Fecal contamination of water bodies causes a public health problem and economic loss. To control such contamination management actions need to be guided by sound science. From 2007–2009 a study was undertaken to determine the sources of fecal bacteria contamination to the marine waters adjoining the Town of Wrightsville Beach, North Carolina, USA. The research effort included sampling for fecal coliform and Enterococcus bacteria, sampling for optical brighteners, dye studies, and use of molecular bacterial source tracking techniques including polymerase chain reaction (PCR) and terminal restriction fragment polymorphism (T-RFLP) fingerprinting of the Bacteroides–Prevotella group. Of the 96 samples collected from nine locations during the study, the water contact standard for Enterococcus was exceeded on 13 occasions. The T-RFLP fingerprint analyses demonstrated that the most widespread source of fecal contamination was human, occurring in 38% of the samples, with secondary ruminant and avian sources also detected. Optical brightener concentrations were low, reflecting a lack of sewage line leakage or spills. A lack of sewer leaks and lack of septic systems in the town pointed toward discharge from boat heads into the marine waters as the major cause of fecal contamination; this was supported by dye studies. Based on these data, the Town initiated action to have the U.S. Environmental Protection Agency declare the coastal waters (out to 3 nautical miles), the nearby Atlantic Intracoastal Waterway and its tributaries a no-discharge zone (NDZ) to alleviate the human fecal pollution. The Town garnered supporting resolutions from other local communities who jointly petitioned the North Carolina Department of Environmental and Natural Resources. This State regulatory agency supported the local government resolutions and sent an application for an NDZ to the EPA in April 2009. The EPA concurred, and in February 2010 the coastal waters of New Hanover County, NC, became the first marine area on the U.S. eastern seaboard between Delaware and the Florida Keys to be declared a no-discharge zone.  相似文献

In this study, we analyze the evolution of Canada's mining industry from 1929 to 2006, focussing on the determinants of the number of firms in the industry and why this number changed over that period. Most empirical studies of industry evolution have focused on manufacturing industries that share similar structural characteristics. Perhaps because of this, extant models of industry evolution tend to ignore industry-specific and national-specific factors that can cause atypical trajectories, that is, heterogeneous industry evolution. Initial inspection of the Canadian mining industry shows that it is atypical in that it exhibits “negative skew” over time in the number of firms rather than the typical “positive skew.” We review two dominant theoretical approaches to industry evolution: the density-dependence theory and variants of industrial organization economics. We also consider possible sources of industry evolution heterogeneity, focussing particularly on “regulatory punctuation”. Using Canadian mining data, we find that the traditional models do not fully explain the changes in population size in Canada's mining industry. As a result, we introduce a number of hybrid models. The results from these hybrid models suggest that Canadian-specific regulatory punctuations, particularly the introduction of significant new taxes, environmental legislation, and incentives have shaped the trajectory of mining firm participation.  相似文献

Green specifications constitute one of the important elements in green construction. New sustainability requirements and changing priorities in construction management have spurred the emerging green specifications to a faster pace of development. A cross-sectional survey has been conducted in Hong Kong in 2007 to identify principal factors leading to the success of preparing green specifications. Based on extensive construction management literature, 20 variables concerning sustainable construction were summarized. Using the Mann–Whitney U-test, the subtle differences between stakeholders in specifying construction work have been detected even with the high consistency of the responses among the groups. Moreover, five independent factors for successful specification of green construction have been categorized by factor analysis. They are related to (1) green technology and techniques, (2) reliability and quality of specification, (3) leadership and responsibility, (4) stakeholder involvement, and (5) guide and benchmarking systems. Whilst the first and fourth factors are generally more important, different stakeholder groups have different emphases. The results of the survey have been validated against established principles.  相似文献

The impact of riverbank filtration (RBF) on the treatment of water from the River Yamuna at Mathura, which has disagreeable visual properties, has been investigated. The dissolved organic carbon (DOC) and colour of the river water were 4.0–6.8 mg/L and 40–65 colour units (CU), respectively. Pre-chlorination is in practice to improve raw water quality. Chlorine doses as high as 60 mg/L ahead of the water treatment units reduced colour by about 78%. Removal of DOC and UV-absorbance was less than 18%. In comparison to direct pumping of the river water, collection of water through RBF resulted in the reduction of DOC, colour, UV-absorbance and fecal coliforms by around 50%. However, riverbank filtrate did not conform to the drinking water quality standards. Therefore, riverbank-filtered water along with the Yamuna water were ozonated for different durations. To reduce DOC to the desired level, the dose of ozone required for the riverbank filtrate was found to be considerably less than the ozone required for the river water. RBF as compared to direct pumping of Yamuna water appears to be effective in improving the quality of the raw water.  相似文献

The dilated coronary sinus (DCS) has only recently been clearly visualised in the fetus due to progress in prenatal echography. This is a retrospective study of 22 fetuses presenting with DCS revealed by prenatal echography. We report the circumstances leading to the detection of a DCS and the neonatal outcome of these fetuses. The coronary sinus was defined as dilated depending on its visualisation in cross-section from the ‘4 chamber’ view, as well as a pseudo inter-atrial septal defect from a more posterior view. In each case the gestational age, circumstances of detection, associated anomalies and postnatal outcome are reported. The circumstances were: evaluation of a clearly identified DCS in four cases and during detailed fetal echocardiography because of suspected congenital heart disease in 18 cases. Five cases were associated with a cardiac anomaly, three with an extracardiac anomaly, six with both cardiac and extracardiac anomaly and eight were isolated. Postnatal outcome was related to the associated anomaly. In conclusion, it is important that the echography image be correctly interpreted, as a DCS often implies possible associated defects and therefore affects prognosis. The European Union (EU) has set a target to reduce its greenhouse gas (GHG) emissions at least 10 % below the 2005 levels by 2020 in the non-Emission Trading Sector (non-ETS). As part of this, each Member State has a binding national emission limitation target for the non-ETS sector. Finland’s target, examined as a case study in this paper, is to reduce emissions at least 16 % below 2005 levels by 2020. The objective of this study is to find cost optimal mitigation portfolios that meet Finland’s reduction target and to analyze the risks of not attaining the emission target or exceeding the assumed costs. The question was addressed with a stochastic optimization model, Stochastic Optimization of non-ETS Emissions (SONETS) selecting separate mitigation measures that meet the target on expectation. The results show that optimal portfolios include relatively high uncertainty both in costs and achieved reductions. The prices of crude oil and diesel, and the abatement cost of reducing hydrofluorocarbon (HFC) emissions seem to account for the majority of uncertainty regarding total costs. The baseline predictions for various non-ETS subsectors (such as transport and agriculture) were found to have the greatest contribution to the uncertainty of attaining emission target. The results also show that some abatement actions are chosen in nearly all efficient portfolios, while other actions are seldom chosen. For example replacing oil burners in the end of technical life time or recovery of methane (CH4) from waste are often chosen whereas ban of landfilling of organic waste is chosen extremely seldom. It also seems that the results are somewhat sensitive to the inclusion or exclusion of the interdependencies of mitigation measures.  相似文献
