For effective monitoring in social–ecological systems to meet needs for biodiversity, science, and humans, desired outcomes must be clearly defined and routes from direct to derived outcomes understood. The Arctic is undergoing rapid climatic, ecological, social, and economic changes and requires effective wildlife monitoring to meet diverse stakeholder needs. To identify stakeholder priorities concerning desired outcomes of arctic wildlife monitoring, we conducted in-depth interviews with 29 arctic scientists, policy and decision makers, and representatives of indigenous organizations and nongovernmental organizations. Using qualitative content analysis, we identified and defined desired outcomes and documented links between outcomes. Using network analysis, we investigated the structure of perceived links between desired outcomes. We identified 18 desired outcomes from monitoring and classified them as either driven by monitoring information, monitoring process, or a combination of both. Highly cited outcomes were make decisions, conserve, detect change, disseminate, and secure food. These reflect key foci of arctic monitoring. Infrequently cited outcomes (e.g., govern) were emerging themes. Three modules comprised our outcome network. The modularity highlighted the low strength of perceived links between outcomes that were primarily information driven or more derived (e.g., detect change, make decisions, conserve, or secure food) and outcomes that were primarily process driven or more derived (e.g., cooperate, learn, educate). The outcomes expand monitoring community and disseminate created connections between these modules. Key desired outcomes are widely applicable to social–ecological systems within and outside the Arctic, particularly those with wildlife subsistence economies. Attributes and motivations associated with outcomes can guide development of integrated monitoring goals for biodiversity conservation and human needs. Our results demonstrated the disconnect between information- and process-driven goals and how expansion of the monitoring community and improved integration of monitoring stakeholders will help connect information- and process-derived outcomes for effective ecosystem stewardship. 相似文献

This paper provides a methodology for generating forest management plans, which explicitly maximize carbon (C) sequestration at the forest-landscape level. This paper takes advantage of concepts first presented in a paper
by Meng et al. (2003; Mitigation Adaptation Strategies Global Change 8:371–403) by integrating C-sequestration objective functions in existing
wood supply models. Carbon-stock calculations performed in WoodstockTM (RemSoft Inc.) are based on C yields generated from volume table data obtained from local Forest Development Survey plots
and a series of wood volume-to-C content conversion factors specified in von Mirbach (2000). The approach is used to investigate the impact of three demonstration forest-management scenarios on the C budget in a
110,000 ha forest in south-central New Brunswick, Canada. Explicit demonstration scenarios addressed include (1) maximizing
timber extraction either by clearcut or selection harvesting for greatest revenue generation, (2) maximizing total C storage
in the forest landscape and in wood products generated from harvesting, and (3) maximizing C storage together with revenue
generation. The level of clearcut harvesting was greatest for scenario 1 (≥15 × 104 m3 of wood and ≥943 ha of land per harvesting period), and least for scenario 2 (=0 m3 per harvesting period) where selection harvesting dominated. Because softwood saw logs were worth more than pulpwood ($60 m−3 vs. $40 m−3) and were strategic to the long-term storage of C, the production of softwood saw logs exceeded the production of pulpwood
in all scenarios. Selection harvesting was generally the preferred harvesting method across scenarios. Only in scenario 1 did levels of clearcut harvesting occasionally exceed those of selection harvesting, mainly in the removal of old, dilapidated
stands early in the simulation (i.e., during periods 1 through 3). Scenario 2 provided the greatest total C-storage increase over 80 years (i.e., 14 × 106 Mg C, or roughly 264 Mg ha−1) at a cost of $111 per Mg C due to lost revenues. Scenarios 3 and 1 produced reduced storage rates of roughly 9 × 106 Mg C and 3 × 106 Mg C, respectively; about 64% and 22% of the total, 80-year C storage calculated in scenario 2. The social and institutional context of infrastructure planning has shifted tremendously over recent decades. From top–down implementation, infrastructure planners are now forced to incorporate the demands and wishes of citizens and other external stakeholders. This paper adopts the analytical perspective of institutional work to analyse how a number of Dutch infrastructure planning organisations try to remain in control over these changes in their institutional context. Building on social systems thinking, this paper distinguishes three environments in which this control can play out: the internal environment over which an organisation has complete control, an external environment over which an organisation has little control and a transactional environment where the organisation, through its interactions with other actors, can influence institutional development. The paper concludes that while most forms of institutional work applied by the infrastructure planning organisations under study aim to change the organisations’ interactions with stakeholders, the forms of institutional work are predominantly located within the internal environment of planning organisations. 相似文献

The hydrogeomorphic approach (HGM) to wetland classification and functional assessment has been applied regionally throughout the United States, but the ability of HGM functional assessment models to reflect wetland condition has limited verification. Our objective was to determine how variability derived from anthropogenic effects and natural variability impacted site assessment variables within regional wetland subclasses in central Oklahoma. We collected data for nine potential assessment variables including vegetation physiognomy (e.g., tree basal area, herbaceous cover, canopy cover, etc.) and soil organic matter at wetlands of two HGM riverine subclasses (oxbow and riparian) in May and June, 2010. Using Akaike Information Criteria, we identified limited relationships between landscape disturbance metrics and assessment variables within subclasses. The high degree of natural variability from climatic and hydrologic factors within both subclasses may be masking the impact of landscape disturbance on the other measured assessment variables. Precipitation had significant effects on assessment variables within each of the subclasses. To reduce natural climatic variability, the reference domain may need to be further subdivided. The approach used in this study provides fairly rapid and quantitative methods for evaluating the effectiveness of using HGM assessment variables in assessing wetland condition regionally. 相似文献

ABSTRACTOriginating in the UK in 2006, the Transition movement is oriented to local grassroots citizen-led efforts that prepare for and support a societal energy transition to a low-carbon future in response to climate change, peak oil, ecological degradation, and economic instability. Overlapping significantly with relocalization, degrowth/slow growth, local food, and related movements, and based on permaculture principles and a distributed network model, it embraces the opportunity to turn crisis into an opportunity to build more resilient, convivial, and vibrant local communities, declaring that “if it’s not fun, it’s not sustainable”. The Transition approach has spread rapidly around the world, including initiatives in over 100 communities and cities in Canada. This paper reports on the methods and results of a Canadian community-based research study aimed at understanding how and where the movement has taken root across the country, what Transition practice looks like, challenges and opportunities encountered, and lessons learned that could be applied within the movement and by others interested in the role of citizen-led initiatives for sustainability transition. Utilising a practice theory lens, drawing on an extensive web-scan of the movement’s online presence, a survey and interviews with initiative (co)founders, an e-survey of Transition members/participants, regional “structured story-dialogue” workshops, and key informant interviews, and informed by input from a Movement Advisory Group, we describe the research process and explore what success and impact mean to those most active in the movement. 相似文献

Objective
Understanding the value, benefits and harms of health interventions is needed to inform best practice and ensure responsible implementation of new approaches to patient care. Such value is demonstrated through the assessment of outcomes; however, which outcomes are assessed is often highly varied across studies and can hinder the ability to draw robust conclusions. The Core Outcome Development for Carrier Screening study aims to understand the outcomes that can meaningfully capture the value of reproductive genetic carrier screening (RGCS).Method
The authors report an iterative, two-round online Delphi survey of Australian and New Zealand stakeholders to determine the degree of consensus regarding the core outcomes of RGCS. Panellists ranked 83 outcomes according to their perceived importance on a nine-point Likert scale. Using the distribution of rankings, outcomes were grouped into tiers representative of their perceived level of importance and agreement between groups.Results
The top tier outcomes represent those agreed to be critically important for all future studies of RGCS to assess and were used to define a preliminary core outcome set encompassing the domains (1) primary laboratory outcomes, (2) pregnancy outcomes, (3) resource use and, (4) perceived utility of RGCS.Conclusion
These findings can guide the selection of meaningful outcomes in studies aiming to demonstrate the value of RGCS. A future international consensus process will expand on these findings and guide the inclusion of diverse perspectives across the range of settings in which RGCS is offered. 相似文献188.
