The concept of ‘environmental space’ has been put forward as a means for providing specific meaning to sustainability. The concept combines the idea of the existence of environmental limits with a strong principle of environmental justice. It has been used as a basis for the development of sustainable action plans for many European countries, and has attracted political interest. However, thus far, the concept has found limited application by governments. The paper identifies and discusses several issues that need to be addressed for the environmental space approach to be implemented. Three main options for the institutionalization of the approach are discussed: within the legal‐constitutional framework (as rights and obligations), within the economic system (as environmental property rights), and through green planning (as specific objectives and targets contained in national environmental plans or strategies). The paper discusses the ability of the three options to deal with the issues identified, assessing their relative advantages and disadvantages, and to what extent these options are complementary. Finally, conclusions are drawn about the viability of the concept of ‘environmental space’. 相似文献

ABSTRACT: Long term data on surface water quality can sometimes be assembled by combining data collected by different agencies at different times and assuming that between agency differences in data quality are insignificant. The objective of this paper was to assess the quality of riverine nitrate (NO3) concentrations in Illinois measured and reported by four agencies from 1967 to 1974 by comparing median values for similar sampling locations and periods. A total of 17 river reaches were identified for which two agencies reported NO3 concentrations during similar periods. Nonparametric comparison of median values and analysis of covariance with discharge as a covariant produced similar results. Nitrate concentrations reported by the U.S. Geological Survey (USGS) from 1967 to 1971 were not statistically (P > 0.05) different from values reported by the Illinois State Water Survey (ISWS) for two of three river reaches. Additionally, NO3 concentrations reported by USGS from 1972 to 1974 were not statistically different than concentrations reported by the Illinois Environmental Protection Agency (IEPA) for four of five river reaches. From 1969 to 1971, NO3 concentrations reported by the Illinois Department of Public Heath and the Illinois Environmental Protection Agency (IDPH/IEPA) were less than one‐fourth the magnitude of values reported by ISWS. The median NO3 concentrations measured by the Central Illinois Public Service (CIPS) were significantly greater than those measured by USGS and IDPH/IEPA in the three comparable sampling locations. The use of NO3 concentrations measured by CIPS and IDPH/IEPA prior to 1972 is not recommended. 相似文献

ABSTRACT: Dynamic linear models (DLM) and seasonal trend decomposition (STL) using local regression, or LOESS, were used to analyze the 50‐year time series of suspended sediment concentrations for the Yadkin River, measured at the U.S. Geological Survey station at Yadkin College, North Carolina. A DLM with constant trend, seasonality, and a log10 streamflow regressor provided the best model to predict monthly mean log10 suspended sediment concentrations, based on the forecast log likelihood. Using DLM, there was evidence (odds approximately 69:1) that the log10 streamflow versus log10 suspended sediment concentration relationship has changed, with an approximate 20 percent increase in the log10 streamflow coefficient over the period 1981 to 1996. However, sediment concentrations in the Yadkin River have decreased during the decade of the 1990s, which has been accompanied by a concomitant increase in streamflow variability. Although STL has been shown to be a versatile trend analysis technique, DLM is shown to be more suitable for discovery and inference of structural changes (trends) in the model coefficient describing the relationship between flow and sediment concentration. 相似文献

ABSTRACT: Surface water impairment by fecal coliform bacteria is a water quality issue of national scope and importance. In Virginia, more than 400 stream and river segments are on the Commonwealth's 2002 303(d) list because of fecal coliform impairment. Total maximum daily loads (TMDLs) will be developed for most of these listed streams and rivers. Information regarding the major fecal coliform sources that impair surface water quality would enhance the development of effective watershed models and improve TMDLs. Bacterial source tracking (BST) is a recently developed technology for identifying the sources of fecal coliform bacteria and it may be helpful in generating improved TMDLs. Bacterial source tracking was performed, watershed models were developed, and TMDLs were prepared for three streams (Accotink Creek, Christians Creek, and Blacks Run) on Virginia's 303(d) list of impaired waters. Quality assurance of the BST work suggests that these data adequately describe the bacteria sources that are impairing these streams. Initial comparison of simulated bacterial sources with the observed BST data indicated that the fecal coliform sources were represented inaccurately in the initial model simulation. Revised model simulations (based on BST data) appeared to provide a better representation of the sources of fecal coliform bacteria in these three streams. The coupled approach of incorporating BST data into the fecal coliform transport model appears to reduce model uncertainty and should result in an improved TMDL. 相似文献

ABSTRACT: This paper presents the findings of a study aimed at evaluating the available techniques for estimating missing fecal coliform (FC) data on a temporal basis. The techniques investigated include: linear and nonlinear regression analysis and interpolation functions, and the use of artificial neural networks (ANNs). In all, seven interpolation, two regression, and one ANN model structures were investigated. This paper also investigates the validity of a hypothesis that estimating missing FC data by developing different models using different data corresponding to different dynamics associated with different trends in the FC data may result in a better model performance. The FC data (counts/100 ml) derived from the North Fork of the Kentucky River in Kentucky were employed to calibrate and validate various models. The performance of various models was evaluated using a wide variety of standard statistical measures. The results obtained in this study are able to demonstrate that the ANNs can be preferred over the conventional techniques in estimating missing FC data in a watershed. The regression technique was not found suitable in estimating missing FC data on a temporal basis. Further, it has been found that it is possible to achieve a better model performance by first decomposing the whole data set into different categories corresponding to different dynamics and then developing separate models for separate categories rather than developing a single model for the composite data set. 相似文献

ABSTRACT: In 1998 and 1999, third‐order watersheds in high mature forest (HMF) and low mature forest (LMF) classes were selected along gradients of watershed storage within each of two hydrogeomorphic regions in the Lake Superior Basin to evaluate threshold effects of storage on hydrologic regimes and watershed exports. Differences were detected between regions (North and South Shore) for particulates, nutrients, and pH, with all but silica values higher for South Shore streams (p < 0.05). Mature forest effects were detected for turbidity, nutrients, color, and alkalinity, with higher values in the LMF watersheds, that is, watersheds with less that 50 percent mature forest cover. Dissolved N, ammonium, N:P, organic carbon, and color increased, while suspended solids, turbidity, and dissolved P decreased as a function of storage. Few two‐way interactions were detected between region and mature forest or watershed storage, thus threshold based classification schemes could be used to extrapolate effects across regions. Both regional differences in water quality and those associated with watershed attributes were more common for third‐order streams in the western Lake Superior drainage basin as compared with second‐order streams examined in an earlier study. Use of ecoregions alone as a basis for setting regional water quality criteria would have led to misinterpretation of reference condition and assessment of impacts in the Northern Lakes and Forest Ecoregion. 相似文献

Cameron Highlands is a mountainous region with steep slopes. Gradients exceeding 20∘ are common. The climate is favourable to the cultivation of tea, sub-tropical vegetables and flowers (under rain-shelter).
Crop production is sustained by high fertiliser and manure applications. However, agriculture in this environment is characterised
by high levels of soil erosion and environmental pollution. A study on the sustainability of these agro-ecosystems was conducted.
Results indicated that soil loss was in the range of 24–42 ton/ha/yr under vegetables and 1.3 ton under rain-shelter. Sediment
load in the vegetable sub-catchment reached 3.5 g/L, 50 times higher than that associated with flowers under rain-shelter
and tea. The sediments contained high nutrient loads of up to 470 kg N/ha/yr. The N, P and K lost in runoff from cabbage farms
was 154 kg/season/ha, whereas in chrysanthemum farms it was 5 kg. In cabbage farms, the N, P, and K lost through leaching
was 193 kg/season/ha. The NO3–N concentration in the runoff from the cabbage farms reached 25 ppm but less than 10 ppm in runoff from rain-shelters. Inorganic
pollution in the rivers was within the acceptable limit of 10 ppm. The sustainability of the agro-ecosystems is in the order

Perth groundwater resources are obtained from three major aquifers that occur beneath the Perth metropolitan area: the Superficial
aquifer, Leederville aquifer and Yarragadee aquifer. Each aquifer has a unique seasonal water level pattern controlled by
soils, geomorphology and geology. Landuse is mainly responsible for variations in recharge; however, the hydraulic properties
control aquifer response and water level pattern to a greater degree. Groundwater in the three aquifers is generally of very
good quality except in localised areas. Salinity increases with depth and in direction of groundwater flow in the three aquifers.
The best water quality is in the Superficial aquifer in the Wanneroo well field area. The geochemistry and stable isotope
signatures from the three major aquifers revealed distinct water types that suggest very little hydraulic connection or mixing
of waters between these aquifers at the present abstraction and recharge regimes. The results also show that the Leederville
and Yarragadee aquifers were recharged during earlier cooler times while the Superficial aquifer is being recharged at present. 相似文献

Pesticide users, natural resource managers, regulators, government agencies and many others are concerned about the off-site
impact of pesticides on the environment. Systematic methods of the assessment of potential risk of pesticides to environmental
components can serve as valuable tools in decision making and policy formulation. Simple risk indicators have been developed
which cover a range of scenarios such as toxicity to organisms, health of farm workers, consumer health, and residues in harvested
produce. The authors have developed a software package named Pesticide Impact Rating Index (PIRI) that outputs an improved
pesticide risk indicator for water quality. PIRI is a standalone, user-friendly, platform-independent program. It can be used
to (i) rank pesticides in terms of their relative pollution potential to groundwater or surface water, and (ii) to compare
different land uses in a catchment or at a regional scale in terms of their relative impact on water quality. It is based
on pesticides use; the pathway through which the pesticides are released to the water resources (drift, runoff, erosion, leaching)
and the value of the water resources threatened. Each component is quantified using pesticide characteristics (including toxicity
to organisms at different trophic levels, i.e. fish, daphnia, algae, etc.), environmental and site conditions (e.g. organic
carbon content of soil, water input, slope of land, soil loss, recharge rate, depth of water table, etc.). This paper describes
two case studies of the application of PIRI in Australia. The comparison of the risk assessment by PIRI on these revealed
that PIRI correctly estimated the pollution potential of pesticides in greater than 80% of cases. A GIS version of PIRI is
described in a companion paper in this volume.
