The effective management of small-scale mines is one of the major challenges for governments in the mining sector. Small-scale mining may bring tangible, short-term benefits to the communities involved. However, these benefits are frequently outweighed by the costs incurred in terms of illness, injury, pollution, waste of natural resources and market distortions. Governments, international agencies and advisers are generally able to draw up lists of actions which are required to regulate and manage small-scale mines more effectively, but turning plans into sustained action has proved more difficult. Two aspects of policy implementation are crucial to success: the alignment of interests, and the attitude and effectiveness of government. Using a case study of township and village coal mines in China, this article develops an approach to analysing these issues that could assist regional policy makers and advisers in formulating policy, in identifying key obstacles to policy implementation, and in identifying particular parties which need to be infiuenced or educated in order for the policy to succeed.  相似文献

Division of labor in social insects is determinant to their ecological success. Recent models emphasize that division of labor is an emergent property of the interactions among nestmates obeying to simple behavioral rules. However, the role of evolution in shaping these rules has been largely neglected. Here, we investigate a model that integrates the perspectives of self-organization and evolution. Our point of departure is the response threshold model, where we allow thresholds to evolve. We ask whether the thresholds will evolve to a state where division of labor emerges in a form that fits the needs of the colony. We find that division of labor can indeed evolve through the evolutionary branching of thresholds, leading to workers that differ in their tendency to take on a given task. However, the conditions under which division of labor evolves depend on the strength of selection on the two fitness components considered: amount of work performed and on worker distribution over tasks. When selection is strongest on the amount of work performed, division of labor evolves if switching tasks is costly. When selection is strongest on worker distribution, division of labor is less likely to evolve. Furthermore, we show that a biased distribution (like 3:1) of workers over tasks is not easily achievable by a threshold mechanism, even under strong selection. Contrary to expectation, multiple matings of colony foundresses impede the evolution of specialization. Overall, our model sheds light on the importance of considering the interaction between specific mechanisms and ecological requirements to better understand the evolutionary scenarios that lead to division of labor in complex systems. The threatened lizard Cnemidophorus littoralis occurs in only four restinga habitats of Brazilian coast and its current conservation status is “endangered”. Due to its restricted distribution, the effects of habitat degradation are especially harmful to them. To prevent a local or even total extinction, we analyzed changes in population density and in amount of disturbances of three restinga areas during a seven-year gap. This study took place in three restingas of Rio de Janeiro State, Brazil: Maricá, Jurubatiba and Grussaí. We compared C. littoralis current density with the one registered in 2005 by Menezes and Rocha (2013) with 2 ha transections in each restinga. We also made another group of transects to estimate population density along the entire extension of the restingas. Conservation index of each site was based on satellite images and field samplings. Data showed a decreasing trend of Cnemidophorus littoralis population density over the years. Grussaí had the lowest population density and the highest degradation index among the three sites, whereas Jurubatiba had the lowest degree of disturbance, the largest area and the highest lizard population density. Data showed an increase in the amount of disturbance in restingas over the years, which seemed to have a negative effect in C. littoralis population density. Improvement of surveillance and implementation of education programs in the protected areas and its surroundings, and periodic monitoring of C. littoralis populations to follow their density changes, are essential for the maintenance of the species.  相似文献

The winemaking process involves the generation of a significant amount of waste and wastewater. These residues should be addressed for recycling or treatment before being returned to environment. As each winery is unique in waste generation and disposal, plans for environmentally friendly waste management are not universal and should be tested for their effectiveness. In this study, a diagnostic was made during three years, in different wineries, throughout Portugal, in order to quantify and characterize the waste and the wastewater produced. The results showed that solid waste and wastewater are mainly produced during the harvest period, corresponding to 74% and 87%, respectively. One ton of processed grape approximately produce 0.13 t marc, 0.06 t lees, 0.03 t of stalks and 1.65 m3 of wastewater. No significant differences (P≤0.05) were observed for grape marc, lees and wastewater ratios, between years or wineries. With respect to the stalk ratio, there was no effect of year but the winery significantly affected this ratio (P≤0.05). During the study period the treated wastewater, since diluted, revealed suitable characteristics for irrigation representing an additional source of water. In this regard, the data acquisition and consolidation ensure the transfer of information and experience which constitute an essential step in a support decision tool design.  相似文献

To better understand the impacts posed by soil contamination to aquatic ecosystems it is crucial to characterise the links between ecotoxicity, chemical availability and geochemical reactivity of potentially toxic elements (PTE’s) in soils. We evaluated the adverse effects of water extracts obtained from soils contaminated by chemical industry and mining, using a test battery including organisms from different trophic levels (bacteria, algae and daphnids). These tests provided a quick assessment of the ecotoxicity of soils with respect to possible adverse effects on aquatic organisms although the ecotoxicological responses could be related to the solubility of PTE’s only to a limited extent.The analysis of results of bioassays together with the chemical characterisation of water extracts provided additional relevant insight into the role of conductivity, pH, Al, Fe, and Mn of soil extracts on toxicity to organisms. Furthermore, an important conclusion of this study was that the toxicity of extracts to the aquatic organisms could also be related to the soil properties (pH, Org C and Feox) and to the reactivity of PTE’s in soils which in fact control the soluble fraction of the contaminants.The combined assessment of ecotoxicity in water fractions, solubility and geochemical reactivity of PTE’s in soils provided a more comprehensive understanding of the bioavailability of inorganic contaminants than ecotoxicological or chemical studies alone and can therefore be most useful for environmental risks assessment of contaminated soils.  相似文献

Introduction and aims

The dominance of a plant species in highly metal-contaminated areas reflects its tolerance or adaptability potential to these scenarios. Hence, plants with high adaptability and/or tolerance to exceptionally high metal-contaminated scenarios may help protect environmental degradation. The present study aimed to assess the strategies adopted by common reed, Phragmites australis for its dominance in highly mercury-contaminated Ria de Aveiro coastal lagoon (Portugal).

Materials and methods

Both plant samples and the sediments vegetated by monospecific stand of Phragmites australis were collected in five replicates from mercury-free (reference) and contaminated sites during low tide between March 2006 and January 2007. The sediments?? physico-chemical traits, plant dry mass, uptake, partitioning, and transfer of mercury were evaluated during growing season (spring, summer, autumn, and winter) of P. australis. Redox potential and pH of the sediment around roots were measured in situ using a WTW-pH 330i meter. Dried sediments were incinerated for 4?h at 500??C for the estimation of organic matter whereas plant samples were oven-dried at 60??C till constant weight for plant dry mass determination. Mercury concentrations in sediments and plant parts were determined by atomic absorption spectrometry with thermal decomposition, using an advanced mercury analyzer (LECO 254) and maintaining the accuracy and precision of the analytical methodologies. In addition, mercury bioaccumulation and translocation factors were also determined to differentiate the accumulation of mercury and its subsequent translocation to plant parts in P. australis.

Results and conclusions

P. australis root exhibited the highest mercury accumulation followed by rhizome and leaves during the reproductive phase (autumn). During the same phase, P. australis exhibited ??5 times less mercury-translocation factor (0.03 in leaf) when compared with the highest mercury bioaccumulation factor for root (0.14). Moreover, seasonal variations differentially impacted the studied parameters. P. australis?? extraordinary ability to (a) pool the maximum mercury in its roots and rhizomes, (b) protect its leaf against mercury toxicity by adopting the mercury exclusion, and (c) adjust the rhizosphere-sediment environment during the seasonal changes significantly helps to withstand the highly mercury-contaminated Ria de Aveiro lagoon. The current study implies that P. australis has enough potential to be used for mercury stabilization and restoration of sediments/soils rich in mercury as well.  相似文献

Since many soil studies have already revealed the possible risks to human health and the environment arising from contaminated soils it is therefore crucial to preserve soil quality under current and future conditions. In the last three decades a number of countries already introduced national policies and practices for the management of contaminated sites, and in 2002, an EU Thematic Strategy for Soil Protection was proposed by the European Commission. In this paper we review and analyse several national contaminated land policy regimes already in place in order to assess common elements and to identify specific needs in the development of national soil policies. We propose a framework that combines the D-P-S-I-R structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment to support the development of effective country specific regulatory decisions for managing contaminated land in countries where these are yet to be implemented. The framework proposed allows decision makers to effectively use available information and to identify existing data gaps. As a result it is apparent that while there are technical aspects of site characterisation, risk assessment and remediation processes that could be commonly implemented at an EU level there are certain trans-scientific aspects that require political choices and need to be customized by EU Member States.  相似文献

PM10 levels of the 16 US-EPA Priority Pollutant polycyclic aromatic hydrocarbons (PAHs) were measured from March 17 to 31, 2003, in 8-h time bins (morning, afternoon and nighttime) at Merced, a source site dominated by vehicular traffic emissions near the center of Mexico City, and at Pedregal, a receptor area located downwind in a residential area of low traffic. Along with PAH, elemental (EC) and organic carbon (OC), mass, and prevailing meteorological parameters were measured. At the source location, measured concentrations of benzo[a]pyrene (BAP), an agent suspected of being carcinogenic to humans and of causing oxidative DNA damage, reached concentrations as high as 2.04 and 2.11 ng m?3 during the morning of a weekday and the night period of a holiday. Compared with source dominated areas in Central Los Angeles, the BAP levels found in Central Mexico City are approximately 6 times higher. Benzo[ghi]perylene (BGP) levels were, in general, the highest among the target PAH, both at the source (7.2 ng m?3) and the receptor site (2.8 ng m?3), suggesting that, at both locations, exhaust emission by light-duty (LD) vehicles is an important contributor to the atmospheric PAH burden. Higher PAH concentrations were observed during the morning period (5:00–13:00 h) at the source and the receptor site. The concentrations of PAHs found predominantly in the particle-phase (MW > 202) correlated well (r = 0.57–0.71) with the occurrence of surface thermal inversions and with mixing heights (r = ?0.57 to ?0.72). Organic and elemental carbon ratios also indicated that Pedregal is impacted by secondary aerosols during the afternoon hours.  相似文献
