This paper provides a broad evaluation of the implications of market‐based conservation (MBC) strategies from economic, social and ecological perspectives. After reviewing the economic theory that underlies MBC initiatives, we develop a list of approaches that have been labeled as “market‐based”, and categorize them according to the degree to which they are free‐standing markets or require the intervention of the state. A multidisciplinary critique reveals the potential problems and pitfalls of MBC are due to a lack of ability to deal with dynamic systems in the real world. Although bycatch of seabirds and other long-lived species is a critical conservation issue in world fisheries, case studies documenting significant reductions in the mortality of these low-productivity species in a fishery are rare. We studied progress toward seabird conservation in the Alaskan longline fisheries, one of the largest and most diverse demersal fisheries. We generated annual seabird bycatch rates in 4 target fisheries and all fisheries combined from 23 years of fisheries observer data. We used 0-inflated negative binomial models to evaluate variables influencing seabird bycatch per unit effort (BPUE) in 2 target fisheries. Following adoption of streamer lines, at first voluntarily and then mandatorily, seabird BPUE was reduced by 77–90%, preventing mortality of thousands of birds per year. Despite this, BPUE increased significantly in 2 of 4 target fisheries since streamer lines were adopted. Although night setting yielded significant reductions (74–97%) in seabird BPUE and significant increases (7–11%) in fish catch per unit effort over daytime setting, nighttime setting increased the BPUE of Northern Fulmar (Fulmarus glacialis) by 40% and nontarget fish species by 5–17%. Thus, best practices to prevent seabird mortalities in longline fisheries varied by species assemblage and fishery. Our results inform global efforts toward fisheries bycatch reduction by illustrating that successful conservation requires fishery-specific solutions, strong industry support, constant vigilance in analysis and reporting observer data, and ongoing outreach to fleets, especially to vessels with anomalously high BPUE. 相似文献

Many questions relevant to conservation decision-making are characterized by extreme uncertainty due to lack of empirical data and complexity of the underlying ecologic processes, leading to a rapid increase in the use of structured protocols to elicit expert knowledge. Published ecologic applications often employ a modified Delphi method, where experts provide judgments anonymously and mathematical aggregation techniques are used to combine judgments. The Sheffield elicitation framework (SHELF) differs in its behavioral approach to synthesizing individual judgments into a fully specified probability distribution for an unknown quantity. We used the SHELF protocol remotely to assess extinction risk of three subterranean aquatic species that are being considered for listing under the U.S. Endangered Species Act. We provided experts an empirical threat assessment for each known locality over a video conference and recorded judgments on the probability of population persistence over four generations with online submission forms and R-shiny apps available through the SHELF package. Despite large uncertainty for all populations, there were key differences between species’ risk of extirpation based on spatial variation in dominant threats, local land use and management practices, and species’ microhabitat. The resulting probability distributions provided decision makers with a full picture of uncertainty that was consistent with the probabilistic nature of risk assessments. Discussion among experts during SHELF's behavioral aggregation stage clearly documented dominant threats (e.g., development, timber harvest, animal agriculture, and cave visitation) and their interactions with local cave geology and species’ habitat. Our virtual implementation of the SHELF protocol demonstrated the flexibility of the approach for conservation applications operating on budgets and time lines that can limit in-person meetings of geographically dispersed experts. 相似文献

The Chihuahuan Desert region of North America is a significant source of mineral aerosols in the Western Hemisphere, and Chihuahuan Desert dust storms frequently impact the Paso del Norte (El Paso, USA/Ciudad Juarez, Mexico) metropolitan area. A statistical analysis of HYSPLIT back trajectory residence times evaluated airflow into El Paso on all days and on days with synoptic (non-convective) dust events in 2001–2005. The incremental probability—a measure of the areas most likely to have been traversed by air masses arriving at El Paso during dusty days—was only strongly positively associated with the region west–southwest of the city, a zone of known dust source areas. Focused case studies were made of major dust events on 15 April and 15 December 2003. Trajectories approached the surface and MM5 (NCAR/Penn State Mesoscale Model) wind speeds increased at locations consistent with dust sources observed in satellite imagery on those dates. Back trajectory and model analyses suggested that surface cyclones adjacent to the Chihuahuan Desert were associated with the extreme dust events, consistent with previous studies of dust storms in the Southern High Plains to the northeast. The recognition of these meteorological patterns serves as a forecast aid for prediction of dust events likely to impact the Paso del Norte. 相似文献

An ambient air sampling study was conducted around a municipal waste combustor; a primary goal was to develop procedures and methods to evaluate the emissions of organic mutagens resulting from incomplete combustion of municipal waste. The products of Incomplete combustion from incineration include complex mixtures of organics, particularly polycycllc aromatic compounds, which are present after atmospheric dilution and cooling In emissions as semi-volatile or particle bound organic compounds. Combustion emissions are generally recognized as a potential cancer risk since they contain many carcinogenic and mutagenlc polycyclic aromatic hydrocarbons. Analyzing such a complex mixture for the presence of even a few selected chemicals is difficult and provides risk information on only a fraction of the chemicals present. Bioassay methods, however, may be directly applied to evaluate the mutagenic and potential carcinogenic activity of the complex organics from combustion emissions. The Salmonella (Ames) assay was used to determine the mutagenicity associated with particles from ambient air collected near a municipal waste combustor. Dose-response data was generated, and mutagenicity concentrations were calculated to demonstrate the utility of bioassay In assessing the potential Impact of emissions from municipal waste combustion. This phase of study quantified mutagenicity concentrations In ambient air but did not detect organic mutagens that could be attributed to Incinerator emissions. 相似文献

Ozone-sensitive and -tolerant individuals of cutleaf coneflower (Rudbeckia laciniata L.) were compared for their gas exchange characteristics and total non-structural carbohydrates at Purchase Knob, a high elevation site in Great Smoky Mountains National Park, USA. Photosynthesis and stomatal conductance decreased with increased foliar stipple. Sensitive plants had lower photosynthetic rates for all leaves, except the very youngest and oldest when compared to tolerant plants. Stomatal conductance decreased with increasing leaf age, but no ozone-sensitivity differences were found. Lower leaves had less starch than upper ones, while leaves on sensitive plants had less than those on tolerant plants. These results show that ambient levels of ozone in Great Smoky Mountains National Park can adversely affect gas exchange, water use efficiency and leaf starch content in sensitive coneflower plants. Persistence of sensitive genotypes in the Park may be due to physiological recovery in low ozone years. 相似文献

Irreplaceable, self‐organizing landforms and the endemic and ecologically specialized biodiversity they support are threatened globally by anthropogenic disturbances. Although the outcome of disrupting landforms is somewhat understood, little information exists that documents population consequences of landform disturbance on endemic biodiversity. Conservation strategies for species dependent upon landforms have been difficult to devise because they require understanding complex feedbacks that create and maintain landforms and the consequences of landform configuration on demography of species. We characterized and quantified links between landform configuration and demography of an ecological specialist, the dunes sagebrush lizard (Sceloporus arenicolus), which occurs only in blowouts (i.e., wind‐blown sandy depressions) of Shinnery oak (Quercus havardii) sand‐dune landforms. We used matrix models to estimate vital rates from a multisite mark‐recapture study of 6 populations occupying landforms with different spatial configurations. Sensitivity and elasticity analyses demonstrated demographic rates among populations varied in sensitivity to different landform configurations. Specifically, significant relationships between blowout shape complexity and vital rate elasticities suggested direct links between S. arenicolus demography and amount of edge in Shinnery oak sand‐dune landforms. These landforms are irreplaceable, based on permanent transition of disturbed areas to alternative grassland ecosystem states. Additionally, complex feedbacks between wind, sand, and Shinnery oak maintain this landform, indicating restoration through land management practices is unlikely. Our findings that S. arenicolus population dynamics depended on landform configuration suggest that failure to consider processes of landform organization and their effects on species’ population dynamics may lead to incorrect inferences about threats to endemic species and ineffective habitat management for threatened or endangered species. As such, successful conservation of these systems and the biodiversity they support must be informed by research linking process‐oriented studies of self‐organized landforms with studies of movement, behavior, and demography of species that dwell in them. 相似文献

Four decades of observations on the limnology and fishes of Oneida Lake, New York, USA, provided an opportunity to investigate causes of mortality during winter, a period of resource scarcity for most juvenile fishes, in age-0 yellow perch (Perca flavescens) and age-0 white perch (Morone americana). This time series contains several environmental (e.g., winter severity) and biological (e.g., predator abundance) signals that can be used to disentangle multiple effects on overwinter mortality of these fishes. A multiple regression analysis indicated that age-0 yellow perch winter mortality was inversely related to fish length in autumn and to the abundance of alternative prey (gizzard shad [Dorosoma cepedianum] and white perch). However, no length-selective predation of yellow perch by one of the main predators, adult walleye (Sander vitreus), was detected. In contrast, white perch mortality was directly associated with total predator biomass and abundance of white perch in autumn, and inversely related to yellow perch abundance as a potential buffer species, but not to the abundance of gizzard shad. Winter severity was not a significant predictor of mortality for either perch species. Predicted winter starvation mortality, from a model described in the literature, was much lower than observed mortality for yellow perch. Similar models for white perch were correlated with observed mortality. These results collectively suggest that predation is the main mechanism shaping winter mortality of yellow perch, while both predation and starvation may be important for white perch. This analysis also revealed that gizzard shad buffer winter mortality of yellow perch. Although winter duration determines the northern limit of fish distributions, in mid-latitude Oneida Lake and for these species, predator-prey interactions seem to exert a greater influence on winter mortality than starvation. 相似文献

However, these variable elements of the climate system are generally not included in water resources operating policies that attempt to preserve a balance between flood risk and other water resources system objectives. A methodology for incorporating El Niño‐Southern Oscillation (ENSO) information in designing flood control curves is investigated. An optimization‐simulation procedure is used to develop a set of ENSO‐conditioned flood control rule curves that relate streamflow forecasts to flood control evacuation requirements. ENSO‐conditioned simulated flood risk and storage deficits under current operating policy are used to calibrate a unique objective function for each ENSO classification. Using a case study for the Columbia River Basin, we demonstrate that ENSO‐conditioned flood control curves constructed using the optimization‐simulation procedure consistently reduce storage deficits at a number of interrelated projects without increasing flood risk. For the Columbia Basin, the overall improvements in reservoir operations are relatively modest, and (in isolation) might not motivate a restructuring of flood control operations. However, the technique is widely applicable to a wide range of water resources systems and/or different climate indices. 相似文献
