/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Prompted by the calls in recent years to link relief practice to peace-building, development, or both, several conferences and papers have recently mounted a strong critique, seeing these 'broadenings' of relief as 'eroding' or 'corrupting' core humanitarian principles and playing into neo-isolationist agendas to slash humanitarianism. This paper argues that whereas these critiques have important goals in mind when they encourage a concentration on the basics of relief, there has been a loss of subtlety in the ensuing debate. Considering each element of the debate in turn, the paper argues that there is more common ground between 'new' and 'old', 'broadened' and 'basics' relief than at first appears. In concluding, it is argued that further research on key questions, and an openness to hear all perspectives will get us further than entrenched positions and rallying cries.  相似文献

Chenopodium album L. was found to be one of the initial plant species colonising a heavy metal-contaminated site, polluted by pyritic (sulphide-rich) waste from the Aznalcóllar mine spill (South-western Spain). This indicates its importance in the re-vegetation of this soil. In a pot experiment, C. album was sown in soil collected from the contaminated site, either non-amended or amended with cow manure or compost produced from olive leaves and olive mill wastewater, in order to study the effect on heavy metal bioavailability and soil pH. In non-amended and compost-amended soils, soil acidification, probably resulting from oxidation and hydrolysis of sulphide, led to increases in the concentrations of soluble sulphate and plant-available Cu, Zn and Mn in the soil (extractable with 0.1 M CaCl(2)). Under these conditions, shoot growth of C. album was negligible and shoot concentrations of Zn (2,420-5,585 microg g(-1)) and Mn (5,513-8,994 microg g(-1)) were phytotoxic. Manure application greatly increased shoot growth and reduced the shoot concentrations of Cu, Zn, and Mn, and their plant-available concentrations in the soil. These effects appeared to be related to an increase of soil pH, due to an inhibition of sulphide oxidation/hydrolysis, relative to the non-amended soil. For metal sulphides-contaminated soil, liable to acidification, manure application appears to be able to enhance the initial stages of re-vegetation, by species such as C. album.  相似文献

In situ treatment of metals in contaminated soils with phytate   总被引:1,自引:0,他引:1  
Batch experiments were conducted to evaluate the ability of various forms of phytate, the hexaphosphoric form of myo-inositol (IP6), to immobilize U, Ni, and other inorganic contaminants in soils and sediments. A Ca-phytate precipitate (Ca(n)-IP6), dodeca sodium-phytate (Na12-IP6), and hydroxyapatite (HA) were added to contaminated soil at rates of 0, 10, 25, and 50 g kg(-1) and equilibrated in 0.001 M CaCl2. The samples were then centrifuged, the solution pH was measured, and the supernatants were filtered prior to analysis for dissolved organic carbon (DOC), U, Ni, P, and other inorganic contaminants, such as As, Cr, Se, and Pb. The residual sediments were air-dried prior to characterization by analytical electron microscopy and extraction with the Toxicity Characteristic Leaching Procedure (TCLP). The solubility of several metals (e.g., U, Pb, Cu) increased with increasing Na12-IP6 when compared with the nonamended control. In some cases immobilization was observed at the lowest Na12-IP6 application rate (10 g kg(-1)) with an increase in solubility observed at the higher rates, demonstrating the importance of metal to ligand ratio. In contrast, Ca(n)-IP6 and HA decreased the solubility of U, Ni, Al, Pb, Ba, Co, Mn, and Zn. For example, soluble U decreased from 2242 to 76 microg kg(-1) and Ni from 58 to 9.6 mg kg with the Ca(n)-IP6 addition, similar to the results observed for HA. Arsenic and Se solubility increased for HA and both forms of IP6, but to a much greater degree for Na12-IP6, suggesting that the increase in pH observed for HA and Na12-IP6, combined with added competition from PO4 and IP6 for sorption sites, resulted in the release of sorbed oxyanion contaminants. The analytical electron microscopy results indicated that metals such as U and Ni were closely associated with secondary Al-rich precipitates in the HA-treated soils, rather than unreacted HA. The analytical electron microscopy results were less definitive for the Ca(n)-IP6-treated soil, although the residual P-containing material was enriched in Al, with lesser amounts of U and Ni.  相似文献

BACKGROUND: Safety teams have become a popular means to recognize and prevent injuries in the workplace. In fact, organizations, such as OSHA, NIOSH, NIEHS, DOE, and the Ohio BWC, not only encourage safety teams, but have implemented them in their organizations. However, safety teams may not be legal as defined by NLRB Act Sections 2(5) and 8(a)(2). OBJECTIVE: To determine whether safety teams are illegal labor organizations. METHODS: A review of government regulations, safety programs, and safety teams was performed to create a framework of what types of safety programs/regulations are requested and/or required by a variety of government agencies. Next, these requirements were compared to existing case law on illegal labor organizations as defined by the NLRB. RESULTS: Most safety teams and programs, even those implemented by the Federal Government, are illegal labor organizations as defined by NLRB Act Sections 2(5) and 8(a)(2). CONCLUSIONS: The Federal Government needs to amend existing legislation and develop a revision of the NLRB Act that would allow safety teams to function legally in organizations without having to meet intrusive, constricting guidelines that may inhibit the value of safety teams. IMPACT ON INDUSTRY: Organizations must be aware that safety teams may be valuable in reducing job-related accidents and injuries but they may be illegal labor organizations.  相似文献

ABSTRACT: The Upper Colorado River Basin contains appreciable amounts of undeveloped fuel resources. Large quantities of oil shale, coal, and uranium have attracted recent economic and commercial interests. Development of these resources and subsequent conversion to alternative energy forms require an adequate supply of water. Water use for large scale energy development will place increasing demands on an already overstressed allocation of Colorado River water. Present water quality is at a concentration where increased salinity will result in economic detriments to holders of downstream water rights. The salt and water exchange in mining, processing, and spent fuel disposal processes has been incorporated as part of a two-level minimum cost linear programming algorithm. Mathematical simulation results provide an optimal use of Upper Colorado River water for levels of energy output such that salinity concentrations are maintained below predetermined levels.  相似文献

The author examines the proposition that the Canadian copper industry has reached a mature, less competitive, stage of growth. Employing a break-even-cost approach, he compares the Canadian industry to those of other copper-producing nations in terms of cost competitiveness and prospects for new entrants. He finds little evidence to support the proposition, and concludes that Canada's copper industry will continue to maintain its strong competitive position during the 1980s.  相似文献
