A large number of organizations make decisions that directly or indirectly affect tropical forests. The principal constraints that affect these organizations are (1) insufficient funds; (2) insufficient knowledge about the resources and appropriate technologies; (3) institutional, cultural, and political factors; (4) inadequate communication; and (5) contradictory efforts. Opportunities for improving the efficiency and effectiveness of these organizations include (1) increasing cooperation among US government agencies; (2) redirecting international organizations; (3) increasing coordination among organizations; (4) boosting support of nongovernmental organizations and universities; (5) encouraging responsible involvement by private corporations; (6) strengthening existing organizations; and (7) creating new organizations.This article is drawn from US Congress, Office of Technology Assessment (1984), Technologies to Sustain Tropical Forest Resources, chap. 5. Other articles drawn from the OTA report are Hyman (1984a and b) and Hyman and Ross-Sheriff (1984). Planning land-use for biodiversity conservation frequently involves computer-assisted reserve selection algorithms. Typically such algorithms operate on matrices of species presence–absence in sites, or on species-specific distributions of model predicted probabilities of occurrence in grid cells. There are practically always errors in input data—erroneous species presence–absence data, structural and parametric uncertainty in predictive habitat models, and lack of correspondence between temporal presence and long-run persistence. Despite these uncertainties, typical reserve selection methods proceed as if there is no uncertainty in the data or models. Having two conservation options of apparently equal biological value, one would prefer the option whose value is relatively insensitive to errors in planning inputs. In this work we show how uncertainty analysis for reserve planning can be implemented within a framework of information-gap decision theory, generating reserve designs that are robust to uncertainty. Consideration of uncertainty involves modifications to the typical objective functions used in reserve selection. Search for robust-optimal reserve structures can still be implemented via typical reserve selection optimization techniques, including stepwise heuristics, integer-programming and stochastic global search. 相似文献

ABSTRACT: Changes in metal concentrations during storage of acidified water samples were studied. Water samples with high concentrations of suspended sediment were collected from the Fraser River, British Columbia. These samples were analyzed for “extractable” metals, which are defined to be the dissolved metals plus those metals extracted from suspended sediment by dilute mineral acid. Concentrations of extractable Cu, Fe, Pb, Zn, Ni, Co, Mn, and Cd were determined over time. Metal concentrations in these water samples were not stable and showed significant increases throughout the storage period. These results suggest that the extractable metal technique is inappropriate for the analysis of water samples containing suspended sediment. 相似文献

The periodicity of striae formation in the tropical scallop Comptopallium radula (Indo-West Pacific Ocean) was investigated with an in situ marking technique, using the calcein fluorochrome. To minimize scallop stress caused by excessive handling, in situ benthic chambers were used for marking experiments. Once marked, scallops (shell height range: 38.4–75.8 mm) remained on site in a large benthic enclosure and were collected at regular time intervals to count new striae formed after marking, over a period of 3 months. A 3-h exposure period with calcein (150 mg l−1) was sufficiently long to create a detectable mark in nearly all shells. It was, however, impossible to count the striae in 48.2% of the shells (mainly large specimens) because of a very small growth after marking. Lack of significant mortality during the experiments indicated that tested calcein concentrations were not lethal. A decrease in shell growth rate was observed after marking but the respective impacts of calcein toxicity and changes in environmental conditions could not be discriminated. Our results suggest that in situ calcein marking inside benthic chambers is suitable for shell growth studies of scallops, provided the latter are not too old. After marking, the juvenile C. radula formed an average of one stria every 2.1 days in summer. Reports of 2-day periodicity in biological rhythms are rare. Striae formation in C. radula may be controlled by an endogenous oscillator, synchronized by an environmental cue acting as a zeitgeber, such as seawater temperature or sea level pressure, both of which exhibit 2-day variations in the Pacific Ocean. As in many other scallop species, C. radula forms striae periodically under natural conditions, but this study shows that in pectinid juveniles, this periodicity can deviate from a daily cycle. These results suggest that C. radula shells have tremendous potential for recording environmental conditions during periods ranging from months to a few years and with a resolution of 2 days. 相似文献

Nitrogen (N) losses from agriculture are negatively impacting groundwater, air, and surface water quality. National, state, and local policies and procedures that can mitigate these problems are needed. Market-based approaches where waste treatment plants (point sources) can purchase nutrient credits from upstream agricultural operations (non-point sources) to meet their National Pollutant Discharge Elimination System permit requirements within the Clean Water Act are being explored. This paper reviews these market-based approaches for enhancing air and water quality at a lower cost than simple command-and-control regulation, and describes new tools that are being developed, such as Nitrogen Trading Tool (NTT), that can be used to assess nitrogen losses to the environment under different management scenarios. The USDA-NRCS, EPA and several other state and local agencies are interested in these new tools. The NTT, though primarily designed for water quality markets, also estimates savings in nitrous oxide (N2O) emissions that can be traded in carbon markets. For example, an analysis using NTT shows that for 100 ha of crop land, a C sequestration equivalent of approximately 25–38 Mg C y?1 for a farm in Ohio, and 13–21 Mg C y?1 for a farm in Virginia could be achieved with better nitrogen management practices. These numbers across a watershed could be much larger with improved N and conservation management practices that contribute to better water quality and lower global warming potential. There is a need to further develop, calibrate, and validate these tools to facilitate nitrogen and carbon trading future markets around the globe to increase environmental conservation across agro-ecosystems worldwide. 相似文献
