Rather than exploring how indigenous people have been alienated from resources by environmental policies, this paper explores how indigenous peoples have worked with environmental organizations to use the broad protections provided by environmental laws to protect cultural resources. The Eastern Band of Cherokee Indians, along with other concerned groups, partnered with environmentalists in opposing the destruction of the endangered snail darter’s critical habitat by the Tennessee Valley Authority’s Tellico Dam. The dam had been opposed by a shifting alliance of Cherokees, local farmers, trout fisherman, and environmentalists since it was announced in 1963. A previous lawsuit by this coalition delayed the project from 1972 to 1974 under the National Environmental Policy Act. The Endangered Species Act provided this coalition with a powerful tool for opposing the destruction of burial grounds and sacred village sites throughout the lower Little Tennessee River valley. The coalition of environmental organizations, Cherokees, and others was ultimately unsuccessful in stopping the dam from being built, but was successful in establishing a strict precedent for the enforcement of the Endangered Species Act. The lawsuit also created a space for the Eastern Band to negotiate for the return of Cherokee remains and halt the removal of any additional burials. In this situation, the strategic support of environmental regulation enabled the Eastern Band to exert some degree of control over the fate of cultural resources in the valley, and also demonstrates the significant role American Indian peoples played in one of the seminal events of the environmental movement during the 1970s.  相似文献

Potential health risks and cleanup costs are primary factors for measuring the effectiveness of a remediation project concerning a site contaminated with residual radioactive materials. Demanding cleanup of a contaminated site to its original condition, while eliminating any health risks after cleanup, can require prohibitive costs. However, by setting practical remediation objectives and by performing realistic but conservative risk assessments, health risks can be acceptable and cleanup costs can be reasonable. This article uses the South-Middle and Southeast Vaults Decontamination and Demolition Project at Argonne National Laboratory to demonstrate how negligible health risks can result after cleanup with minimal cleanup costs. Substantial cost savings of approximately $2 million was realized by implementing in-place decontamination and demolition (D&D) on the basis of acceptable risk, instead of requiring cleanup of the site to its original condition. By using the RESRAD computer program as a modeling tool, we show the maximum projected radiation dose (0.1 mrem per year) and the potential lifetime cancer risk (on the order of 106) to an individual from exposure to the residual radioactivities are negligibly small. In addition to aiding in the selection of a preferred remediation alternative, results of the RESRAD modeling were also used to guide the implementation of the selected alternative to reduce exposures from the dominant pathway and to ensure that exposures from all pathways would be as low as reasonably achievable.  相似文献

Ecological regression studies are widely used in geographical epidemiology to assess the relationships between health hazard and putative risk factors. Very often, health data are measured at an aggregate level because of confidentiality restrictions, while putative risk factors are measured on a different grid, i.e., independent (exposure) variable and response (counts) variable are spatially misaligned. To perform a regression of risk on exposure, one needs to realign the spatial support of the variables. Bayesian hierarchical models constitute a natural approach to the problem because of their ability to model the exposure field and the relationship between exposure and relative risk at different levels of the hierarchy, taking proper account of the variability induced by the covariate estimation. In the current paper, we propose two fully Bayesian solutions to the problem. The first one is based on the kernel-smoothing technique, while the second one is built on the tessellation of the study region. We illustrate our methods by assessing the relationship between exposure to uranium in drinkable waters and cancer incidence, in South Carolina (USA).  相似文献

Climate modelers often use agreement among multiple general circulation models (GCMs) as a source of confidence in the accuracy of model projections. However, the significance of model agreement depends on how independent the models are from one another. The climate science literature does not address this. GCMs are independent of, and interdependent on one another, in different ways and degrees. Addressing the issue of model independence is crucial in explaining why agreement between models should boost confidence that their results have basis in reality.  相似文献

Atmospheric monitoring data for selected polynuclear aromatic hydrocarbons (PAHs) were compiled from remote, rural and urban locations in the UK, Sweden, Finland and Arctic Canada. The objective was to examine the seasonal and temporal trends, to shed light on the factors which exert a dominant influence over ambient PAH levels. Urban centres in the UK have concentrations 1-2 orders of magnitude higher than in rural Europe and up to 3 orders of magnitude higher than Arctic Canada. Interpretation of the data suggests that proximity to primary sources 'drives' PAH air concentrations. Seasonality, with winter (W) > summer (S), was apparent for most compounds at most sites; high molecular weight compounds (e.g. benzo[a]pyrene) showed this most clearly and consistently. Some low molecular weight compounds (e.g. phenanthrene) sometimes displayed S>W seasonality at some rural locations. Strong W>S seasonality is linked to seasonally-dependent sources which are greater in winter. This implicates inefficient combustion processes, notably the diffusive domestic burning of wood and coal. However, sometimes seasonality can also be strongly influenced by broad changes in meteorology and air mass origin (e.g. in the Canadian Arctic). The datasets examined here suggest a downward trend for many PAHs at some sites, but this is not apparent for all sites and compounds. The inherent noise in ambient air monitoring data makes it difficult to derive unambiguous evidence of underlying declines, to confirm the effectiveness of international source reduction measures.  相似文献

The effect of lime and ash additions upon the below ground ectomycorrhizal communities was studied at two spruce forest sites, Horröd and Hasslöv, in Southern Sweden. At Hasslöv, fifteen years after the addition of 8.75 ton ha-1 of dolomite, the species richness of the mycorrhizal community was unchanged. However, the liming resulted in an almost total replacement of species normally found under the site conditions, with only three morphotypes from a total of 24 distinguished being common to both the control and limed plots. At Horröd, four years after the application of 3.25 ton ha-1 crushed lime, there was a significant reduction in the number of species recorded. This was not a result of a reduction in root tips sampled, since there was no significant treatment effect upon root tip abundance. Instead, it appeared that the less common species present in the control plots had been lost following liming. At the same site, the addition of 4.28 ton ha-1 of wood ash had little effect upon the mycorrhizal community as a whole, with only small changes recorded in the abundance of a small number of species. This study highlights the urgent need for additional data on the temporal and load response of ectomycorrhizal fungi to the addition of lime. This information is vital in view of the proposed widespread use of lime as a counter measure to soil acidification.  相似文献

The fate of used electronic products (e-waste) is of increasing concern because of their toxicity and the growing volume of e-waste. Addressing these concerns requires developing the recycling infrastructure, but good estimates of the volume of e-waste stored by US households are still unavailable. In this context, we make two contributions based on a national random survey of 2136 US households. First, we explain how much e-waste is stored by US households using count models. Significant explanatory variables include age, marital and employment status, ethnicity, household size, previous e-waste recycling behavior, and to some extent education, home ownership, and understanding the consequences of recycling, but neither income nor knowledge of e-waste recycling laws. Second, we estimate that on average, each US household has 4.1 small (≤10 pounds) and 2.4 large e-waste items in storage. Although these numbers are likely lower bounds, they are higher than recent US Environmental Protection Agency (EPA) estimates (based on narrower product categories). This suggests that the backlog of e-waste in the US is likely larger than generally believed; it calls for developing the recycling infrastructure but also for targeted recycling campaigns.  相似文献

A continuous photo-Fenton process has been used for the degradation of gaseous dichloromethane (DCM). By absorbing gaseous DCM into a reactive Fenton mixture, the scrubbing and degradation processes could be completed in the one reactor. Operating with a Dark Fenton solution did not result in removal of DCM any better than simply using MilliQ water. This was because the Fe(II) quickly converted to Fe(III) but was unable to regenerate. After a short time, the Fenton process was no longer operating and the DCM quickly accumulated in the reaction solution, preventing further accumulation due to a decreasing concentration gradient in the reactive solution. However, by using UV light and increasing the retention time from 20 to 50 s, there was sufficient time for the reactive solution to regenerate and continuous operation could achieve at least 65% removal of DCM from the gaseous phase at ambient temperature.  相似文献
