Abstract To test the effectiveness of California’s vehicle inspection/ maintenance (I/M) program, exclusive of vehicle-owner intervention, a fleet of more than 1,100 vehicles that previously had failed California’s Smog Check test were sent to randomly selected Smog Check stations in the Los Angeles area for covert inspections and repairs. The two-speed idle test was used for repairs. For those vehicles that were repaired at the first inspection, their FTP emission reductions were 25%, 14%, and 11% for hydrocarbons (HC), carbon monoxide (CO), and nitrogen oxides (NOx), respectively, although emissions testing for NOx was not performed at the Smog Check stations. Idle HC and CO emissions increased for 35% and 43% of the vehicles, respectively, after repairs. This data set shows that most vehicles that fail the Smog Check inspection are only marginal emitters, with 61% and 44% of the total potential for HC and CO emission reductions, respectively, coming from only 10% of the vehicles that currently fail the inspection. When the vehicles were rank-ordered by idle emissions from dirtiest to cleanest, emission reduction costs for the highest-emitting 10% of the fleet averaged $l,100/ton and $250/ton for HC and CO, respectively, attributing all the costs to each pollutant exclusively. Changes in contaminant levels at monitoring stations do not necessarily represent changes in emission levels, since variations in meteorological parameters determine the transport and diffusion of contaminants between sources and receptors. To estimate annual changes in emission levels, and thus of control program effectiveness, the meteorological stratification of data was employed to provide “comparable days.” For San Francisco Bay Area photochemical oxidant data, simple criteria based on maximum temperature and on height of inversion base were selected. Temperature provided a readily available integrated index of solar energy input and of ventilation, while the inversion data added a vertical dilution factor. An earlier study, employing only the temperature criteria, showed that oxidant levels on comparable warm days had nearly doubled from 1954 through 1962. The current study of oxidant data for 1962 through 1969 shows a gradual rise through 1965, and a sharp reversal in 1966, when for the first time a simultaneous decrease was noted at each benchmark station. Data through 1969 show that average oxidant levels have been maintained at this 25% lower plateau, with minor fluctuations at individual stations. Under the auspices of Project METROMEX, studies of visibility de-teoration downwind of St. Louis were conducted during July-August 1974-1975. Estimates of horizontal visual range, standard meteorological data, and aerosol characteristics within the mixing layer were acquired upwind, over, and downwind of the metropolitan area by means of airborne transects. Aerosol number, surface, and volume distributions for particles between 0.025-2.5 µm were generated from the airborne measurement of Aitken nucleus concentrations, cloud condensation nuclei, and aerosols detected in situ with optical probes. Visibility reduction amounting to 50% of prevailing regional upwind visibilities consistently occurs at a distance corresponding to 2-3 hours travel time downwind for an air parcel moving with the mean transport wind. The regions of visibility minimum do not coincide with locations of maximum Aitken nucleus concentrations, but rather correspond in space and time to increased values of cloud condensation nuclei and increased numbers of particles in the 0.1-2.5 µm diameter range. Comparisons of observed aerosol evolution with similar laboratory studies suggest that most of the light scattering aerosols are of secondary origin. 相似文献

The extent to which existing ozone monitoring data can be used to represent concentrations outside the area immediately surrounding a monitoring station is investigated. The results should be of Interest to those who wish to define areas within which standards are likely to have been exceeded. Relationships are established between the observed second-maximum hour-average ozone concentrations and the area within which It is possible to state with reasonable probability that National Ambient Air Quality Standards (NAAQS) have or have not been exceeded. All pairs of SAROAD stations (Storage and Retrieval of Aerometric Data) separated by 500 km or less which had nearly complete annual data sets were considered for the years 1974 through 1977 to determine the probability that the NAAQS would be exceeded at one station of the pair, given station separation and the observed second-maximum hourly ozone concentration at the other station. The resulting relationship was applied to SAROAD data for 1977, and circles were drawn around each SAROAD monitoring site to show the area within which it is 90% probable that the 120 ppb NAAQS was exceeded during 1977. 相似文献

The United Power Association’s dry FGD system at Stanton, North Dakota was the first utility-operated lime spray dryer to be put into service in the United States. At 60 MW in size, it utilizes a single spray dryer vessel with three rotary atomizers and a ten-compartment fabric filter. It is currently operating at better than expected efficiency and Is meeting state and federal air quality requirements. Start-up and operation have shown that certain areas of design and operating conditions are critical to reliable operation. Flue gas, slurry, and water distribution and mixing must be carefully controlled if reliable, long term operation is to be achieved. Likewise, water chemistry Is Important in the reagent preparation equipment. Start-up of the system was accomplished In a step-wise fashion to bring the baghouse on line first, followed by the spray dryer. The spray dryer was operated at gradually lower outlet temperatures until design conditions were met.
