An extreme example of a low light-level lifestyle among flying birds is provided by the oilbird, Steatornis caripensis (Steatornithidae, Caprimulgiformes). Oilbirds breed and roost in caves, often at sufficient depth that no daylight can penetrate, and forage for fruits at night. Using standard microscopy techniques we investigated the retinal structure of oilbird eyes and used an ophthalmoscopic reflex technique to determine the parameters of these birds visual fields. The retina is dominated by small rod receptors (diameter 1.3±0.2 m; length 18.6±0.6 m) arranged in a banked structure that is unique among terrestrial vertebrates. This arrangement achieves a photoreceptor density that is the highest so far recorded (1,000,000 rods mm–2) in any vertebrate eye. Cone photoreceptors are, however, present in low numbers. The eye is relatively small (axial length 16.1±0.2 mm) with a maximum pupil diameter of 9.0±0.0 mm, achieving a light-gathering capacity that is the highest recorded in a bird (f-number 1.07). The binocular field has a maximum width of 38° and extends vertically through 100° with the bill projecting towards the lower periphery; a topography that suggests that vision is not used to control bill position. We propose that oilbird eyes are at one end of the continuum that juxtaposes the conflicting fundamental visual capacities of sensitivity and resolution. Thus, while oilbird visual sensitivity may be close to a maximum, visual resolution must be low. This explains why these birds employ other sensory cues, including olfaction and echolocation, in the control of their behaviour in low-light-level environments. 相似文献

This paper illustrates a real environmental concern and draws attention to the fact that natural processes can mobilize thallium (Tl), a highly toxic metal, which may enter the food chain as a "hidden health killer" with severe health impacts on local human population. Natural processes may be exacerbated by human activities such as mining and farming, and may cause enrichment of Tl in the environment. In geochemically anomalous areas with concentrated levels of Tl in the surface environment (bedrocks, waters, soils, and crops), such as the Lanmuchang area in southwestern Guizhou Province, China, it is essential to establish base-level values and to pay heed to the geological context of "natural contamination," as high concentrations of Tl in bedrocks/ores (6-35,000 mg/kg) can lead to enrichment of Tl in the aquatic system (0.005-1100 microg/l in groundwaters and 0.07-31 microg/l in surface waters) and soil layers (1.5-124 mg/kg). In sensitive areas such as the Yanshang area of southwestern Guizhou, elevated natural levels of Tl from bedrocks may also cause higher concentrations of Tl in the surface environment, and thus more attention must be paid to geoenvironmental management of human activities if socio-economic catastrophes are to be avoided. Due to high uptake of Tl by crops, Tl can be transferred from soils to crops and remarkably concentrated in food crops. Concentrations of 1-500 mg/kg Tl based on dry weight (DW) were determined in many food crops growing on Tl-contaminated arable soils from the Lanmuchang area. The daily intake of 1.9 mg of Tl from consumed food crops was estimated for the local adult inhabitant of Lanmuchang. The local impacts of industrial pollution can take many forms and—whilst uncertain in their scale, severity and distribution—are widely recognised. The question of who in society potentially experiences these impacts through living near to emission sources has been little explored, at least in the UK. This paper reports on a study carried out for the Environment Agency, which examined the distribution of sites coming within the Industrial Pollution Control (IPC) regime against patterns of deprivation. Our analysis provides evidence of a socially unequal distribution of IPC sites in England, with sites disproportionately located and clustered together in deprived areas and near to deprived populations. In discussing these results we emphasise the methodological limitations of this form of environmental justice analysis and the crucial differences between proximity, risk and impact. We also consider the distinction between inequality and injustice and the difficult policy questions which arise when evaluating evidence of environmental inequality, including potential grounds for policy intervention. 相似文献

Six sewage sludges from five sewage treatment plants in Australia were characterized using solid-state 13C nuclear magnetic resonance (NMR) spectroscopy. Spectra were acquired both before and after removal of mineral components through treatment with hydrofluoric acid (HF). Carbon mass balance indicated that little organic matter was lost on HF treatment, which significantly improved NMR sensitivity and spectral resolution, and decreased acquisition time and hence cost of NMR analysis. Two NMR techniques were used, the standard cross polarization (CP) technique and Bloch decay (BD). The BD technique had not been applied previously to the analysis of sewage sludge. For each sludge sample, both before and after HF treatment, the BD spectrum contained significantly more alkyl carbon. Spin counting, another technique applied to sewage sludge here for the first time, showed that the BD spectra of the HF-treated sludges were quantitative, while approximately 30% of the CP NMR signal went undetected. The discrepancy between CP and BD spectra was attributed to the presence of alkyl carbon with such high molecular mobility that the efficiency of cross polarization is affected. This study shows that sewage sludge organic matter is significantly different in chemistry to soil organic matter and has implications for the application of sewage sludge to agricultural land. 相似文献

To examine the preferences of experts to selected economic and policy options in ground-water protection, we conducted an exploratory survey. We presented a group of 120 experts with an analysis of the problem of radium in drinking water supplies of Iowa, and requested their response to a variety of formal questions pertaining to specific issues related to the presence of radium in drinking water. Ninety-seven of the 120 responded. We observed definite preferences in responses to certain aspects of the problem, although in some cases their responses differed significantly due to such factors as length of ground-water related professional experience and residential status. When the presence of excessive radium in drinking water is identified, the respondents preferred immediate action in a world of incomplete knowledge over extensive future research; were willing to undertake personal action to seek radium-free water rather than wait for official action; and favoured local and state government involvement over federal intervention. Findings based on such exploratory surveys can be of much value in defining insightful research hypotheses for field testing. Confirmatory testing of such hypotheses to establish actual preferences in communities with excessive radium in drinking water is a valuable area for further research. 相似文献

ABSTRACT: A history of flood control in the United States shows an undying affair with levees. This love affair, however, was put severely to the test by the record flooding in the summer of 1993. About 70 percent of levees in the upper Midwest failed during this time, leading to extensive damage to both farmland and urban areas. Consequently, there were repeated calls to re-assess the nation's floodplain management policies. The report of the Intera-gency Floodplain Management Review Committee is one outcome of this and it forms the basis of this commentary on levees. In many respects, levees are effective flood control measures, being relatively cheap to implement and easy to build. At the same time, levees have negative impacts, affecting the hydrological regime both up and down stream, and often exacerbating flooding in other places. Furthermore, technical weaknesses in design, planning, construction, and maintenance have all contributed to levee failures. While the report recommends changes in floodplain management to address some of these issues, it is difficult to see how these will materialize given the current political, economic, and social climate. 相似文献

ABSTRACT: An assumption of scale is inherent in any environmental monitoring exercise. The temporal or spatial scale of interest defines the statistical model which would be most appropriate for a given system and thus affects both sampling design and data analysis. Two monitoring objectives which are strongly tied to scale are the estimation of average conditions and the evaluation of trends. For both of these objectives, the time or spatial scale of interest strongly influences whether a given set of observations should be regarded as independent or serially correlated and affects the importance of serial correlation in choosing statistical methods. In particular serial correlation has a much different effect on the estimation of long-term means than it does on the estimation of specific-period means. For estimating trends, a distinction between serial correlation and trend is scale dependent. An explicit consideration of scale in monitoring system design and data analysis is, therefore, most important for producing meaningful statistical information. 相似文献

Public policy making in resources management is greatly influenced by the institutional arrangements that arise out of the legal powers, administrative structures, and financial provisions of the decision system. In British Columbia, the institutional arrangements for energy planning in the province have been greatly altered by the passage of the Utilities Commission Act in 1980. This act redefines the policy implementation process for energy in British Columbia and provides for the regulation of the province's power utility, B.C. Hydro. This is the first time that the hitherto autonomous utility has been subject to regulation and the Utilities Commission Act represents a major reform in the institutional arrangements for energy planning in the province. The article evaluates the effectiveness of the 1980 B.C. Utilities Commission Act and assesses the impact of the legislation upon the institutional arrangements for energy planning in the province. Data for the article were derived from written sources and a series of personal interviews with key participants involved with energy planning in B.C.It is shown that the act represented a major departure in the management of energy resources in B.C. Moreover the implementation of the act's provisions, particularly in regard to B.C. Hydro, had a dramatic impact on the development of new energy projects in the province. It is suggested that while the political and economic climate during the period also favored restraint, the major influence on taming the utility was passage of the Utilities Commission Act. The article concludes by exploring the implications of policy changes that have occurred as a consequence of the act's impact on B.C. Hydro. 相似文献
