Tax-exempt financing of industrial pollution control equipment has increased rapidly in recent months. This method of subsidizing pollution abatement is known to be highly inefficient. If tax-exempt industrial revenue bonds were replaced by a more efficient subsidy the net financial benefits to polluting industries could probably be about doubled without any extra cost to American taxpayers. Increased utilization of an inefficient subsidy device and the international energy crisis make this a propitious time for tax experts and economists to re-examine the question, should industrial pollution control investments be subsidized?  相似文献

Ecosystem change often affects the structure of aquatic communities thereby regulating how much and by what pathways energy and critical nutrients flow through food webs. The availability of energy and essential nutrients to top predators such as seabirds that rely on resources near the water's surface will be affected by changes in pelagic prey abundance. Here, we present results from analysis of a 25-year data set documenting dietary change in a predatory seabird from the Laurentian Great Lakes. We reveal significant declines in trophic position and alterations in energy and nutrient flow over time. Temporal changes in seabird diet tracked decreases in pelagic prey fish abundance. As pelagic prey abundance declined, birds consumed less aquatic prey and more terrestrial food. This pattern was consistent across all five large lake ecosystems. Declines in prey fish abundance may have primarily been the result of predation by stocked piscivorous fishes, but other lake-specific factors were likely also important. Natural resource management activities can have unintended consequences for nontarget ecosystem components. Reductions in pelagic prey abundance have reduced the capacity of the Great Lakes to support the energetic requirements of surface-feeding seabirds. In an environment characterized by increasingly limited pelagic fish resources, they are being offered a Hobsonian choice: switch to less nutritious terrestrial prey or go hungry.  相似文献

Large-scale catastrophic events, although rare, lie generally beyond the control of local management and can prevent marine reserves from achieving biodiversity outcomes. We formulate a new conservation planning problem that aims to minimize the probability of missing conservation targets as a result of catastrophic events. To illustrate this approach we formulate and solve the problem of minimizing the impact of large-scale coral bleaching events on a reserve system for the Great Barrier Reef, Australia. We show that by considering the threat of catastrophic events as part of the reserve design problem it is possible to substantially improve the likely persistence of conservation features within reserve networks for a negligible increase in cost. In the case of the Great Barrier Reef, a 2% increase in overall reserve cost was enough to improve the long-run performance of our reserve network by >60%. Our results also demonstrate that simply aiming to protect the reefs at lowest risk of catastrophic bleaching does not necessarily lead to the best conservation outcomes, and enormous gains in overall persistence can be made by removing the requirement to represent all bioregions in the reserve network. We provide an explicit and well-defined method that allows the probability of catastrophic disturbances to be included in the site selection problem without creating additional conservation targets or imposing arbitrary presence/absence thresholds on existing data. This research has implications for reserve design in a changing climate.  相似文献

One of the most common methods to dispose of domestic wastewater involves the release of septic effluent from drains located in the unsaturated zone. Nitrogen from such systems is currently of concern because of nitrate contamination of drinking water supplies and eutrophication of coastal waters. It has been proposed that adding labile carbon sources to septic distribution fields could enhance heterotrophic denitrification and thus reduce nitrate concentrations in shallow groundwater. In this study, a numerical model which solves for variably saturated flow and reactive transport of multiple species is employed to investigate the performance of a drain field design that incorporates a fine-grained denitrification layer. The hydrogeological scenario simulated is an unconfined sand aquifer. The model results suggest that the denitrification layer, supplemented with labile organic carbon, may be an effective means to eliminate nitrogen loading to shallow groundwater. It is also shown that in noncalcareous aquifers, the denitrification reaction may provide sufficient buffering capacity to maintain near neutral pH conditions beneath and down gradient of the drain field. Leaching of excess dissolved organic carbon (DOC) from the denitrification layer is problematic, and causes an anaerobic plume to develop in simulations where the water table is less than 5-6 m below ground surface; this anaerobic plume may lead to other down gradient changes in groundwater quality. A drain field and denitrification layer of smaller dimensions is shown to be just as effective for reducing nitrate, but has the benefit of reducing the excess DOC leached from the layer. This configuration will minimize the impact of wastewater disposal in areas where the water table is as shallow as 3.5 m.  相似文献

This article addresses two related themes: the response of coastal communities to the impact of environmental processes and human actions as reflected in archaeology, and threats to the archaeological record emanating from current natural and human agencies. The geographical context is the entire east coast of Africa, although emphasis is placed on Swahili settlements in the light of their long-standing dependence upon maritime resources and trading opportunities. Evidence is derived from documentary sources and field studies with detailed data from Kilwa, Tanzania. Physical conditions are relatively benign, but threats are identified in adverse weather events, erosion, and sedimentation processes. Knowledge of past climatic impacts upon shipping is restricted by limited research of the off-shore environment. On-shore, the archaeological record provides evidence of protective construction work, possibly where erosion precipitated by removal of mangroves. However, unless significant port investments required safeguarding, relocation of landing area and settlement was principal response to erosion and sedimentation. Current threats to archaeology are far more significant both from natural processes of marine erosion and vegetation growth encouraged by urban decline and neglect. Limited legislation and resources are seen as the greatest impediments to investigation and protection of heritage from urban and tourism inspired development in future.  相似文献

Recent discovery of bomb-related 36Cl at depth in fractured tuff in the unsaturated zone at the Yucca Mountain candidate high-level waste (HLW) repository site has called into question the usual modeling assumptions based on the equivalent continuum model (ECM). A dual continuum model (DCM) for simulating transient flow and transport at Yucca Mountain is developed. In order to ensure properly converged flow solutions, which are used in the transport simulation, a new flow solution convergence criteria is derived. An extensive series of simulation studies is presented which indicates that rapid movement of solute through the fractures will not occur unless there are intense episodic infiltration events. Movement of solute in the environs of the repository is enhanced if the properties of the tuff layer at the repository horizon are modified from current best-estimate values. Due to a large advective–dispersive coupling between the matrix and fractures, the matrix acts as a major buffer which inhibits rapid transport along the fractures. Consequently, fast movement of solutes through the fractures to the repository depth can only be explained if the matrix–fracture coupling term is significantly reduced from a value that would be calculated on the basis of data currently available.  相似文献

Bioavailability often controls the fate of organic contaminants in surface and subsurface aquatic environments. Bioavailability can be limited by sorption, mass transfer, and intrinsic biodegradation potential and can be further altered by the presence of other compounds. This paper reviews current perspectives on the processes influencing subsurface contaminant bioavailability, how these processes are modeled, and how the relative role of the various processes can be assessed through bioavailability indices. Although these processes are increasingly well understood, the use of sophisticated models and indices often are precluded by an inability to estimate the many parameters that are associated with complex models. Nonetheless, the proper representation of sorption, mass transfer, biodegradation, and co-solute effects can be critical in predicting bio-attenuation. The influence of these processes on contaminant fate is illustrated with numerical simulations for the simultaneous degradation of toluene (growth substrate) and trichloroethylene (nongrowth cometabolite) in hypothetical, aerobic, solid-water systems. The results show how the relative impacts on contaminant fate of the model's various component processes depends upon system conditions, including co-solute concentrations. Slow biodegradation rates increase the inhibition effects of a cometabolite and suppress the rate enhancement effects of a growth substrate. Irrespective of co-solute effects, contaminant fate is less sensitive to biodegradation processes in systems with strong sorption and slow desorption rates. Bioavailability indices can be used to relate these findings and to help identify appropriate modeling simplifications. In general, however, there remains a need to redefine such indices in order that bioavailability concepts can be better incorporated into site characterization, remediation design, and regulatory oversight.  相似文献

When the costs of parental care do not scale with the number of offspring being cared for, inclusion of non-descendant young into broods can be advantageous, leading to systems of alloparental care. However, if the cost of care scales with the number of offspring, selection may act against misdirected parental care. The spiny chromis, Acanthochromis polyacanthus, is a marine fish with extended biparental care, and broods that increase in size over the care period strongly suggest that alloparental care occurs in this species. However, A. polyacanthus parents directly provision their offspring by producing ectodermal mucus for their fry to feed on. The costs of such provisioning may scale with brood size, potentially increasing the costs of parental care. Using wild A. polyacanthus pairs, we tested whether foreign offspring are accepted into established broods, and measured how brood defence effort and mucal feeding scale with brood size. We found that A. polyacanthus discriminate between their own and foreign young, vigorously expelling experimentally introduced foreign offspring. Although defensive effort did not scale with brood size, mucal feeding was strongly dependent on brood size, and this increasing cost of care likely acts as the primary selective force on parental discrimination and rejection of foreign fry in A. polyacanthus.  相似文献
