In the Kullu District, Himachal Pradesh, India, economic and urban growth, and diversification have increased pressure on forests and forest-based social-ecological systems. As in many Himalayan regions, livelihood sustainability is linked to forest resources, products and services. Recent development in the region, to which these systems may be vulnerable, brings into question environmental and livelihood sustainability. This paper examines the resilience of integrated systems of people and nature, or social-ecological systems, in the face of development pressures by evaluating a number of local and state-level institutional responses. Resilience, which describes the ability of the social-ecological systems to adapt to change by buffering shocks, improving self-organization and increasing capacity for learning, is an essential quality for sustainable development. Institutional responses which positively contribute to resilience and sustainability include the work of mahila mandals in forest management, adoption of Joint Forest Management (JFM) policies and practices, upholding rules, strengthening local institutions, establishing firewood depots and adopting alternative energy sources. Institutional failures brought about by the lack of rule enforcement and corruption erode resilience. The analysis of institutional responses helps to identify areas where capacity exists and areas in which capacity building is needed to produce resilient social-ecological systems and therefore, sustainable development.  相似文献

Over a period of some 20 years, different aspects of co-management (the sharing of power and responsibility between the government and local resource users) have come to the forefront. The paper focuses on a selection of these: knowledge generation, bridging organizations, social learning, and the emergence of adaptive co-management. Co-management can be considered a knowledge partnership. Different levels of organization, from local to international, have comparative advantages in the generation and mobilization of knowledge acquired at different scales. Bridging organizations provide a forum for the interaction of these different kinds of knowledge, and the coordination of other tasks that enable co-operation: accessing resources, bringing together different actors, building trust, resolving conflict, and networking. Social learning is one of these tasks, essential both for the co-operation of partners and an outcome of the co-operation of partners. It occurs most efficiently through joint problem solving and reflection within learning networks. Through successive rounds of learning and problem solving, learning networks can incorporate new knowledge to deal with problems at increasingly larger scales, with the result that maturing co-management arrangements become adaptive co-management in time.  相似文献

Biological treatment of landfill leachate usually results in low nutrient removals because of high chemical oxygen demand (COD), high ammonium-N content and the presence of toxic compounds such as heavy metals. Landfill leachate with high COD content was pre-treated by coagulation-flocculation with lime followed by air stripping of ammonia at pH=12. Nutrient removal from pre-treated leachate was carried out using a lab-scale sequencing batch reactor (SBR). Three different operations consisting of different numbers of steps were tested and their performances were compared. These operations were the three-step anaerobic (An)/anoxic (Ax)/oxic (Ox); the four-step (An/Ox/Ax/Ox), and the five-step (An/Ax/Ox/Ax/Ox) operations with total residence time of seven hours each. Experiments were carried out using three consecutive operations with a total cycle time of 21 h at a constant sludge age of 10 days. The lowest effluent nutrient levels were realized by using the five-step operation which resulted in effluent COD, NH4-N and PO4-P contents of 1,400, 107 and 65 mg l(-1), respectively, at the end of 21 h. Addition of domestic wastewater (1/1, v/v) and powdered activated carbon (PAC, 1 g l(-1)) to the pre-treated leachate improved nutrient removals in the five-step SBR operation, resulting in 75% COD, 44% NH4-N and 44% PO4-P removals after 21 hours of operation.  相似文献

Collaborative problem solving has increasingly become important in the face of the complexities in the management of resources, including protected areas. The strategy undertaken by Girringun Aboriginal Corporation in north tropical Queensland, Australia, for developing co-management demonstrates the potential for a problem solving approach involving sequential initiatives, as an alternative to the more familiar negotiated agreements for co-management. Our longitudinal case study focuses on the development of indigenous ranger units as a strategic mechanism for the involvement of traditional owners in managing their country in collaboration with government and other interested parties. This was followed by Australia's first traditional use of marine resources agreement, and development of a multi-jurisdictional, land to sea, indigenous protected area. In using a relationship building approach to develop regional scale co-management, Girringun has been strengthening its capabilities as collaborator and regional service provider, thus, bringing customary decision-making structures into play to 'care for country'. From this evolving process we have identified the key components of a relationship building strategy, 'the pillars of co-management'. This approach includes learning-by-doing, the building of respect and rapport, sorting out responsibilities, practical engagement, and capacity-building.  相似文献

Conventional perceptions of the interactions between people and their environment are rapidly transforming. Old paradigms that view humans as separate from nature, natural resources as inexhaustible or endlessly substitutable, and the world as stable, predictable, and in balance are no longer tenable. New conceptual frameworks are rapidly emerging based on an adaptive approach that focuses on learning and flexible management in a dynamic social-ecological landscape. Using two iconic World Heritage Areas as case studies (the Great Barrier Reef and the Grand Canyon) we outline how an improved integration of the scientific and social aspects of natural resource management can guide the evolution of multiscale systems of governance that confront and cope with uncertainty, risk, and change in an increasingly human-dominated world.  相似文献

The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

Advanced oxidation of diuron in aqueous solution by Fenton's reagent using FeSO(4) as source of Fe(II) was investigated in the absence of light. Effects of operating parameters namely the concentrations of pesticide (diuron), H(2)O(2) and Fe(II) on oxidation of diuron was investigated by using Box-Behnken statistical experiment design and the surface response analysis. Diuron oxidation by the Fenton reagent was evaluated by determining the total organic carbon (TOC), diuron, and adsorbable organic halogen (AOX) removals. Concentration ranges of the reagents resulting in the highest level of diuron oxidation were determined. Diuron removal increased with increasing H(2)O(2) and Fe(II) concentrations up to a certain level. Diuron concentration had a more profound effect than H(2)O(2) and Fe(II) in removal of diuron, TOC and AOX from the aqueous solution. Nearly complete (98.5%) disappearance of diuron was achieved after 15min reaction period. However, only 58% of diuron was mineralized after 240min under optimal operating conditions indicating formation of some intermediate products. Optimal H(2)O(2)/Fe(II)/diuron ratio resulting in the maximum diuron removal (98.5%) was found to be 302/38/20 (mgl(-1)).  相似文献

Pulp mill effluent was treated by different advanced oxidation processes (AOPs) consisting of UV, UV/H2O2, TiO2-assisted photo-catalysis (UV/TiO2) and UV/H2O2/TiO2 in lab-scale reactors for total organic carbon (TOC) and toxicity removals. Effects of some operating parameters such as the initial pH, oxidant and catalyst concentrations on TOC and toxicity removals were investigated. Almost every method resulted in some degree of TOC and toxicity removal from the pulp mill effluent. However, the TiO2-assisted photo-catalysis (UV/TiO2) resulted in the highest TOC and toxicity removals under alkaline conditions when compared with the other AOPs tested. Approximately, 79.6% TOC and 94% toxicity removals were obtained by the TiO2-assisted photo-catalysis (UV/TiO2) with a titanium dioxide concentration of 0.75gl(-1) at pH 11 within 60min.  相似文献

Acid pre-treated powdered waste sludge (PWS) was used for removal of textile dyestuffs from aqueous medium by adsorption as an alternative to the use of powdered activated carbon (PAC). The rate and extent of dysetuff removals were determined for four different dyestuffs at different PWS concentrations varying between 1 and 6 gl(-1). Biosorbed dyestuff concentrations at equilibrium decreased with increasing PWS concentration for all dyestuffs tested. PWS was more effective for adsorption of Remazol red RR and Chrisofonia direct yellow 12 as compared to the other dyestuffs tested. More than 80% percent dyestuff removal was obtained for all dyestuffs at PWS concentrations above 4 gl(-1) after 6h of incubation. Similar to percent dyestuff removal, the rate of adsorption was maximum at a PWS concentration of 4 gl(-1). Kinetics of adsorption of dyestuffs was investigated by using the first- and second-order kinetic models and the kinetic constants were determined. Second-order kinetics was found to fit the experimental data better than the first-order model for all dyestuffs tested. Adsorption isotherms were established for all dyestuffs used and the isotherm constants were determined by using the experimental data. Langmuir and the generalized adsorption isotherms were found to be more suitable than the Freundlich isotherm for correlation of equilibrium adsorption data. Acid pre-treated PWS was proven to be an effective adsorbent for dyestuff removal as compared to the other adsorbents reported in literature studies.  相似文献

Waste water pollution in industrial areas is one of the most important environmental problems. Heavy metal pollution, especially chromium species in waste water sources from tannery affects our lives. Kocabas Stream is located in south-west Marmara region and Biga town is positioned in the sub basin on the stream. This water source functions as the water for irrigation in agriculture, drinking water for animals and for human use. Thus, this study is of great importance. Waste water pollution can affect all ecosystems and human health by directly or indirectly as in food chain. The concentration of heavy metals (Pb, Cd, Cu, Zn and Cr) were pre-analysed by ICP-AES method in water samples taken from sub-basin of Kocabas stream. In the results of these analyses, concentrations of the metals except chromium were founded at the limit value. But the total concentration of the Cr was found at high levels of between 0.0082 +/- 0.0001 and 5.7231 +/- 0.0921 mg l(-1) over the limit value (0.05 mg l(-1); WHO, EPA, TSE 266 and inland water quality classification) at sampling points very close to tannery factories. Also physicochemical and microbiological parameters of Kocabas Stream were determined. The effects of the experimental results on environment were investigated.  相似文献
