The market rate of return on private investment is often used as the discount rate when conducting cost-benefit analysis (CBA) of public projects. I argue that the decision to invest pits current consumption against future consumption, both of which accumulate to the private decision maker. Public projects, on the other hand, provide benefits that accrue to society in general. To examine the appropriateness of discount rates based on returns to private investment, this paper considers lab experiments designed to test whether individuals discount personal and social benefits at different rates. Personal benefits are captured through personal monetary payments, while social benefits are captured through anonymous donations to charitable organizations. I jointly elicit time and risk preferences and find that subjects discount charitable contributions at significantly lower rates than personal payments. 相似文献

Suspended solids either as total suspended solids (TSS) or suspended sediment concentration (SSC) is an integral particulate water quality parameter that is important in assessing particle-bound contaminants. At present, nearly all stormwater runoff quality monitoring is performed with automatic samplers in which the sampling intake is typically installed at the bottom of a storm sewer or channel. This method of sampling often results in a less accurate measurement of suspended sediment and associated pollutants due to the vertical variation in particle concentration caused by particle settling. In this study, the inaccuracies associated with sampling by conventional intakes for automatic samplers have been verified by testing with known suspended sediment concentrations and known particle sizes ranging from approximately 20 μm to 355 μm under various flow rates. Experimental results show that, for samples collected at a typical automatic sampler intake position, the ratio of sampled to feed suspended sediment concentration is up to 6600% without an intake strainer and up to 300% with a strainer. When the sampling intake is modified with multiple sampling tubes and fitted with a wing to provide lift (winged arm sampler intake), the accuracy of sampling improves substantially. With this modification, the differences between sampled and feed suspended sediment concentration were more consistent and the sampled to feed concentration ratio was accurate to within 10% for particle sizes up to 250 μm. 相似文献

The objective of the present study was to examine a biological model under greenhouse conditions for the bioremediation of atrazine contaminated soils. The model consisted in a combination of phytoremediation (using Phaseolus vulgaris L.) and rhizopheric bio-augmentation using native Trichoderma sp., and Rhizobium sp. microorganisms that showed no inhibitory growth at 10,000 mg L?1 of herbicide concentration. 33.3 mg of atrazine 50 g?1 of soil of initial concentration was used and an initial inoculation of 1 × 109 UFC mL?1 of Rhizobium sp. and 1 × 105 conidia mL?1 of Trichoderma sp. were set. Four treatments were arranged: Bean + Trichoderma sp. (B+T); Bean + Rhizobium sp. (BR); Bean + Rhizobium sp. + Trichoderma sp. (B+R+T) and Bean (B). 25.51 mg of atrazine 50 g?1 of soil (76.63%) was removed by the B+T treatment in 40 days (a = 0.050, Tukey). External loading of phosphorus (P) from agricultural surface discharge (tailwater) is the main cause of excessive algae growth and the eutrophication of the Salton Sea, California. Continuous polyacrylamide (PAM) applications to agricultural irrigation water inflows were evaluated as a means of reducing sediment and P in tailwater. Zero (control) and 1 mg L(-1) PAM (PAM1) treatments were compared at 17 Imperial Valley field sites. Five and 10 mg L(-1) PAM treatments (PAM5, PAM10) were conducted at one site. The particulate phosphorus (Pp) fraction was determined as the difference between total phosphorus (Pt) and the soluble phosphorus (Ps) fraction. We observed 73, 82, and 98% turbidity reduction with PAM1, PAM5, and PAM10 treatments. Although eight field sites had control tailwater sediment concentrations above the New River total maximum daily loads (TMDL), all but one were made compliant during their paired PAM1 treatments. While PAM1 and PAM10 reduced tail water Pp by 31 and 78%, none of the treatments tested reduced Ps. This may have been caused by high irrigation water Na concentrations which would reduce Ca adsorption and Ca-phosphate bridging on the PAM. The PAM1 treatments resulted in <0.5 mg L(-1) drain water polyacrylamide concentrations 1.6 km downstream of PAM addition, while PAM5 and PAM10 treatments produced > 2 mg L(-1) drain water polyacrylamide concentrations. We concluded that, although PAM practically eliminates Imperial Valley tailwater sediment loads, it does not effectively reduce tailwater Ps, the P fraction most responsible for the eutrophication of the Salton Sea. 相似文献

Management of saline-sodic water from the coalbed natural gas (CBNG) industry in the Powder River Basin (PRB) of Wyoming and Montana is a major environmental challenge. Clinoptilolie zeolites mined in Nevada, California, and New Mexico were evaluated for their potential to remove sodium (Na+) from CBNG waters. Based on the exchangeable cation composition, naturally occurring calcium (Ca2+)-rich zeolites from New Mexico were selected for further evaluation. Batch adsorption experiments were conducted to evaluate the potential of the Ca(2+)-rich natural clinoptilolites to remove Na+ from saline-sodic CBNG waters. Batch adsorption experiments indicated that Na+ adsorption capacity ofclinoptilolite ranged from 4.3 (4 x 6 mesh) to 7.98 g kg(-1) (14 x 40 mesh). Among the different adsorption isotherms investigated, the Freundlich Model fitted the data best for smaller-sized (6 x 8, 6 x 14, and 14 x 40 mesh) zeolites. Passing the CBNG water through Ca(2+)-rich zeolite columns reduced the salt content (electrical conductivity [EC]) by 72% with a concurrent reduction in sodium adsorption 10 mmol 1/2 L(-1/2). Zeolite technology appears to be an effective water treatment alternative to industrial membrane treatment for removing Na+ from poor-quality CBNG waters. 相似文献

Emissions of fine particulate matter, PM2.5, in both primary and secondary form, are difficult to capture in typical dry electrostatic precipitators (ESPs). Wet (or water-based) ESPs are well suited for collection of acid aerosols and fine particulates because of greater corona power and virtually no re-entrainment. However, field disruptions because of spraying (misting) of water, formation of dry spots (channeling), and collector surface corrosion limit the applicability of current wet ESPs in the control of secondary PM2.5. Researchers at Ohio University have patented novel membrane collection surfaces to address these problems. Water-based cleaning in membrane collectors made of corrosion-resistant fibers is facilitated by capillary action between the fibers, maintaining an even distribution of water. This paper presents collection efficiency results of lab-scale and pilot-scale testing at FirstEnergy's Bruce Mansfield Plant for the membrane-based wet ESP. The data indicate that a membrane wet ESP was more effective at collecting fine particulates, acid aerosols, and oxidized mercury than the metal-plate wet ESP, even with approximately 15% less collecting area. 相似文献

Riparian buffers are known to mitigate hydrologic losses of nutrients and other contaminants as they exit agricultural fields. The vegetation of riparian buffers can also trap atmospheric contaminants, and these pollutants can subsequently be delivered via rain to the riparian buffer floor. These processes, however, are poorly understood especially for pesticide residues. Therefore, we conducted a four‐year study examining stemflow and throughfall to a riparian buffer which was adjacent a cultured Zea mays field treated with atrazine and metolachlor. Stemflow is rain contacting the tree canopy traveling down smaller to larger branches and down the tree trunk, whereas throughfall is rain that may or may not contact leaves and branches and reaches the earth. Stemflow concentrations of the herbicides were larger than throughfall concentrations and accounted for 5‐15% of the atrazine and 6‐66% of the metolachlor depositional fluxes under the canopy. Larger depositional fluxes were measured when leaves were more fully emerged and temperatures and humidity were elevated. Rain collected outside the riparian buffer on the field side and on the back side revealed the trees trapped the herbicide residues. Herbicide loading to the riparian buffer stream was found to be linked to tree canopy deposition and subsequent washoff during rain events. These results indicate that in agricultural areas canopy washoff can be an important source of pesticides to surface waters. 相似文献

Optimal hardwood tree planting and forest reclamation policy on reclaimed surface mine lands in the Appalachian coal region 总被引:4,自引:0,他引:4
We study the optimal hardwood tree planting decision on reclaimed surface coal mines in the Appalachian region using a mine operator-focused, expected cost model that recognizes costs of preparing the site for tree planting, unit costs of planting seedlings, and opportunity costs of reforestation treatments and the performance bond. We also consider the possibility of failed initial attempts by incorporating the probability of reforestation success, based on empirical seedling ,survival rates and regulated tree survival standards, as well as fixed and unit costs of returning for additional planting. Optimal planting levels from 319 to 780 trees per acre and expected costs from $1049 to $2338 were found using simulations over a range of unit planting costs, fixed costs of replanting, tree survival standards, and interest rates. Further simulations compared optimal planting across un-weathered gray sandstone and weathered brown sandstone substrate materials, finding gray sandstone to be associated with lower expected costs. We conclude that optimal planting density and expected reforestation cost are sensitive to economic parameters, regulations, and planting substrate materials; and those policies influencing these factors may have substantial impact on reforestation outcomes and the choice of post-mining land use by mine operators. Our study provides a framework for understanding forest reclamation decisions that incorporates incentives faced by the mine operators who develop and implement the plans for mine reclamation, including forestry. 相似文献
