The various aspects of two similar but indeed different air pollution problems are discussed. Both fugitive emissions (industrial) and fugitive dust emissions represent problems affecting attainment of national standards. Both are difficult to quantify so as to determine the relative magnitude of the problem. Both have been generally overlooked in the past in relation to developing an effective and widespread air pollution control program. Both problems will generally require the use of non-conventional air pollution control measures. Both are also becoming the subject of more intensive investigation as more knowledge is being gathered to implicate such emissions as significant air pollution problems.  相似文献

A critical problem arises if one attempts to compare data from air monitoring stations in different cities, because there are so many differences in monitoring site locations. Some air monitoring stations are on the 6 th and 8 th floors of tall buildings in downtown areas; some are at ground level beside streets with heavy traffic; some are in residential areas with little traffic or industry; and some are in suburban or nonurban areas. Unfortunately, there is ample evidence that the location of a monitoring station relative to nearby sources (such as highways) affects the values observed at the station, particularly for carbon monoxide and other vehicular pollutants. Thus, a standardized system of site selection, such as the one proposed here, appears essential to improve the comparability and meaningfulness of data obtained from different air monitoring stations throughout the Nation.  相似文献

The types and rates of pollutant emissions from a coal-fired power plant depend upon plant design, coal characteristics, and environmental control policy. In the past, air pollution regulations were often promulgated without rigorous analysis of the resulting energy penalties and secondary environmental impacts that occur in other environmental media (air, land, or water), which are counterproductive to overall environmental quality. This paper describes a Comparative Assessment Model that has been developed to consider systematically such tradeoffs for conventional and advanced coal-to-electric technologies. The model is applied to quantify the secondary (“cross-media”) environmental and resource impacts resulting from alternative air pollution control policies that reduce sulfur dioxide emissions from a 1000 MW power plant. Multimedia pollutant burdens are presented, together with the increased requirements for coal, limestone, and water that are incurred in generating a fixed net quantity of electricity. The development of sound public policy requires that environmental regulations be sensitive to adverse effects in all environmental media, and that tradeoffs involved in the regulation of specific pollutants to one medium be rigorously and systematically characterized.  相似文献

Investigators In different environmental fields have reported that the concentrations of various measured substances have frequency distributions that are lognormal, or nearly so. That is, when the logarithms of the observed concentrations are plotted as a frequency distribution, the resulting distribution is approximately normal, or Gaussian, over much of the observed range. Examples include radionuclides in soil, pollutants in ambient air, Indoor air quality, trace metals In streams, metals in biological tissue, calcium In human remains. The ubiquity of the lognormal distribution in environmental processes is surprising and has not been adequately explained, since common processes in nature (for example, computation of the mean and the analysis of error) usually give rise to distributions that are normal rather than lognormal. This paper takes the first step toward explaining why lognormal distributions can arise naturally from certain physical processes that are analogous to those found in the environment. In this paper, these processes are treated mathematically, and the results are illustrated in a laboratory beaker experiment that Is simulated on the computer.  相似文献

Respirable carbon or fly ash particles are suspected to increase the respiratory toxicity of coexisting acidic air pollutants, by concentrating acid on their surfaces and so delivering it efficiently to the lower respiratory tract. To investigate this issue, we exposed 15 healthy and 15 asthmatic volunteers in a controlled- environment chamber (21°C, 50 percent relative humidity) to four test atmospheres: (i) clean air; (ii) 0.5-μm H2SO4 aerosol at =100 μg/m3, generated from water solution; (iii) 0,5-μm carbon aerosol at =250 μg/m3, generated from highly pure carbon black with specific surface area comparable to ambient pollution particles; and (iv) carbon as in (iii) plus =100 μg/m3 of ultrafine H2SO4 aerosol generated from fuming sulfuric acid. Electron microscopy showed that nearly all acid in (iv) became attached to carbon particle surfaces, and that most particles remained in the sub-μm size range. Exposures were performed double-blind, 1 week apart. They lasted 1 hr each, with alternate 10-min periods of heavy exercise (ventilation =50 L/min) and rest. Subjects gargled citrus juice before exposure to suppress airway ammonia. Lung function and symptoms were measured pre-exposure, after initial exercise, and at endexposure. Bronchial reactivity to methacholine was measured after exposure. Statistical analyses tested for effects of H2SO4 or carbon, separate or interactive, on health measures. Group data showed no more than small equivocal effects of any exposure on any health measure. One individual's responses were consistent with a clinically significant excess airway constriction from H2SO4 plus carbon, and 2-3 others showed slight excess responses to the combined pollutants, but all these observations might have reflected chance variations. We conclude that coexisting carbon aerosol did not increase respiratory irritancy of H2SO4, in most healthy and asthmatic subjects exposed for 1 hr under simulated "worst-case" ambient conditions.  相似文献

This paper summarizes the results of research conducted at Ar-gonne National Laboratory (ANL) to develop and design a novel method for the recovery of CO2 from flue gases. The basic process concept Involves the combustion of a hydrocarbon fuel using a mixture of oxygen and carbon dioxide (or CO2 and H20) rather than air as the oxidant, which results In a product stream that contains primarily CO2 and H2O. This stream Is then dried and conditioned to meet the specifications of the end user, A slip stream of CO2 (or CO2, and H20) is used as a diluent in the combustion chamberto maintain a flame temperature equivalent to the temperature that would otherwise be obtained using air as an oxidant. The cost-effectiveness of the process in recovering C02 is dependent on the scale of the operation, the type of fuel used, the cost of oxygen, and the cost of capital. The sensitivity of the cost of the recovered C02 to these variables Is discussed, and a model for estimating the cost of CO2 recovered using the ANL process Is presented.  相似文献

Carbon monoxide (CO) exposures were measured inside a motor vehicle during 88 standardized drives on a major urban arterial highway, El Camino Real (traffic volume of 30,500-45,000 vehicles per day), over a 13-1/2 month period. On each trip (lasting between 31 and 61 minutes), the test vehicle drove the same 5.9-mile segment of roadway in both directions, for a total of 11.8 miles, passing through 20 intersections with traffic lights (10 in each direction) in three California cities (Menlo Park, Palo Alto, and Los Altos). Earlier tests showed that the test vehicle was free of CO intrusion. For the 88 trips, the mean CO concentration was 9.8 ppm, with a standard deviation of 5.8 ppm. Of nine covariates that were examined to explain the variability in the mean CO exposures observed on the 88 trips (ambient CO at two fixed stations, atmospheric stability, seasonal trend function, time of day, average surrounding vehicle count, trip duration, proportion of time stopped at lights, and instrument type), a fairly strong seasonal trend was found. A model consisting of only a single measure of traffic volume and a seasonal trend component had substantial predictive power (R2 = 0.68); by contrast, the ambient CO levels, although partially correlated with average exposures, contributed comparatively little predictive power to the model. The CO exposures experienced while drivers waited at the red lights at an intersection ranged from 6.8 to 14.9 ppm and differed considerably from intersection to intersection. A model also was developed to relate the short-term variability of exposures to averaging time for trip times ranging from 1 to 20 minutes using a variogram approach to deal with the serial autocorrelation. This study shows: (1) the mass balance equation can relate exterior CO concentrations as a function of time to interior CO concentrations; (2) CO exposures on urban arterial highways vary seasonally; (3) momentary CO exposures experienced behind red lights vary with the intersection; and (4) an averaging time model can simulate exposures during short trips (20 minutes or less) on urban arterial highways.  相似文献

ABSTRACT

Researchers from the National Renewable Energy Laboratory recently conducted a pilot-scale study at McClellan Air Force Base (AFB) in Sacramento, CA. The objective of the test was to determine the effectiveness of an ambient-temperature, solar-powered photocatalytic oxidation treatment unit for destroying emissions of chlorinated organic compounds from an air stripper. This paper reports test results and discusses applications and limitations of the technology.

A 10-standard-cubic-foot-per-minute (SCFM) (28.3 L/min) slip stream of air from an air stripper at Operative Unit 29-31 at McClellan AFB was passed through a reactor that contained a lightweight, perforated, inert support coated with photoactive titanium dioxide. The reactor faced south and was tilted at a 45° angle from vertical so that the light-activated catalyst received most of the available sunlight. An online portable gas chro-matograph with two identical columns simultaneously analyzed the volatile organic compounds contained in the reactor inlet and outlet air streams. Summa canister grab samples of the inlet and outlet were also collected and sent to a certified laboratory for U.S. Environmental

Protection Agency Method TO-14 analysis and verification of our field analyses. Three weeks of testing demonstrated that the treatment system's destruction and removal efficiencies (DREs) are greater than 95% at 10 SCFM with UV intensities at or greater than 1.5 milliwatts/square centimeter (mW/cm2). DREs greater than 95% at 20 SCFM were obtained under conditions where UV irradiation measured at or greater than 2 mW/cm2. In Sacramento, this provided 6 hours of operation per clear or nearly clear day in April. A solar tracking system could extend operating time. The air stream also contained trace amounts of benzene. We observed no loss of system performance during testing.  相似文献
