Implementing environmentalism in the internal operations of a firm requires a reassignment of responsibilities and functions. New job tasks are created while old ones are altered to incorporate new perspectives and responsibilities that reflect broader societal demands. In essence, what evolves is a new firm, but what exactly does this mean? After a broad analysis of the environmental transformation of American industry, four basic changes within the organizational framework of dealing with environmentalism are identified: an evolution of the environmental management function, alteration of the overall structure of the organization, expansion of the boundaries of the firm, and changes in corporate culture. The author shows how these shifts occur in sequential order as increasing uncertainty promotes the search for answers from more diverse sources. Ultimately, as environmentalism continues to evolve, it increasingly infuses itself into the corporate culture. ABSTRACT: Current conventions for reporting analytical results from environmental samples brings the objectives of laboratory scientists into conflict with those of environmental scientists. The objective of chemical analyses is to provide estimates of the true composition of samples. Reported results must reflect the analytical uncertainty. Current conventions require left-censoring of those results below the Limit of Detection. The objective of statistical interpretation of environmental data is to provide estimates of the characteristics of ecosystems. Such statistical analyses are often confounded by left-censoring of analytical results. We review the different points of view and propose a compromise which recognizes these conflicting perspectives.  相似文献

ABSTRACT: When nonparametric frequency analysis was performed on 183 stations from Ontario and Quebec, unimodal and multimodal maximum annual flood density functions were discovered. In order to determine generating mechanisms, a monthly partitioning of the annual maximum floods was undertaken. The timing of the floods revealed that the unimodal distributions reflected a single flood generating mechanism while the multi-modal densities reflected two or more mechanisms. Based on the division of the flood series by mechanisms, nine homogeneous regions were delineated. L-moment distributional homogeneity tests along with smaller standard errors for the regional equations supported the delineation.  相似文献

ABSTRACT: A 17-year record of chlorophyll a at eight limnetic sampling stations was used to evaluate putative changes in the trophic status of Lake Okeechobee, a shallow polymictic lake located in the subtropical environment of South Florida. Significant spatial differences were observed in the temporal patterns and variability of chlorophyll a concentrations. The highest chlorophyll a values were found in the northern and northwestern regions of the lake. The center of the lake, subject to high levels of non-algal suspended solids, exhibited relatively low chlorophyll a values and coefficient of variation. The lowest chlorophyll a values were observed at the southernmost sampling station in the lake. This was also the station that showed a significant upward trend in annual mean chlorophyll a values over the 17-year period of record. Examination of the relationship between chlorophyll a and three key environmental variables (i.e., total phosphorus concentration, phosphorus loading, and lake stage) revealed significant correlations at two out of the eight stations. The overall results of this study indicate that spatial and temporal disparities in the distribution and dynamics of chlorophyll a in Lake Okeechobee mandate more temporally and spatially intense approaches to the evaluation of trophic state than used in previous studies.  相似文献

Consideration of biological quality has long been an important component of rating areas for conservation. Often these same areas are highly valued by people for aesthetic reasons, creating demands for housing and recreation that may conflict with protection plans for these habitats. Most methods of selecting land for conservation purposes use biological factors alone. For some land areas, analysis of aesthetic qualities is also important in describing the scenic value of undisturbed land. A method for prioritizing small islands and shoals based on both biological and visual quality factors is presented here. The study included 169 undeveloped islands and shoals ⩽0.8 ha in the Thousand Islands Region of the St. Lawrence River, New York. Criteria such as critical habitat for uncommon plant and animal species were considered together with visual quality and incorporated into a rating system that ranked the islands and shoals according to their priority for conservation management and protection from development. Biological factors were determined based on previous research and a field survey. Visual quality was determined by visual diagnostic criteria developed from public responses to photographs of a sample of islands. Variables such as elevation, soil depth, and type of plant community can be used to classify islands into different categories of visual quality but are unsuccessful in classifying islands into categories of overall biological quality.  相似文献

The objective of this research was to analyze the retention of acid precipitation as a viable policy issue on the Congressional agenda during the 1980s. Issue maintenance (a term borrowed from Barbara Nelson's discussion of the four stages associated with agenda decision making) was examined in relation to a set of issue characteristics originally developed by Roger Cobb and Charles Elder, i.e., concreteness, social significance, temporal relevance, complexity, and categorical precedence. Each issue attribute was found to be somewhat useful in explaining the longevity of acid rain as an agenda item although the direction of influence for two factors, complexity and temporal relevance, was contrary to expectations. It was suggested that a conceptual merger of this sort could contribute to the comparative analysis of agenda policy decisions by providing a clearer and more restricted set of decision points to be explained.  相似文献

The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program.  相似文献

Results from a survey of power utility biologists indicate that terrestrial biodiversity is considered a major issue by only a few utilities; however, a majority believe it may be a future issue. Over half of the respondents indicated that their company is involved in some management for biodiversity, and nearly all feel that it should be a goal for resource management. Only a few utilities are funding biodiversity research, but a majority felt more research was needed. Generally, larger utilities with extensive land holdings had greater opportunities and resources for biodiversity management. Biodiversity will most likely be a concern with transmission rights-of-way construction and maintenance, endangered species issues and general land resource management, including mining reclamation and hydro relicensing commitments. Over half of the companies surveyed have established voluntary partnerships with management groups, and biodiversity is a goal in nearly all the joint projects. Endangered species management and protection, prevention of forest fragmentation, wetland protection, and habitat creation and protection are the most common partnerships involving utility companies. Common management practices and unique approaches are presented, along with details of the survey.  相似文献
