For many national parks and wilderness areas with special air quality protections (Class I areas) in the western United States (U.S.), wildfire smoke and dust events can have a large impact on visibility. The U.S. Environmental Protection Agency’s (EPA) 1999 Regional Haze Rule used the 20% haziest days to track visibility changes over time even if they are dominated by smoke or dust. Visibility on the 20% haziest days has remained constant or degraded over the last 16 yr at some Class I areas despite widespread emission reductions from anthropogenic sources. To better track visibility changes specifically associated with anthropogenic pollution sources rather than natural sources, the EPA has revised the Regional Haze Rule to track visibility on the 20% most anthropogenically impaired (hereafter, most impaired) days rather than the haziest days. To support the implementation of this revised requirement, the EPA has proposed (but not finalized) a recommended metric for characterizing the anthropogenic and natural portions of the daily extinction budget at each site. This metric selects the 20% most impaired days based on these portions using a “delta deciview” approach to quantify the deciview scale impact of anthropogenic light extinction. Using this metric, sulfate and nitrate make up the majority of the anthropogenic extinction in 2015 on these days, with natural extinction largely made up of organic carbon mass in the eastern U.S. and a combination of organic carbon mass, dust components, and sea salt in the western U.S. For sites in the western U.S., the seasonality of days selected as the 20% most impaired is different than the seasonality of the 20% haziest days, with many more winter and spring days selected. Applying this new metric to the 2000–2015 period across sites representing Class I areas results in substantial changes in the calculated visibility trend for the northern Rockies and southwest U.S., but little change for the eastern U.S.
Implications: Changing the approach for tracking visibility in the Regional Haze Rule allows the EPA, states, and the public to track visibility on days when reductions in anthropogenic emissions have the greatest potential to improve the view. The calculations involved with the recommended metric can be incorporated into the routine IMPROVE (Interagency Monitoring of Protected Visual Environments) data processing, enabling rapid analysis of current and future visibility trends. We utilize social learning theory to test the role‐modeling effect of supervisor expediency (i.e., a supervisor's use of unethical practices to expedite work for self‐serving purposes). In particular, we examine the relationship between supervisor expediency and employee expediency, as moderated by leader–member exchange (LMX) and mediated by employee unethical tolerance. We predict that employees are more likely to model their supervisors' expedient behaviors when their relationship is characterized by high‐LMX (a high‐quality exchange relationship that is rich in socioemotional support). Furthermore, we argue that supervisor expediency, especially when LMX is high, influences employees' attitudes of unethical tolerance, which then affects employees' expedient behaviors. Across 2 multisource field studies and a third time‐lagged field study, we found general support for our theoretical predictions. Theoretical and practical implications are discussed. 相似文献
Travis Air Force Base, California, has accelerated the pace of remediation while reducing long‐term costs and cutting greenhouse gas production. This has been achieved through optimizing existing systems and processes, adopting greener cleanups best management practices, and testing and implementing innovative “green” technologies. By optimizing and replacing existing systems that used energy‐intensive infrastructure, and by promoting the use of innovative in situ technologies, the US Air Force (Air Force) led team comprised of the Air Force Civil Engineer Center, the US Army Corps of Engineers, the performance‐based contractor CH2M, and the regulatory agencies consisting of the US Environmental Protection Agency, the California Water Board, and the California Department of Toxic Substances Control, has reduced annual system operation and maintenance costs by over $200,000 per year, while reducing annual carbon dioxide production by approximately 930 tons per year. As a result of these actions, chlorinated solvent source areas have been reduced by over 99 percent in some cases, and the predicted cleanup time frame for multiple sites has been reduced by several decades. This article provides a case study for implementation of cost‐effective greener cleanup actions, and summarizes the approach taken by the Air Force led team to complete the greener cleanups self‐declaration process consistent with the ASTM International's E‐2893 Standard Guide for Greener Cleanups. 相似文献
A marginal abatement cost curve (MACC) traces out the relationship between the quantity of pollution abated and the marginal cost of abating each additional unit. In the context of air quality management, MACCs are typically developed by sorting control technologies by their relative cost-effectiveness. Other potentially important abatement measures such as renewable electricity, energy efficiency, and fuel switching (RE/EE/FS) are often not incorporated into MACCs, as it is difficult to quantify their costs and abatement potential. In this paper, a U.S. energy system model is used to develop a MACC for nitrogen oxides (NOx) that incorporates both traditional controls and these additional measures. The MACC is decomposed by sector, and the relative cost-effectiveness of RE/EE/FS and traditional controls are compared. RE/EE/FS are shown to have the potential to increase emission reductions beyond what is possible when applying traditional controls alone. Furthermore, a portion of RE/EE/FS appear to be cost-competitive with traditional controls.
Implications: Renewable electricity, energy efficiency, and fuel switching can be cost-competitive with traditional air pollutant controls for abating air pollutant emissions. The application of renewable electricity, energy efficiency, and fuel switching is also shown to have the potential to increase emission reductions beyond what is possible when applying traditional controls alone. 相似文献
Research increasingly highlights cause and effect relationships between urbanization and stream conditions are complex and highly variable across physical and biological regions. Research also demonstrates stormwater runoff is a key causal agent in altering stream conditions in urban settings. More specifically, thermal pollution and high salt levels are two consequences of urbanization and subsequent runoff. This study describes a demonstration model populated with data from a high gradient headwaters stream. The model was designed to explain surface water‐groundwater dynamics related to salinity and thermal pollution. Modeled scenarios show long‐term additive impacts from salt application and suggest reducing flow rates, as stormwater management practices are typically designed to do, have the potential to greatly reduce salt concentrations and simultaneously reduce thermal pollution. This demonstration model offers planners and managers reason to be confident that stormwater management efforts can have positive impacts. 相似文献
Restoration of acidified lakes by liming does not, in many cases, improve productivity to a pre-acidified state. We hypothesize that the poor recovery detected in many of these lakes is due to constrained in-lake phosphorous (P) cycling caused by enhanced precipitation of metals in higher pH, limed waters. Long-term (1990–2012) data for 65 limed, circum-neutral (pH 6–8), and acidified lakes in Sweden were analyzed to determine trends for P and potential drivers of these trends. Limed lakes not only had lower mean values and stronger decreasing trends for total P than non-limed lakes, but they also had the highest percentage of decreasing trends (85 %). A P release factor (Hypolimnetic P/Epilimnetic P) was developed to elucidate differences in internal P cycling between lake groups. Consistently, lower P release factors in limed lakes show limitation of internal P cycling during summer months that may be a factor limiting P bioavailability and thus productivity of these systems. 相似文献
Night-time satellite imagery enables the measurement, visualization, and mapping of energy consumption in an area. In this paper, an index of the “sum of lights” as observed by night-time satellite imagery within national boundaries is compared with the emergy of the nations. Emergy is a measure of the solar energy equivalent used, directly or indirectly, to support the processes that characterize the economic activity in a country. Emergy has renewable and non-renewable components. Our results show that the non-renewable component of national emergy use is positively correlated with night-time satellite imagery. This relationship can be used to produce emergy density maps which enable the incorporation of spatially explicit representations of emergy in geographic information systems. The region of Abruzzo (Italy) is used to demonstrate this relationship as a spatially disaggregate case. 相似文献
Respirable carbon or fly ash particles are suspected to increase the respiratory toxicity of coexisting acidic air pollutants, by concentrating acid on their surfaces and so delivering it efficiently to the lower respiratory tract. To investigate this issue, we exposed 15 healthy and 15 asthmatic volunteers in a controlled- environment chamber (21°C, 50 percent relative humidity) to four test atmospheres: (i) clean air; (ii) 0.5-μm H2SO4 aerosol at =100 μg/m3, generated from water solution; (iii) 0,5-μm carbon aerosol at =250 μg/m3, generated from highly pure carbon black with specific surface area comparable to ambient pollution particles; and (iv) carbon as in (iii) plus =100 μg/m3 of ultrafine H2SO4 aerosol generated from fuming sulfuric acid. Electron microscopy showed that nearly all acid in (iv) became attached to carbon particle surfaces, and that most particles remained in the sub-μm size range. Exposures were performed double-blind, 1 week apart. They lasted 1 hr each, with alternate 10-min periods of heavy exercise (ventilation =50 L/min) and rest. Subjects gargled citrus juice before exposure to suppress airway ammonia. Lung function and symptoms were measured pre-exposure, after initial exercise, and at endexposure. Bronchial reactivity to methacholine was measured after exposure. Statistical analyses tested for effects of H2SO4 or carbon, separate or interactive, on health measures. Group data showed no more than small equivocal effects of any exposure on any health measure. One individual's responses were consistent with a clinically significant excess airway constriction from H2SO4 plus carbon, and 2-3 others showed slight excess responses to the combined pollutants, but all these observations might have reflected chance variations. We conclude that coexisting carbon aerosol did not increase respiratory irritancy of H2SO4, in most healthy and asthmatic subjects exposed for 1 hr under simulated "worst-case" ambient conditions. 相似文献
Pilot-scale tests were conducted to develop a combined nitrogen oxide (NOx) reduction technology using both selective catalytic reduction (SCR) and selective noncatalytic reduction (SNCR). A commercially available vanadium- and titanium-based composite honeycomb catalyst and enhanced urea (NH2CONH2) were used with a natural-gas-fired furnace at a NOx concentration of 110 ppm. Changes in SNCR chemical injection temperature and stoichiometry led to varying levels of post-furnace ammonia (NH3), which acts as the reductant feed to the downstream SCR catalyst. The urea-based chemical could routinely achieve SNCR plus SCR total NOx reductions of 85 percent with less than 3 ppm NH3 slip at reductant/NOx stoichiometries ranging from about 1.5 to 2.5 and SCR space velocities of 18,000 to 32,000 h?1. This pilot-scale research has shown that SNCR and SCR can be integrated to achieve high NOx removal. SNCR provides high temperature reduction of NOx followed by further removal of NOx and minimization of NH3 slip by a significantly downsized (high-space velocity) SCR. 相似文献
