ABSTRACT: Forty-two commercial campgrounds and 34 commercial marinas were studied to determine the amount and types of flood-related damages incurred from Hurricane Agnes, and to evaluate the institutional measures available to help management overcome these losses. Economic losses incurred by firms due to inability to operate, and declines in the number of recreationists, were over twice the magnitude of losses suffered via direct physical damages from flooding. The Federal Flood Insurance Program, as presently constituted, is of very little use to firms having structural investments in and over water. Most firms were complimentary of the Small Business Administration's loan programs. It appears that active programs of communication and promotion are needed following restoration of regions involved in natural diasters to reestablish the tourist industry of those regions. 相似文献

The increasing need for water has increased interest in artificial recharge by water-management agencies. An evaluation of current knowledge of processes and problems of artificial recharge indicates that a great deal of additional research is necessary before recharge feasibility can be evaluated in most situations. Experience in using recharge wells on the Southern High Plains of New Mexico and Texas indicates success when using good quality water, and failure when recharge water contains high concentrations of particulate matter. Surface spreading is a more suitable method when water has a high sediment content, but may not be feasible in some hydrogeologic situations. Theoretically, well construction is important to the success of injection recharge operations, but little experimental work exists to support this view. Results of recharge experiments on the Southern High Plains support these conclusions. 相似文献

State-and-transition models are increasingly being used to guide rangeland management. These models provide a relatively simple, management-oriented way to classify land condition (state) and to describe the factors that might cause a shift to another state (a transition). There are many formulations of state-and-transition models in the literature. The version we endorse does not adhere to any particular generalities about ecosystem dynamics, but it includes consideration of several kinds of dynamics and management response to them. In contrast to previous uses of state-and-transition models, we propose that models can, at present, be most effectively used to specify and qualitatively compare the relative benefits and potential risks of different management actions (e.g., fire and grazing) and other factors (e.g., invasive species and climate change) on specified areas of land. High spatial and temporal variability and complex interactions preclude the meaningful use of general quantitative models. Forecasts can be made on a case-by-case basis by interpreting qualitative and quantitative indicators, historical data, and spatially structured monitoring data based on conceptual models. We illustrate how science- based conceptual models are created using several rangeland examples that vary in complexity. In doing so, we illustrate the implications of designating plant communities and states in models, accounting for varying scales of pattern in vegetation and soils, interpreting the presence of plant communities on different soils and dealing with our uncertainty about how those communities were assembled and how they will change in the future. This study developed a comprehensive framework to incorporate landscape ecological principles into the landscape planning and design process, with a focus on the design of new patches in the rural landscape. The framework includes two interrelated phases: patch analyst (PA) and patch designer (PD). The patch analyst augments the process of landscape inventory and analysis. It distinguishes nodes (associated with potential habitat patches) from links (associated with corridors and stepping stones between habitats). For natural vegetation patches, characteristics such as size, shape, and spatial arrangement have been used to develop analytical tools that distinguish between nodes and links. The patch designer uses quantitative information and analytical tools to recommend locations, shapes, sizes, and composition of introduced patches. The framework has been applied to the development of a new golf course in the rural Mediterranean landscape of Apulia, Southern Italy. Fifty new patches of Mediterranean maquis (24 patches) and garrigue (26 patches) have been designed and located in the golf course, raising the overall natural vegetation area to 70 ha (60% of total property). PROBLEM: Disagreements between managers and employees about the causes of accidents and unsafe work behaviors can lead to serious workplace conflicts and distract organizations from the important work of establishing positive safety climate and reducing the incidence of accidents. METHOD AND RESULTS: In this study, the authors examine a model for predicting safe work behaviors and establish the model's consistency across managers and employees in a steel plant setting. Using the model previously described by Brown, Willis, and Prussia (2000), the authors found that when variables influencing safety are considered within a framework of safe work behaviors, managers and employees share a similar mental model. The study then contrasts employees' and managers' specific attributional perceptions. Findings from these more fine-grained analyses suggest the two groups differ in several respects about individual constructs. Most notable were contrasts in attributions based on their perceptions of safety climate. When perceived climate is poor, managers believe employees are responsible and employees believe managers are responsible for workplace safety. However, as perceived safety climate improves, managers and employees converge in their perceptions of who is responsible for safety. IMPACT ON INDUSTRY: It can be concluded from this study that in a highly interdependent work environment, such as a steel mill, where high system reliability is essential and members possess substantial experience working together, managers and employees will share general mental models about the factors that contribute to unsafe behaviors, and, ultimately, to workplace accidents. It is possible that organizations not as tightly coupled as steel mills can use such organizations as benchmarks, seeking ways to create a shared understanding of factors that contribute to a safe work environment. Part of this improvement effort should focus on advancing organizational safety climate. As climate improves, managers and employees are likely to agree more about the causes of safe/unsafe behaviors and workplace accidents, ultimately increasing their ability to work in unison to prevent accidents and to respond appropriately when they do occur. PROBLEM: Research suggests that people who engage in risk-taking behaviors often hold specific beliefs that can mitigate or reduce their perceptions of risk associated with those behaviors. METHOD: A scale was developed (Speeding Risk Belief Scale (SRBS)) to assess beliefs about speeding-related risk and predict self-reported speeding in a random-digit telephone survey of 800 South Australian drivers between the ages of 16 and 50. RESULTS: The scale was internally consistent, and path analyses showed it to be associated with self-reported speeding, both directly and indirectly through participants' estimates of speeding-related risk. DISCUSSION: Origins of risk-mitigating beliefs and the extent to which they may be causally linked with speeding are discussed, and recommendations are made for future research. IMPACT ON INDUSTRY: This research has strong implications for the conduct of countermeasure campaigns that disseminate information on speeding-related risk. 相似文献

Realizing the benefits of environment, health, and safety (EHS) management systems requires more than just rewriting policies and procedures, EHS tasks and activities must be pushed out into all aspects of the organization. The success of this process necessitates an evolving role for EHS managers. For EHS managers, business integration involves the challenge of integrating environment, health, and safety awareness, responsibility, and action into multiple jobs and business processes, leveraging scarce resources to maximize value and minimize costs. Drawing on recent work in the fields of sociology and political science, this article presents conceptual tools for assisting EHS managers to plan and strategize the changing role of the EHS function. In a 1989 article, Ben Twight and Fremont Lyden compared the attitudes of national forest managers in the United States in 1981 with those of its major constituents to assess the extent to which the U.S. Forest Service was biased: were the beliefs and values of agency employees concerning resource management more representative of one of two major constituent groups, environmentalists and forest utilizers? The research tested Culhane's (Public Lands Politics: Interest Group Influence on the Forest Service and the Bureau of Land Management. Baltimore, Maryland: John Hopkins University Press. 1981) theory that the Forest Service occupies a middle ground in its attitudes relative to those of its environmental and utilization constituencies. They concluded that the agency did not; ideologically, district rangers were quite close to the Forest Service's utilizer constituency and relatively far from its environmentalist constituency. Given recent changes in the attitudes of Forest Services managers, the present study sought to answer the question: what do these changes reveal about the ideological position of the agency in 1981 vis a vis its position in 1990, and what are their implications for continuing concerns over the agency's representation of all interest groups? The response to survey questions of four groups—1990 district rangers and district rangers, environmentalists and forest utilizers in 1981—were combined for statistical comparison. Discriminant analyses were conducted to clarify the differences in the groups. Although the hypothesized bias of the Forest Service toward the traditional utilizer position was confirmed, the results also suggested that managers' values and attitudes had changed over the decade. The major issue underlying this bias—preservation versus utilization of resources—no longer adequately represented the agency's position, which has been fragmented into concerns with multiple issues. 相似文献

We discuss the use of indicators which might be used to assess such conditions. During the summer of 1982, the U.S. Environmental Protection Agency conducted a comprehensive multimedia environmental monitoring program in the vicinity of two secondary lead smelters and at one reference site in Dallas, Texas. This monitoring program included a major soils investigation with the collection and analysis of over 2700 soil samples. In addition, approximately 1000 blood and 840 house dust samples were collected and analyzed for their lead content.Utilizing geostatistics and the data obtained from a portion of the soil samples, isopleths of constant soil lead concentrations within each of the three monitoring sites were identified. Presented are the soil monitoring strategy and the geostatistical techniques selected for identifying the distributions of soil lead patterns at each of the three monitoring sites.
