Mixed findings emerge from this ex post Cost-Benefit Analysis of a major water investment programme in Ireland. Water supply and conservation investments, where most benefits were internal, generally proved worthwhile. Wastewater investments could not be analysed fully due to lack of environmental data. Here the authors estimated the level of ‘willingness-to-pay’ that would have been required to ‘justify’ the investments. In some cases the required level seemed implausibly high, raising questions as to prioritisation of projects. The authors recommend a more systematic approach to recording environmental benefits in future investment programmes, the next likely wave being in new EU member states seeking to meet environmental standards. The EU, as likely co-funder of these investments, should require systematic recording of environmental benefits.  相似文献

An Erratum has been published for this article in Prenatal Diagnosis 22 (5) 2002, 451. Preimplantation genetic diagnosis (PGD) requires the combined efforts of geneticists and workers in the field of reproductive medicine. This was studied on the basis of a questionnaire, sent to 35 members of the PGD Consortium of the European Society of Human Reproduction and Embryology (ESHRE). A reply was obtained from 20 centres. They represent the majority of activities in the field of PGD in the world. It is obvious that many of the activities (in vitro fertilisation, embryo culture and biopsy) take place in IVF units while others (counselling and diagnosis) are the responsibility of genetic diagnostic centres. The distances between both units vary considerably. In all but one centre sex determination is offered. Aneuploidy screening is offered in 13 out of 20 centres. PGD of translocations and other structural chromosome abnormalities is offered in all but one centre. The number of monogenic diseases offered varies considerably. In comparison to prenatal diagnosis PGD is more expensive. The majority of these costs are due to the IVF or ICSI procedure. The charges for PGD vary between about € 600 and € 4000. The paper outlines the background to the Mersey Estuary Plan, discusses its style and format, explains its approach to estuary resource issues and outlines policy responses in the areas of estuary dynamics, water quality and pollution control, biodiversity, and land use and development. This study examines whether and how self‐monitoring moderates the relationships between two personality traits (agreeableness and conscientiousness) and counterproductive work behavior directed toward the organization (CWB‐O) and toward other employees (CWB‐I). High self‐monitors strive to attain personal goals related to status and prestige enhancement by adjusting their behavior to what the situation requires or allows for. We propose that the status enhancement motive can take on two different yet related forms—impression management (interpersonal potency) and opportunism (win‐at‐all‐costs)—depending on relevant situational cues. We hypothesize that in public, interpersonal settings where their behavior is visible to others, high self‐monitors' desire to enhance their status by looking good to others suppresses the natural expression of low agreeableness via increased engagement in CWB‐I. Conversely, we hypothesize that in private, non‐interpersonal settings where their behavior is rarely visible to others, high self‐monitors' desire to enhance their status by doing whatever it takes to get what they want intensifies the natural expression of low conscientiousness via increased engagement in CWB‐O. Pesticides in stream flow from the 142 ha Colworth catchment in Bedfordshire, UK were monitored from October 1999 to December 2000. About 47% of the catchment is tile-drained and different pesticides and cropping patterns have recently been evaluated in terms of their effect on nutrient and pesticide losses to the stream. The data from Colworth were used to test soil and water assessment tool (SWAT) 2000 predictions of pesticide concentrations at the catchment outlet. A sound model set-up to carry out pesticide modelling was created by means of hydrological modelling with proper simulation of crop growth and evapotranspiration. The pesticides terbuthylazine, terbutryn, cyanazine and bentazone were modelled. There was close agreement between SWAT-predicted pesticide concentration values and observations. Scenario trials were conducted to explore management options for reducing pesticide loads arriving at the catchment outlet. The results obtained indicate that SWAT can be used as a tool to understand pesticide behavior at the catchment scale.  相似文献

Conflict and Impacts of Divers and Anglers in a Marine Park   总被引:1,自引:1,他引:0  
The New South Wales State Government (Australia) gazetted the Jervis Bay Marine Park (JBMP) in 1998. During the preparation of the draft zoning plan in 2000, societal data on two conflicting park user groups—recreational scuba divers and fishers (anglers)—was collected. While conflict resolution was a plan priority, other factors, such as cumulative environmental impacts of users and protection for the critically endangered grey nurse shark (Carcharias taurus), further complicated planning. Both scuba diving and angling are primary summer activities and are disproportionately concentrated around the headlands of the bay. Furthermore, shore based game-fishing was concentrated on the northern headland, where the conflict was centered. However, when the exact locations of divers and anglers were determined, there was a partial partitioning of the available space, with only a small contested overlap. To resolve conflict and maximize positive environmental outcomes, a sanctuary zone and no-anchoring zone option in the draft zoning plan was sought to formalize this partition. The human dimension data proved valuable in guiding environmental management in this politically volatile situation. A baseline study conducted 11 years previously was also used to gain a limited perspective on change in user numbers. Comparison between study periods indicated dive numbers had remained similar, while the number of dive charter trips was significantly less. The numbers of anglers, for the four months compared, had doubled and tripled. The actual data used to inform management is presented and the limitations of this best available data approach are discussed.  相似文献

The Contribution of Headwater Streams to Biodiversity in River Networks1   总被引:1,自引:0,他引:1  
Abstract: The diversity of life in headwater streams (intermittent, first and second order) contributes to the biodiversity of a river system and its riparian network. Small streams differ widely in physical, chemical, and biotic attributes, thus providing habitats for a range of unique species. Headwater species include permanent residents as well as migrants that travel to headwaters at particular seasons or life stages. Movement by migrants links headwaters with downstream and terrestrial ecosystems, as do exports such as emerging and drifting insects. We review the diversity of taxa dependent on headwaters. Exemplifying this diversity are three unmapped headwaters that support over 290 taxa. Even intermittent streams may support rich and distinctive biological communities, in part because of the predictability of dry periods. The influence of headwaters on downstream systems emerges from their attributes that meet unique habitat requirements of residents and migrants by: offering a refuge from temperature and flow extremes, competitors, predators, and introduced species; serving as a source of colonists; providing spawning sites and rearing areas; being a rich source of food; and creating migration corridors throughout the landscape. Degradation and loss of headwaters and their connectivity to ecosystems downstream threaten the biological integrity of entire river networks.  相似文献
