Material efficiency improvement saves energy and reduces the consumption of primary resources and reduces the volume of waste. In this article an approach for analysing the potential for material efficiency improvement is proposed and discussed. In this approach the product functions performed by the materials and various improvement measures are taken into account. The potential for material saving and associated energy saving is assessed and evaluated economically. In this paper the approach is tested in an analysis of the potential for material efficiency improvement with respect to plastic packaging in the Netherlands. The technical reduction potential is found to be 34 ± 7% (157 ± 30 ktonne virgin plastics). Realization of this potential would improve the energy efficiency of the lifecycle of plastic packaging by 31% (10 PJ in 1988). From our study we conclude that our approach can indeed be used to investigate the potential for material efficiency improvement. However, a reliable technical and particularly an economical assessment of reduction measures cannot be made until more detailed data become available. 相似文献

ABSTRACT: Stresses on water resources in the Southwest take many forms and emanate from many different sources, among which are complex institutional arrangements, significant areal and temporal climatic variability, and high urban growth rates. Further challenges to managing supply and demand in this water‐scarce region are posed by environmental, social, and legal differences within and between the individual urban areas. Analysis of the sensitivity of the urban water sector in the Southwest to climatic variability requires careful consideration of these factors. First-generation compensation plans (CPs) for Dutch highway projects have been evaluated with respect to implementation of the compensation principle (1993), which aims to counterbalance the adverse ecological impacts of large-scale development projects. Decision-making on the seven projects took place between 1993 and 1995. Specifically, we considered: (a) the processes employed to prepare and implement the compensation plans; (b) the methods used to identify, plan, and execute the compensation measures; and (c) the results yielded by these methods. We conclude that the CPs were prepared fairly uniformly, particularly in terms of the processes and methodologies used to derive compensation measures. Five of the seven CPs had become operational by 2001 and initial experience is now being gained on land acquisition and transfer of compensation sites to nature conservation trusts. Further progress of CPs is likely to be seriously hampered by growing demand for land for development in general and associated increases in real estate prices. Several problems are addressed and recommendations made with respect to: (a) developing a legal basis for the compensation principle; (b) the relationship with re-allotment projects; (c) estimation of compensation costs; (d) an annual bias of CP budgets to account for rising costs; (e) contingency measures; and (f) criteria for CP (ex-post) evaluation. 相似文献

Suspended fine particles (seston) are an important component of energy and nutrient cycling in streams, but they can also be pollutants. We examined seston dynamics and filter-feeding macroinvertebrate communities in sites representing headwaters to large rivers in the Kansas River drainage, northeastern KS. Seston samples were collected at least seasonally during low to moderate flows for one year beginning in the summer of 1999, and quality was assessed by determining organic content and C to N ratio. A rapid bioassessment approach was used to examine filter-feeders. Relationships between stream size and seston concentrations were markedly influenced by anthropogenic activities. There was no relationship between total seston concentration and stream size across all sites (r = 0.14, p > 0.05), but a significant, positive relationship was evident when impounded and suburban sites were excluded (r = 0.73, p < 0.01); this same trend was evident for organic and inorganic components. Seasonal patterns of C to N ratio were evident, with generally lower values during winter and highest values in summer. However, seasonal patterns were dampened in suburban sites and virtually absent below impoundments. Filter-feeder richness was correlated with average organic seston concentrations (r = 0.8, p < 0.01), but this relationship was also obscured by impoundments and suburban development. In particular, impoundments had a dramatic, negative effect on richness. Abundance of most hydropsychid caddisfly taxa was positively correlated with organic seston concentration. Results indicate there are significant patterns regarding seston, filter-feeders, and stream size in this Great Plains river system, but patterns are strongly influenced by human activities. The new global biodiversity framework (GBF) being developed under the Convention on Biological Diversity must drive action to reverse the ongoing decline of the Earth's biodiversity. Explicit, measurable goals that specify the outcomes we want to achieve are needed to set the course for this action. However, the current draft goals and targets fail to set out these clear outcomes. We argue that distinct outcome goals for species, ecosystems, and genetic diversity are essential and should specify net outcomes required for each. Net outcome goals such as “no net loss” do, however, have a controversial history, and loose specification can lead to perverse outcomes. We outline seven general principles to underpin net outcome goal setting that minimize risk of such perverse outcomes. Finally, we recommend inclusion of statements of impact in action targets that support biodiversity goals, and we illustrate the importance of this with an example from the draft GBF action targets. These modifications would help reveal the specific contribution each action would make to achieving the outcome goals and provide clarity on whether the successful achievement of action targets would be adequate to achieve the outcome goals and, in turn, the 2050 vision: living in harmony with nature. 相似文献

In the United States, thermal power plant electrical generators (EGs) are large water diverters and consumptive users who need water for cooling. Retrofitting existing cooling systems to dry cooling and building new facilities with dry cooling can save water and reduce EG's vulnerability to drought. However, this can be an expensive source of water. We estimate that the cost of water saved by retrofitting cooling in existing EGs ranges from $0.04/m3 to $18/m3 depending on facility characteristics. Also water savings from building new EGs with dry cooling ranges in cost per unit water from $1.29/m3 to $2.24/m3. We compare costs with that for water development projects identified in the Texas State Water Plan. We find the water cost from converting to dry cooling is lower than many of the water development possibilities. We then estimate the impact of climate change on the cost of water saved, finding climate change can increase EG water use by up to 9.3% and lower the costs of water saved. Generally, it appears that water planners might consider cooling alterations as a cost competitive water development alternative whose cost would be further decreased by climate change. 相似文献

ABSTRACT A weir system with a proportional sampler for use on miniature watershed ecosystems is described. Eight weir collection systems were evaluated for their ability to measure and sample inputs and outputs of soil-island ecosystems which occur on granite outcrops. The proportion of water actually collected by the weir systems was generally less than the proportion the systems were designed to sample, but adequate for supplying data needed for estimating elemental budgets. The weir systems were not able to account for 25 to 50 percent of the variation in total water passing over the cutoff wall. Present methods of disposal of today's hazardous household chemicals in the United States are frequently not acceptable because of pathways to groundwater, surface water, and the atmosphere. This report identifies potentially hazardous liquid waste in the household, notes current disposal practices, and recommends an improved management plan that utilizes consumer education, manufacturer cooperation, and governmental intervention. Laws requiring uniform disposal labeling on packaging are critical. Local, county, and state governments must be encouraged to coordinate the necessary infrastructure. Managing hazardous household wastes now will mitigate potential disposal problems. 相似文献
