As complex social phenomena, public involvement processes are influenced by contextual factors. This study examined agency goals for public involvement and assessed the importance of local context in remedial action planning, a community-based water resources program aimed at the cleanup of the 42 most polluted locations in the Great Lakes Basin. Agency goals for public involvement in remedial action plans (RAPs) were agency-oriented and focused on public acceptance of the plan, support for implementation, and positive agency-public relations. Corresponding to these goals, citizen advisory committees were created in 75% of the RAP sites as a primary means for public input into the planning process. Factors that influenced the implementation of public involvement programs in remedial action planning included public orientation toward the remediation issue, local economic conditions, the interaction of diverse interests in the process, agency and process credibility, experience of local leadership, and jurisdictional complexity. A formative assessment of “community readiness” appeared critical to appropriate public involvement program design. Careful program design may also include citizen education and training components, thoughtful management of ongoing agency-public relations and conflict among disparate interests in the process, overcoming logistical difficulties that threaten program continuity, using local expertise and communication channels, and circumventing interjurisdictional complexities.  相似文献

ABSTRACT: Since 1989, the government of Pierce County, Washington, has prepared four watershed action plans. The watersheds cover almost 800,000 acres and include about 600,000 residents and diverse land uses, from the city of Tacoma to Mount Rainier National Park. The primary purpose of these plans was to address water quality impacts from nonpoint sources of pollution and to protect beneficial uses of water. Pierce County has experienced problems such as shellfish bed closures and the Federal Clean Water Act Section 303(d) listing of local water bodies as a result of declining water quality. Pierce County achieved improvements by engaging diverse groups of stakeholders in generating solutions to nonpoint sources of water pollution through our watershed planning process. Using participatory methods borrowed from private industry, Pierce County was able to reach consensus, build trust, maximize participation, facilitate learning, encourage creativity, develop partnerships, shorten time frames for the planning processes, and increase the level of commitment participants had to implementing the plans. As a result, the earliest plans have a high rate of voluntary implementation. This indicates that the process and methodology used to develop watershed plans has a significant, if not critical, impact on their success.  相似文献

Phosphorus speciation in manure-amended alkaline soils   总被引:2,自引:0,他引:2  
Two common manure storage practices are stockpiles and lagoons. The manure from stockpiles is applied to soils in solid form, while lagoon manure is applied as a liquid. Soil amendment with manure in any form introduces a significant amount of phosphorus (P) that exists in both organic and inorganic forms. However, little is known about P speciation in manure stored under different conditions, or the subsequent forms when applied to soils. We used solution (31)P nuclear magnetic resonance (NMR) spectroscopy and conventional P fractionation and speciation methods to investigate P forms in dairy manure and liquid lagoon manure, and to study how long-term amendment with these manures influenced surface and subsurface soil P speciation. Our results show that the P forms in solid and lagoon manure are similar. About 30% of the total P was organic, mostly as orthophosphate monoesters. On a dry weight basis, total P was much higher in the solid manure. In the manure-amended soils the total P concentrations of the surface soils were similar, regardless of manure type. Total P in the subsurface soil was greater in the lagoon-manure-amended soil than the solid-manure-amended subsurface soil. However, the fraction of organic P was greater in the subsurface of the solid-manure-amended soil. The NMR results indicate that the majority of organic P in the soils is phytic acid, which is enriched in the surface soils compared with the subsurface soils. These results provide insight into P speciation and dynamics in manure-amended soils that will further increase our understanding on how best to manage manure disposal on soils.  相似文献

Emerging approaches to water resources development and management typically highlight equity and productivity as two main objectives. In the context of integrated water resources management within a river basin, managers and stakeholders often need a comparative assessment of different options for water augmentation and/or allocation. Pitting such options against predefined objectives, such as equity and productivity, requires an assessment of the effects that available options will have on these objectives. Available documentation indicates that not only does the interpretation of such objectives vary widely, but also the available methods for assessing equity and productivity run into significant limitations in the availability of adequate data. This limitation has largely kept decision makers from gaining a comprehensive overview of equity and productivity scenarios, whether within or across sectors, that could facilitate better‐informed decisions. To address this methodological gap, this article scrutinizes different notions associated with equity and water productivity, and limitations in prevalent assessment methods with the view to develop and demonstrate pragmatic methodologies for assessing equity and productivity in data‐scarce contexts. The discussion and findings are based on a review of relevant literature and empirical and consultative research work in the Olifants River basin in South Africa. The demonstrated methodologies for assessing equity and productivity, besides being useful in data‐scarce contexts, are insightful for initiating several policy measures and also for exploring the relationship between equity and water productivity.  相似文献

Three Greenland sharks (Somniosus microcephalus) were tagged with electronic tags, in Baie St. Pancrace, St. Lawrence Estuary, Quebec, Canada. One shark was tagged on 23 July 2004, with an acoustic telemetry tag. Two sharks were each tagged with a pop-up satellite archival tag (PSAT) on 27 August 2004. Two of the sharks remained in or close to the bay, one for 47 days and the other for at least 66 days. The third shark left the bay immediately after tagging on 27 August 2004. This shark entered the main channel of the St. Lawrence Estuary, and had moved 114.9 km upstream by 1 November 2004 when the tag reported to ARGOS satellites. The tags provided a total of 179 days of data on the movement and environmental preferences of Greenland sharks in the St. Lawrence Estuary. Sharks that reported depth and ambient water temperature data from the bay showed significant diel differences in depth preferences and corresponding ambient temperatures. The sharks remained near the bottom of the water column during the day and displayed increased vertical movements at night. The shark that resided in the main channel did not show this pattern, but generally remained at depths between 325 and 352 m. Sharks in the bay experienced water temperatures that ranged from −1.1 to 8.6°C at depths from 0 to 67 m. In the main channel the shark experienced temperatures that ranged from 1.0 to 5.4°C at depths from 132 to 352 m. This is the first report of numerous Greenland sharks inhabiting shallow near shore bays during summer and autumn.  相似文献

Linking Theory and Practice for Restoration of Step-Pool Streams   总被引:1,自引:0,他引:1  
Step-pools sequences are increasingly used to restore stream channels. This increase corresponds to significant advances in theory for step-pools in recent years. The need for step-pools in stream restoration arises as urban development encroaches into steep terrain in response to population pressures, as stream channels in lower-gradient areas require stabilization due to hydrological alterations associated with land-use changes, and as step-pools are recognized for their potential to enhance stream habitats. Despite an increasingly voluminous literature and great demand for restoration using step-pool sequences, however, the link between theory and practice is limited. In this article, we present four unique cases of stream restoration using step-pools, including the evolution of the approaches, the project designs, and adjustments in the system following restoration. Baxter Creek in El Cerrito, California demonstrates an early application of artificial step-pools in which natural adjustments occurred toward geomorphic stability and ecological improvement. Restoration of East Alamo Creek in a large residential development near San Ramon, California illustrates an example of step-pools increasingly used in locations where such a channel form would not naturally occur. Construction of a step-pool channel in Karnowsky Creek within the Siuslaw National Forest, Oregon overcame constraints posed by access and the type and availability of materials; the placement of logs allowed natural scouring below steps. Dry Canyon Creek on the property of the Mountains Restoration Trust in Calabasas, California afforded a somewhat experimental approach to designing step-pools, allowing observation and learning in the future. These cases demonstrate how theories and relationships developed for step-pool sequences over the past two decades have been applied in real-world settings. The lessons from these examples enable us to develop considerations useful for deriving an appropriate course of design, approval, and construction of artificial step-pool systems. They also raise additional fundamental questions concerning appropriate strategies for restoration of step-pool streams. Outstanding challenges are highlighted as opportunities for continuing theoretical work.  相似文献

Abstract

A number of tools and software systems have been developed in order to reduce the time for the design and manufacturing of industrial products. Nowadays, virtual modelling by Computer Aided Design (CAD) systems and process simulation by the application of Finite Element Method (FEM) software is a standard routine in order to compress product design activities and to achieve the optimal solution before producing any real components. These developments provided not only a reduction in the time to market but a higher complexity of the project and an improved quality of the industrial products. With the aim to further improve the sustainability of this activity, the implementation of a tool that adds automatic operations into the design activity is demonstrated. This software can interact with any CAD and helps designers when the object dimension and shape can be affected by limits and constraints deriving from different features and targets, such as the spatial collocation of the component and the interaction with other limiting items, for examples the material and the manufacturing issues. The concept was developed into the software SFIDA (Sailplane Fuselage Integrated Design Application) that is a first attempt to automatically manage multiple relations and optimise their combination.  相似文献

Floods in the northern foreland of the Tatra Mountains considerably contribute to the total flood damage in Poland. Therefore, the question whether the magnitude and frequency of floods have changed in this region is of high interest. This study aims at investigating the inter-decadal variability of magnitude, frequency and seasonality of floods since the mid-twentieth century, to better understand regional changes. The analysis was accomplished in a multi-temporal approach whereby trends are fitted to every possible combination of start and end years in a record. Detected trends were explained by estimating correlations between the investigated flood parameters and different large-scale climate indices for the northern hemisphere, and by trends found in intense precipitation indices, number of days with snow cover, cyclonic circulation types, temperature and moisture conditions. Catchment and channel changes that occurred in the region over the past decades were also considered. Results show that rivers in the area exhibit considerable inter-decadal variability of flows. The magnitude and direction of short-term trends are heavily influenced by this inter-decadal variability; however, certain patterns are apparent. More extreme, although perhaps less frequent floods are now likely to occur, with a shift in the seasonality, decreasing flood magnitudes in winter and increasing during autumn and spring. The identification of the factors contributing to the occurrence of flood events and their potential changes is valuable to enhance the flood management in the region and to improve the resilience of the population in this mountainous area.  相似文献
