The developing countries i.e., the non-Annex-I countries (parties to the Kyoto Protocol but not responsible to any reduction
target yet) in the Kyoto Protocol whose economies are in transition are also allowed to reduce GHG emissions. Among these,
the countries that have accepted the Kyoto Protocol may be benefited from CDM projects to promote sustainable development.
The developed countries i.e., the Annex-I countries (that have signed the Kyoto Protocol & are responsible to have specific
GHG emission reduction target) or the investing countries, in return, have privilege to purchase CER credits (in units equivalent
to one tonne of CO2 gas emission reduction) to meet the emission target as specified in the Kyoto Protocol. The key step in understanding about
CDM is to grasp the concept of “baseline” and “additionality”. The “Baseline” is the emissions level that would have existed if a CDM project had not happened. The feature of an approved CDM project
is that the planned reductions would not occur without the additional incentive provided by emission reduction credits; this
concept is known as “Additionality”. According to environmental additionality concept, baseline emission minus project emission is equal to emissions reduction.
“Investment Additionality,” ultimately rejected during negotiation of the “Marrakech Accords” and “Financial Additionality,” are the two important concepts. The concept of trading of CER matches to the idea of Pigovian tax (equal to the negative externality and which is considered one of the “traditional” means of bringing a modicum of market
forces) in Economics, making pollution more costly to the polluter, as the polluters have negative cost since they save money
by polluting; hence, there are supposed negative externalities associated with the market activity. Economic theory predicts
that in an economy where the cost of reaching mutual agreement between parties is high and where pollution is diffuse, Pigovian
tax will be an efficient way to promote the public interest and will lead to an improvement of the quality of life measured
by the Genuine Progress Indicator and other human economic indicators, as well as higher gross domestic product growth. We
can seek a level of pollution such that the marginal savings (MS) to one polluting unit from pollution (−MC) is equal to marginal
damage (MD) from pollution over the entire population, since pollution is a public bad i.e., MS (x*) = ∑MDi (x*) where ∑Di (x) is the total damage. Though the responsibility of reduction in emission does not lie on the non-Annex-I countries, still
effort of maintaining global emission balance can be expected equally from developed and developing countries. The responsibilities
of Kyoto Protocol are (a) to reduce global GHG emissions, (b) to bring about sustainable development in the developing countries
lie on above two groups since its effect on February 16, 2005. Different polluters have different costs of pollution control.
The least costly way of controlling pollution from various sources that reflects different costs of pollution control making
the set of environmental regulations to achieve the emission target at the lowest cost makes the regulation cost-effective.
Though efficiency is not attainable for many regulations, cost-effectiveness is attainable. 相似文献

The use of sustainable, green and biodegradable natural wastes for Cr(VI) detoxification from the contaminated wastewater is considered as a challenging issue. The present research is aimed to assess the effectiveness of seven different natural biomaterials, such as jackfruit leaf, mango leaf, onion peel, garlic peel, bamboo leaf, acid treated rubber leaf and coconut shell powder, for Cr(VI) eradication from aqueous solution by biosorption process. Characterizations were conducted using SEM, BET and FTIR spectroscopy. The effects of operating parameters, viz., pH, initial Cr(VI) ion concentration, adsorbent dosages, contact time and temperature on metal removal efficiency, were studied. The biosorption mechanism was described by the pseudo-second-order model and Langmuir isotherm model. The biosorption process was exothermic, spontaneous and chemical (except garlic peel) in nature. The sequence of adsorption capacity was mango leaf > jackfruit leaf > acid treated rubber leaf > onion peel > bamboo leaf > garlic peel > coconut shell with maximum Langmuir adsorption capacity of 35.7 mg g?1 for mango leaf. The treated effluent can be reused. Desorption study suggested effective reuse of the adsorbents up to three cycles, and safe disposal method of the used adsorbents suggested biodegradability and sustainability of the process by reapplication of the spent adsorbent and ultimately leading towards zero wastages. The performances of the adsorbents were verified with wastewater from electroplating industry. The scale-up study reported for industrial applications. ANN modelling using multilayer perception with gradient descent (GD) and Levenberg-Marquart (LM) algorithm had been successfully used for prediction of Cr(VI) removal efficiency. An experiment has been conducted under laboratory conditions to investigate the effect of phorate (an organophosphate insecticide) and carbofuran (a carbamate insecticide) at their recommended field rates (1.5 and 1.0 kga.i.ha-1, respectively) on the growth and multiplication of microorganisms as well as rate of dissipation and persistence of the insecticidal residues including their metabolites in laterite (typic orchaqualf) and alluvial (typic fluvaquent) soils of West Bengal. Application of phorate and carbofuran in general, induced growth and development of bacteria, actinomycetes, fungi, N2-fixing bacteria and phosphate solubilizing microorganisms in both the soils and the stimulation was more pronounced with phorate as compared to carbofuran. Application of phorate recorded highest stimulation of fungi in laterite and actinomycetes in alluvial soil. Carbofuran on the other hand, augmented fungi and N2-fixing bacteria in laterite and actinomycetes in alluvial soil. Bacterial population was inhibited due to the application of carbofuran in alluvial soil. Phorate sulfoxide and phorate sulfone, the two metabolites of phorate and 3-hydroxycarbofuran and 3-ketocarbofuran, the two metabolites of carbofuran isolated were less persistent in both the soils. Phorate persisted in laterite and alluvial soils up to 45 and 60 days, respectively depicting the half-life (T1/2) 9.7 and 11.5 days, respectively while the T1/2 of carbofuran for the said soils were 16.9 and 8.8 days, respectively. No metabolite of carbofuran was detected in soils after 30 days of incubation while phorate sulfone persisted in alluvial soil even after 60 days of application of the insecticide. 相似文献

Samples of effluents, sludge, pulp, final products (paper) and soil were collected from the identified pulp and paper mills
in India. The samples were analysed for 2,3,7,8-tetrachloro-dibenzo-p-dioxin (2,3,7,8-TCDD) and other dioxin congeners and
precursors. Pulp and paper mills using chlorine for the bleaching process showed the presence of 2,3,7,8-TCDD in effluent
samples. In the effluent and pulp samples from mills where chlorine dioxide was used as a bleaching agent, the 2,3,7,8-TCDD
congener ranged from below the detection limit 0.05 to 0.12 ngL−1/ngg−1. The relative standard deviation of reproducibility and the percent recovery of 2,3,7,8-TCDD were 2.07 and 82.4% in pulp
and 2.8 and 92% in effluent, respectively. The 1,3,6,8-TCDD was the only other major dioxin congener found in the treated
and untreated effluent and sludge samples. However, dichlorobenzene, trichlorophenyl, and hexachlorobiphenyl were detected
in all samples. The formation of dioxins can be minimised by replacing chlorine with chlorine dioxide in bleaching processes

In India, particularly in West Bengal, preadolescents are primarily associated with agricultural work in rural areas. Owing to poor socio-economic conditions, they are compelled to carry out a considerable number of manual, rigorous tasks in agricultural fields. The main aim of this study was to investigate postures adopted by preadolescent agricultural workers during individual agricultural activities and to analyze the causes of discomfort related to those postures. Fifty male and 50 female preadolescent agricultural workers were randomly selected and a detailed posture analysis was performed with the Ovako Working Posture Analysis System (OWAS). It was observed that those workers worked continuously in awkward postures during certain agricultural activities. Consequently they suffered from discomfort in different parts of their body. Harbour seals and harbour porpoises are top predator species from the North Sea, have long life spans and hence, are known to accumulate high levels of anthropogenic contaminants. To gain knowledge about the behaviour of naturally-produced compounds in these marine mammals, the biomagnification of naturally-produced methoxylated polybrominated diphenyl ethers (MeO-PBDEs) was assessed. The biomagnification of MeO-PBDEs (2′-MeO-BDE 68 and 6-MeO-BDE 47) was lower in harbour seals (all biomagnification factors (BMFs) < 1) compared to the same age–gender groups of the harbour porpoises (all BMFs > 1). This may indicate a better metabolic breakdown of MeO-PBDEs in harbour seals, as was previously suggested for polybrominated diphenyl ethers (PBDEs). In both predators, 6-MeO-BDE 47 had the highest concentrations (range: 45–483 ng/g lw and 2–38 ng/g lw for harbour porpoises and seals, respectively) compared to 2′-MeO-BDE 68 (range: 2–28 ng/g lw and 1–6 ng/g lw for harbour porpoises and seals, respectively). In general, the highest concentrations were found in juveniles, suggesting an increased biotransformation capacity with age or the influence of dilution by growth for both species. Here we show that naturally-produced brominated organic compounds can biomagnify and accumulate in North Sea top predators, although to a lesser extent than anthropogenic lipophilic contaminants, such as polychlorinated biphenyls (PCBs) or PBDEs. 相似文献

In India coal combustion is the single largest source of emission of mercury which is a wide-spread persistent global toxicant, travelling across international borders through air and water. As a party to the Minamata convention, India aims to monitor and reduce Hg emissions and stricter norms are introduced for mercury emissions from power plants (30 μg/Nm3for flue gas in stack).This paper presents the results obtained during the experimental studies performed on mercury emissions at four coal-fired and one lignite-fired power plants in India. The mercury concentration in the feed coal varied between 0.12–0.27 mg/Kg. In the mercury mass balance, significant proportion of feed coal mercury has been found to be associated with fly ash, whereas bottom ash contained very low mercury. 80%–90% of mercury was released to air through stack gas. However, for circulating fluidised bed boiler burning lignite, about 64.8% of feed mercury was found to get captured in the fly ash and only 32.4% was released to air. Combination of divergent active principles to achieve broad-spectrum control is gaining popularity to manage the weed menace in intensive agriculture. However, such application could have non-target impacts on the soil processes affecting soil ecology and environmental interactions. A field experiment was conducted to investigate the impact of separate and combined applications of herbicides bensulfuron methyl and pretilachlor on the emission of N2O and CH4, and related soil and microbial parameters in a flooded alluvial field planted to rice cv Lalat. Single application of the herbicide bensulfuron methyl or pretilachlor resulted in a significant reduction of N2O and CH4 emissions while the combination of these two herbicides distinctly increased N2O and CH4 emissions. Cumulative N2O emissions (kg N2O-N) followed the order of bensulfuron methyl (0.35 kg ha−1) < pretilachlor (0.36 kg ha−1) < control (0.45 kg ha−1) < bensulfuron methyl 0.6% + pretilachlor 6.0% single dose (0.49 kg ha−1) < bensulfuron methyl 0.6% + pretilachlor 6.0% double dose (0.54 kg ha−1). Cumulative CH4 emissions (kg CH4), on the other hand, followed the order of bensulfuron methyl (47.89 kg ha−1) < pretilachlor (73.17 kg ha−1) < bensulfuron methyl 0.6% + pretilachlor 6.0% single dose (93.50 kg ha−1) < control (106.54 kg ha−1) < bensulfuron methyl 0.6% + pretilachlor 6.0% double dose (124.67 kg ha−1). The inhibitory effect of separate application of herbicides bensulfuron methyl 0.6% and pretilachlor 6.0% on N2O emission was linked to lower mineral N, lower denitrifying and nitrifying activity and low denitrifier and nitrifier populations. Inhibitory effect on CH4 emission, on the contrary, was linked to prevention in the drop of redox potential, lower readily mineralizable carbon (RMC) and microbial biomass carbon (MBC) contents as well as lower methanogenic and higher methanotrophic bacterial population. Admittedly, stimulatory effect of combined application of herbicides bensulfuron methyl 0.6% and pretilachlor 6.0% at double dose on N2O and CH4 emission was related to reversal of the identified indicators of inhibition. Results indicate that while individual application of herbicides bensulfuron methyl 0.6% or pretilachlor 6.0% can reduce N2O and CH4 emission from flooded soil planted to rice, their combined application at normal dose can keep the emission at a comparatively lower level with significantly higher grain yield as compared to the herbicides applied alone. 相似文献
