Systematic conservation planning is intended to inform spatially explicit decision making. Doing so requires that it be integrated into complex regulatory and governance processes, and there are limited instances where this has been achieved effectively. South Africa is a global leader in the application of conservation plans, the outputs of which are widely used for spatial planning and decision making in many spheres of government. We aimed to determine how conservation planning in the country progressed from theory to implementation, and to identify practical actions that enabled this transition, by assessing temporal trends in the characteristics of conservation plans (1990–2017, n = 94). Since 2010 conservation planning has entered an operational period characterized by government leadership of plans, administrative rather than ecological planning domains, decreasing size of planning units, increasing emphasis on end-user products, and scheduled revision of plans. Key actions that enabled this progression include transitioning leadership of plans from scientists to practitioners, building capacity within implementing agencies, creating opportunities to integrate plans in legislative processes, establishing a strong community of practice, adopting implementation-focused methods, and balancing standardization with innovation. Learning from this model will allow other countries, particularly those with a similar megadiverse, developing context, to operationalize conservation planning into spatial planning and decision making.  相似文献

In the pipefish Syngnathus typhle as in other species of Syngnathidae, developing embryos are reared on the male's ventral surface. Although much laboratory research has been directed toward understanding sexual selection in this sex-role-reversed species, few studies have addressed the mating behavior of S. typhle in the wild, and none has capitalized upon the power of molecular genetic assays. Here we present the first direct assessment of the genetic mating system of S. typhle in nature. Novel microsatellite loci were cloned and characterized from this species, and employed to assay entire broods from 30 pregnant, field-captured males. Genetic analysis of 1340 embryos revealed that 1–6 females (mean = 3.1) contributed to each brooded clutch, the highest rate of multiple maternity yet documented in any pipefish. Evidence of multiple mating by females was also detected. Thus, this population of S. typhle displays a polygynandrous mating system, a finding consistent with previous field and laboratory observations. Our results, considered together with similar studies of other syngnathid species, provide preliminary support for the hypothesis that the genetic mating system is related to the evolution of sexual dimorphism in the fish family Syngnathidae. This paper builds upon the results of previously developed crash prediction models for roundabouts. The originally investigated sample was extended from 90 to 148 roundabouts. Poisson and gamma modelling techniques were used, the latter ones since underdispersion in the crash data was observed. Separate models were fit for crashes with six different types of road users: bicyclists, motorcyclists, passenger and heavy four-wheel vehicles, moped riders and pedestrians. A further distinction was made between single-vehicle and multiple-vehicle crashes.The results show that the overall number of crashes is more or less proportional to the number of motorized vehicles. The mean number of single-vehicle crashes per passing vehicle is lower on busier roundabouts. Confirmation is found for the existence of a ‘safety-in-numbers’ effect for different types of road users. Three-leg roundabouts tend to perform worse than roundabouts with four or more legs. More crashes seem to occur at roundabouts with bypasses for traffic in some direction. Larger central islands correlate with more single-vehicle crashes. Moped riders and motorcyclists are strongly overrepresented in both single-vehicle and multiple-vehicle crashes whereas bicyclists are clearly overrepresented in multiple-vehicle crashes. Roundabouts with cycle paths perform better than roundabouts with other types of cycle facilities, particularly in comparison with roundabouts with cycle lanes close to the roadway.  相似文献

Smelter waste deposits pose an environmental threat worldwide. Biosolids are potentialy useful in reclamation of such sites. Biological aspects of revegetation of Zn and Pb smelter wastelands using biosolids are discussed in this report. The goal of the studies was to assess to what extent biosolid treatment would support ecosystem functioning as measured by biological indicators such as enzyme activities of revegetated metal waste or plant growth. Another crucial aspect was related to the assessment of metal transfer to the ecosystem which could affect the health of local fauna and also create a food chain risk. A field experiment was conducted on a smelter waste deposit in Piekary Slaskie, Silesia, Poland, with two separate fields - established on wastes from the Welz and Doerschel smelting processes. The tested methods allowed revegetation of the fields - application of municipal biosolid at the rate 300 dry t ha(-1) combined with the incorporation of commercial lime in a mixed oxide and carbonate form at the rate of 1.5 and 30 t for Welz waste or use of a 30 cm by-product lime cap followed by incorporation of biosolid at a rate of 300 t ha(-1) for the more acidic Doerschel waste. Studies on biological activities demonstrated that the reclamation methods used are an effective way to establish new, fully-functioning ecosystems that support plant growth. They also provided strong evidence that forage crops grown on Zn, Cd and Pb contaminated sites reclaimed using lime and biosolids do not pose identified risk for wildlife and food safety.  相似文献

Recently, smart seat belt reminders (SBR) have been introduced in cars. By increasingly reminding drivers and passengers if they are not using the seat belt, the intention is to increase the belt use to almost 100%. OBJECTIVE: The objective was to study if there were differences in driver's seat belt use between cars with and without SBR. METHODS: Drivers of cars with and without SBR were observed concerning seat belt use. The case (cars with SBR) and the control group (cars without SBR) were similar in all major aspects except SBR. In all, more than 3,000 drivers were observed in five cities in Sweden. RESULTS: In cars without SBR, 82.3 percent of the drivers used the seat belt, while in cars with SBR, the seat belt use was 98.9 percent. The difference was significant. In cars with mild reminders, the use was 93.0 percent. CONCLUSION: It is concluded, that if the results can be generalised to the whole car population this would have a dramatic impact on the number of fatally and seriously injured car occupants.  相似文献

OBJECTIVE: The most important psychoactive ingredient in cannabis, Delta (9)-tetrahydrocannabinol (THC) is one of the most frequently detected substances in blood samples from suspected impaired drivers in Norway. There is growing concern over possible links between the use of cannabis and increased risk of motor-vehicle crashes. Experimental studies have provided useful information on the role of THC and dose-effect relations with respect to psychomotor performance. The main purpose of the present study was to investigate whether a physician's judgment on impairment in a real-life setting among suspected drugged drivers, was related to blood THC concentration. METHODS: In Norway a police physician performs a clinical test for impairment (CTI) shortly after apprehension. The Norwegian Institute of Public Health analyze blood samples from all drivers suspected of driving under the influence of non-alcoholic drugs. In the present study 589 samples from approximately 30,000 cases of suspected drug impaired driving from the period 1997-99, contained THC as the only drug. In 456 of these cases a conclusion of the CTI was available. RESULTS: 230 (54%) drivers were considered not impaired and 226 (46%) impaired. Impaired drivers had higher blood THC concentration than the drivers who were judged as not impaired (median; 2.5 ng/mL (range; 0.3-45.3 ng/mL) vs 1.9 ng/mL (range; 0.32-24.8 ng/mL), (p < 0.05). Furthermore, drivers with blood THC concentrations above 3 ng/mL had an increased risk for being judged impaired compared to drivers with lower concentration ranges. CONCLUSION: The relationship between the concentration of THC in blood and risk of being assessed impaired found in this cross-sectional study of suspected drugged drivers, supports findings from previous experimental studies of concentration related effects of THC on psychomotor performance and driving skills.  相似文献

OBJECTIVE: Validated injury criteria are essential when developing restraints for AIS 1 neck injuries, which should protect occupants in a variety of crash situations. Such criteria have been proposed and attempts have been made to validate or disprove these. However, no criterion has yet been fully validated. The objective of this study is to evaluate the influence of seat geometry and seating posture on the NIC(max) long-term AIS 1 neck injury predictability by making parameter analyses on reconstructed real-life rear-end crashes with known injury outcomes. METHODS: Mathematical models of the BioRID II and three car seats were used to reconstruct 79 rear-end crashes involving 110 occupants with known injury outcomes. Correlations between the NIC(max) values and the duration of AIS 1 neck injuries were evaluated for variations in seat geometry and seating posture. Sensitivities, specificities, positive predictive values, and negative predictive values were also calculated to evaluate the NIC(max) predictability. RESULTS: Correlations between the NIC(max) values and the duration of AIS 1 neck injuries were found and these relations were used to establish injury risk curves for variations in seat geometry and seating posture. Sensitivities, specificities, positive predictive values, and negative predictive values showed that the NIC(max) predicts long-term AIS 1 neck injuries also for variations in seat geometry and seating postures. CONCLUSION: The NIC(max) can be used to predict long-term AIS 1 neck injuries.  相似文献

Ecosystem budgets of matter contribute to the assessment of transport and accumulation of bioavailable contaminants in a landscape, since flows of matter and energy ultimately determine the rates at which contaminants will be partitioned in the environment. This study compares ecosystem properties, such as net primary production (NPP), sequestration of matter and fluxes to food sources for humans, which are of potential interest to describe fluxes and accumulation of bioavailable radionuclides in 14 catchments within a larger catchment area in southeast Sweden. The carbon budgets, used as a proxy for organic matter, are mainly based on local estimates of pools and fluxes, which have been distributed across a landscape mosaic of different vegetation types and management regimes using a geographical information system (GIS). NPP varied by a factor close to two (432 - 709 g x Cx m(-2)x y(-1)), while net ecosystem production ranged between -124 and 159 gx C x m(-2) x y (-1) for the different catchments. Carbon sequestration mainly occurred in the vegetation while the soil organic carbon pool was mainly a source of carbon. Large herbivores consumed on average 4.5 % of the above-ground green tissue production. When arable land was present in the catchment, the flux of carbon to humans was highest from crops and, in decreasing order, milk and beef, followed by the flux from hunting and berry/fungus picking. The results can be used to estimate the potential assimilation of radionuclides in vegetation and the potential exposure to humans of bioavailable radionuclides.  相似文献

Polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs) are a group of halogenated hydrocarbons, comprising 210 different, theoretically possible congeners. They are relatively hydrophobic and persistent to biodegradation, thereby rendering them subject to bioaccumulation. This study was conducted in Frierfjord and Eidangerfjord in the Grenland fjord system, Norway, heavily polluted by PCDD/PCDF discharges from the magnesium production at Herøya from 1951 to 2001. Pooled samples of surface-sediments and the following organisms were collected for the Frierfjord and Eidangerfjord study areas: common shrimp (Crangon crangon), polychaetes (mainly Nereis diversicolor), shore crab (Carcinus maenas), cod (Gadus morhua), flounder (Platichthys flesus), trout (Salmo trutta), herring (Clupea harengus), benthic amphipods and zooplankton. Concentrations of 2,3,7,8-PCDD/Fs were quantified in pooled samples for all species. The relative abundances of stable isotopes of nitrogen (δ15N) were evaluated in the organisms as a measure of chemically-derived trophic level. Contrary to earlier studies on other persistent organochlorines, it was found that the concentrations of PCDD/Fs declined with increasing trophic level. Principal Component Analysis (PCA) also showed differences between species in the pattern of PCDD/Fs. Higher chlorinated congeners constituted lower percentages of the PCDD/F-concentrations higher in the food chain as compared to lower trophic levels. In general, congener patterns did not differ between fjords. Infauna (polychaetes) and zooplankton had congener patterns most similar to the pollution source. The results indicate lower accumulation of higher chlorinated congeners in species at higher trophic levels (fish), presumably due to low membrane permeability (high molecular size) and possibly slow transport through intestinal aqueous phases because of low aqueous solubility.  相似文献

River fisheries are extremely important for food-security among the rural poor in many tropical countries. The growing populations and rapid industrialisation of these countries require that appropriate action should be taken to sustain the resources for future generations. However, an incomplete understanding of river fisheries biology, at the managerial level, often hampers proper planning and management. This is partly due to the difficult access to large parts of such river basins, the complex nature of the fisheries, and in many cases a severe lack of research funds. In contrast, the thousands, or often millions of people who live along the shores of the rivers and rely on the fishery for their daily survival, have a very intimate knowledge of the behaviour and biology of the fish. In this situation, gathering the knowledge of the fishers may provide politicians or planners with baseline knowledge in a relatively quick and cheap way.This paper discusses two years of research using local knowledge in the study of fish migration and spawning in the Lower Mekong Basin. The study involves semi-structured interviews with 355 expert fishermen in four countries along 2,400 km of the Mekong mainstream. By piecing together information from fishermen in different areas, we were able to construct migration maps, and provide rough estimates of the spawning period for 50 fish species. We conclude that river fisheries research can benefit significantly from local knowledge as the basis for future research.  相似文献
