The integrated project "AquaTerra" with the full title "integrated modeling of the river-sediment-soil-groundwater system; advanced tools for the management of catchment areas and river basins in the context of global change" is among the first environmental projects within the sixth Framework Program of the European Union. Commencing in June 2004, it brought together a multidisciplinary team of 45 partner organizations from 12 EU countries, Romania, Switzerland, Serbia and Montenegro. AquaTerra is an ambitious project with the primary objective of laying the foundations for a better understanding of the behavior of environmental pollutants and their fluxes in the soil-sediment-water system with respect to climate and land use changes. The project performs research as well as modeling on river-sediment-soil-groundwater systems through quantification of deposition, sorption and turnover rates and the development of numerical models to reveal fluxes and trends in soil and sediment functioning. Scales ranging from the laboratory to river basins are addressed with the potential to provide improved river basin management, enhanced soil and groundwater monitoring as well as the early identification and forecasting of impacts on water quantity and quality. Study areas are the catchments of the Ebro, Meuse, Elbe and Danube Rivers and the Brévilles Spring. The introduction of potentially invasive species is a concern to the public and the aquaculture industry. Used to protect channel catfish from infectious trematode infestations, the non-indigenous black carp has been evaluated by the US Fish and Wildlife Service (USFWS) and deemed potentially ‘injurious’ under the terms of the Lacey Act. Consequently, the black carp may be restricted from interstate commerce and eventually removed from US waters. An alternative approach to evaluating the risks posed by invasive species is considered and compared to that used by the USFWS. Short of outright restriction, reasonable options for management of such invasive species probably exist, including better use of environmental assurance bonds and return-deposit models. 相似文献

Cities, regional governments and their local utilities are taking leading roles in programmes to reduce greenhouse gas emissions. Agenda 21 highlighted the need for such local action to achieve the goals of the 1992 Earth Summit and the United Nations Framework Convention on Climate Change. This trend of increasing local action was demonstrated dramatically in Canada in 2006 when the newly elected federal government cancelled many of the previous government's climate change programmes. The EnerGuide for Houses Program illustrates the growing importance of local decisions where the federal government developed a home energy rating system that was delivered through a range of partnerships across the country. Despite all political parties voting to increase funding for the programme in 2005, the Conservative government cancelled it in May 2006. The response by provincial and local governments was immediate. Their actions revealed the ability and desire among lower-tier governments to sustain popular climate change initiatives. Both the political responses and financial implications are included in the examination of the shift in environmental responsibility from the national to the local sphere. 相似文献

ABSTRACT: Water from the Missouri River Basin is used for multiple purposes. The climatic change of doubling the atmospheric carbon dioxide may produce dramatic water yield changes across the basin. Estimated changes in basin water yield from doubled CO2 climate were simulated using a Regional Climate Model (RegCM) and a physically based rainfall‐runoff model. RegCM output from a five‐year, equilibrium climate simulation at twice present CO2 levels was compared to a similar present‐day climate run to extract monthly changes in meteorologic variables needed by the hydrologic model. These changes, simulated on a 50‐km grid, were matched at a commensurate scale to the 310 subbasin in the rainfall‐runoff model climate change impact analysis. The Soil and Water Assessment Tool (SWAT) rainfall‐runoff model was used in this study. The climate changes were applied to the 1965 to 1989 historic period. Overall water yield at the mouth of the Basin decreased by 10 to 20 percent during spring and summer months, but increased during fall and winter. Yields generally decreased in the southern portions of the basin but increased in the northern reaches. Northern subbasin yields increased up to 80 percent: equivalent to 1.3 cm of runoff on an annual basis. 相似文献

ABSTRACT: A method is demonstrated for the development of nutrient concentration criteria and large scale assessment of trophic state in environmentally heterogeneous landscapes. The method uses the River Environment Classification (REC) as a spatial framework to partition rivers according to differences in processes that control the accrual and loss of algae biomass. The method is then applied to gravel bed rivers with natural flow regimes that drain hilly watersheds in New Zealand's South Island. An existing model is used to characterize trophic state (in terms of chlorophyll a as a measure of maximum biomass) using nutrient concentration, which controls the rate of biomass accrual, and flood frequency, which controls biomass loss. Variation in flood frequency was partitioned into three classes, and flow data measured at 68 sites was used to show that the classes differ with respect to flood frequency. Variation in nutrient concentration was partitioned at smaller spatial scales by subdivision of higher level classes into seven classes. The median of flood frequency in each of the three higher level classes was used as a control variable in the model to provide spatially explicit nutrient concentration criteria by setting maximum chlorophyll a to reflect a desired trophic state. The median of mean monthly soluble reactive phosphorus and soluble inorganic nitrogen measured at 68 water quality monitoring sites were then used to characterize the trophic state of each of the seven lower level classes. The method models biomass and therefore allows variation in this response variable to provide options for trophic state and the associated nutrient concentrations to achieve these. Thus it is less deterministic than using reference site water quality. This article documents the general need to reuse water reclaimed from sewage effluents for beneficial purposes and then considers in detail which specific uses will be most beneficial. The analysis begins by describing five levels of wastewater treatment: primary, secondary, tertiary, advanced, and advanced plus complete treatment. Next, five major uses for reclaimed water are identified: groundwater recharge, industrial use, irrigation, recreational lakes, and direct municipal reuse. Subcategories of reuse falling under each of the five major reuse categories are also identified and discussed. The analysis then proceeds to review significant literature available on health and environmental effects, treatment and distribution costs, and public opinion concerns in relation to each of the five major uses and their related subcategories. The paper concludes with a cumulative numerical analysis of the disbenefits associated with each specific type of reuse summed over the health effects, environmental effects, treatment costs, distribution costs, and public opinion concerns. Uses of reclaimed water for industrial purposes and for irrigation of fodder and fiber crops are found to be most beneficial by the analysis here employed, and use for aquifer recharge and direct municipal reuse are found to be least beneficial. 相似文献

ABSTRACT: Two dynamic programming models — one deterministic and one stochastic — that may be used to generate reservoir operating rules are compared. The deterministic model (DPR) consists of an algorithm that cycles through three components: a dynamic program, a regression analysis, and a simulation. In this model, the correlation between the general operating rules, defined by the regression analysis and evaluated in the simulation, and the optimal deterministic operation defined by the dynamic program is increased through an iterative process. The stochastic dynamic program (SDP) describes streamflows with a discrete lag-one Markov process. To test the usefulness of both models in generating reservoir operating rules, real-time reservoir operation simulation models are constructed for three hydrologically different sites. The rules generated by DPR and SDP are then applied in the operation simulation model and their performance is evaluated. For the test cases, the DPR generated rules are more effective in the operation of medium to very large reservoirs and the SDP generated rules are more effective for the operation of small reservoirs. 相似文献

An account is given of the influence of landfill gas on tree growth in the field at Gin Drinkers' Bay (GDB) landfill, Hong
Kong, and in the laboratory. Ten species (Acacia confusa, Albizzia lebbek, Aporusa chinensis, Bombax malabaricum, Castanopsis fissa, Liquidambar formosana, Litsea glutinosa,
Machilus breviflora, Pinus elliottii, andTristania conferta), belonging to eight families, were transplanted to two sites, one with a high concentration of landfill gas in the cover
soil (high-gas site, HGS) and the other with a relatively low concentration of gas (low-gas site, LGS). Apart from the gaseous
composition, the general soil properties were similar. A strong negative correlation between tree growth and landfill gas
concentration was observed. A laboratory study using the simulated landfill gas to fumigate seedlings of the above species
showed that the adventitious root growth ofAporusa chinensis, Bombax malabaricum, Machilus breviflora, andTristania confera was stimulated by the gas, with shallow root systems being induced.Acacia confusa, Albizzia lebbek, andLitsea glutinosa were gas-tolerant, while root growth ofCastanopsis fissa, Liquidambar formosana, andPinus elliottii was inhibited. In most cases, shoot growth was not affected, exceptions beingBombax malabaricum, Liquidambar formosana, andTristania conferta, where stunted growth and/or reduced foliation was observed.
A very high CO2 concentration in cover soil limits the depth of the root system. Trees with a shallow root system become very susceptible
to water stress. The effects of low O2 concentration in soil are less important than the effects of high CO2 concentration.Acacia confusa, Albizzia lebbek, andTristania conferta are suited for growth on subtropical completed landfills mainly due to their gas tolerance and/or drought tolerance. 相似文献
