were significantly lower in the exposed group (p = 0.015, n = 2). Although this study had a limited number of animals, it was observed that in utero and the following 12 months of chronic exposure to a complex mixture of contaminants in the form of naturally accumulated OHCs does not affects testosterone levels, but possibly affects testicular weights in sledge dogs.  相似文献

The concept of sustainability transitions has become increasingly prominent in academic and policy discourses during recent decades, but the importance of the link between knowledge-producing epistemic practices and urban governance has been underappreciated in this discourse. Based on a case study of cycling in Copenhagen between 1900 and 2015, and drawing upon a governmentality-inspired analytical framework, this research demonstrates that transformative governance may be initiated by epistemic practices that render urban systems visible in other ways. Urban cycling has been reconstructed over time in Copenhagen as a traffic safety ‘problem’, a component of the experiential and liveable city, and a health-producing (and hence economically valuable) regional transport mode. The research findings emphasise that epistemic practices can provide a powerful stimulus for creating changes in urban governance. The results also provide support for initiatives to broaden the terms of academic debate on sustainability transitions.  相似文献

In municipal and industrial practices, wastewater treatment sludges are generally conditioned with organic polymers before dewatering. The dewatering polymers are expensive and contribute significantly to the overall sludge management cost. This paper discusses a preconditioning strategy that holds great promise for enhancing dewatering properties of wastewater treatment sludges, while reducing the cost. In this approach, the waste activated sludge (WAS) is briefly preconditioned with an acid before flocculating with an organic polymer. Experimental results showed that acid preconditioning significantly enhanced dewatering. Separately acidifying WAS and subsequently combining it with primary sludge produced higher presscake solids than acidifying the combined sludge to the same final pH. Acidification exhibited the added benefit of reducing Escherichia coli counts in sludge, thus improving its biological character. This may provide flexibility in choosing a beneficial use application.  相似文献
