The least‐cost biodiversity impact mitigation hierarchy with a focus on marine fisheries and bycatch issues 下载免费PDF全文
Least‐cost implementation of the mitigation hierarchy of impacts on biodiversity minimizes the cost of a given level of biodiversity conservation, at project or ecosystem levels, and requires minimizing costs across and within hierarchy steps. Incentive‐based policy instruments that price biodiversity to alter producer and consumer behavior and decision making are generally the most effective way to achieve least‐cost implementation across and within the different hierarchy steps and across all producers and conservation channels. Nonetheless, there are circumstances that favor direct regulation or intrinsic motivation. Conservatory offsets, introduced within the conservatory first three steps of the mitigation hierarchy, rather than the fourth step to compensate the residual, provide an additional incentive‐based policy instrument. The least‐cost mitigation hierarchy framework, induced through incentive‐based policy instruments, including conservatory offsets, mitigates fisheries bycatch consistent with given targets, the Law of the Sea, and the Convention on Biological Diversity. 相似文献

Wet/dry mapping provides a low-cost, comprehensive snapshot for monitoring flow conditions in rivers with interrupted perennial
(spatially intermittent) surface flow. When used in conjunction with more traditional point-specific stream flow or groundwater
measurements, it provides a better understanding of hydrologic systems at the broad landscape or watershed scale. Through
use of trained volunteers, we mapped reaches with surface water during the driest time of year to track annual variation in
length and location of perennial flow. Data from 12 years of wet/dry mapping on the San Pedro River in Arizona, USA, showed
62 reaches with surface flow in every year, totaling 32% of the river length through the San Pedro Riparian National Conservation
Area. They also show areas with high year-to-year variation in flow length, which indicate changes in local groundwater conditions
and may provide early warning of ecological changes. Data and maps from this project have been useful for a wide variety of

Introduction
Occupational accidents suffered by workers in Spain when using ladders were analyzed over a six year period from 2003-2008, during which the total of notified ladder-related accidents amounted to 21,725. Method: Different accident-related factors were identified for the purpose of developing a pattern of those factors that had the greatest influence on the seriousness and the fatality of such accidents. Thus, a series of variables were examined such as age and length of service of the injured worker, firm size, the work sector, the injury suffered, and the part of the body that was injured. Since falls is the most frequent and most serious of ladder related occupational accidents, a special analysis of falls was performed. Results: The findings showed that the seriousness of ladder-related accidents increased with the age of the injured worker. Likewise, accidents at places other than the usual workplace were more serious and registered higher fatalities than those that occurred at the usual place of work. Conclusions: The analysis of falls from ladders established that accidents in smaller-sized firms were of greater seriousness and involved more fatalities than those in larger-sized firms. The investigation also underlined the need for stricter compliance with preliminary safety assessments when working with ladders. 相似文献165.

The complexity of relationships between social change and natural resource management has generated interest in the identification of indicators that might provide more streamlined means for monitoring and planning. In the case of Australia's National Land and Water Resources Audit, interest has focused on the capacity of resource managers to implement more sustainable resource-use practices. This paper reports on an attempt to develop indicators of 'capacity for change' that are statistically reliable and both meaningful and useful to resource managers at a variety of scales. It will be argued, however, that social, spatial and temporal variability in change processes means that no discrete list of social indicators can achieve this task. At the same time that rigorous testing is needed to challenge common-sense assumptions about who is capable of change and where to target capacity-building programmes, data collection and interpretation must be embedded in processes of ongoing negotiation and adaptation among all those involved in, or affected by, resource management. 相似文献

SPAtially Referenced Regression on Watershed models developed for the Upper Midwest were used to help evaluate the nitrogen‐load reductions likely to be achieved by a variety of agricultural conservation practices in the Upper Mississippi‐Ohio River Basin (UMORB) and to compare these reductions to the 45% nitrogen‐load reduction proposed to remediate hypoxia in the Gulf of Mexico (GoM). Our results indicate that nitrogen‐management practices (improved fertilizer management and cover crops) fall short of achieving this goal, even if adopted on all cropland in the region. The goal of a 45% decrease in loads to the GoM can only be achieved through the coupling of nitrogen‐management practices with innovative nitrogen‐removal practices such as tile‐drainage treatment wetlands, drainage–ditch enhancements, stream‐channel restoration, and floodplain reconnection. Combining nitrogen‐management practices with nitrogen‐removal practices can dramatically reduce nutrient export from agricultural landscapes while minimizing impacts to agricultural production. With this approach, it may be possible to meet the 45% nutrient reduction goal while converting less than 1% of cropland in the UMORB to nitrogen‐removal practices. Conservationists, policy makers, and agricultural producers seeking a workable strategy to reduce nitrogen export from the Corn Belt will need to consider a combination of nitrogen‐management practices at the field scale and diverse nitrogen‐removal practices at the landscape scale. 相似文献

This paper presents an evaluation of the long‐term impact of microfinance programmes on Acehnese children during the post‐tsunami recovery. The study, conducted from June to August 2010, examined the impact of microfinance programming six years after the tsunami. The sample consisted of 185 microfinance participants, with a comparison group of 192 individuals who did not participate in microfinance programmes. All respondents were parents, interviewed through a structured survey. The study used four child protection indicators—diet, health, childcare and education—in contrast to traditional repayment rate indicators. The primary results were insignificant with respect to all four child protection indicators, suggesting that, with respect to these indicators, there was no long‐term difference between the impact of microfinance on beneficiaries' children and non‐beneficiaries' children. These findings signify a need for microfinance actors to move beyond traditional indicators of economic success to evaluate the social changes microfinance programmes are presumed to effect. 相似文献
