PROBLEM: This study assesses the impact of crash and casualty numbers in correspondence to the introduction of mobile speed cameras in the rural county of Norfolk, England. METHOD: Road traffic accident casualty and crash data were collected for two years before the introduction of cameras and two years subsequently. The casualties and crashes occurring at 29 camera sites were identified and separated from those occurring in the rest of the county. Trends in crashes and casualties, and their severity, were examined graphically and comparisons were made between before and after periods. The regression to the mean effect at individual sites was estimated. RESULTS: After the introduction of cameras, overall crashes declined by 1% and crashes involving fatalities or serious injuries declined by 9% on the roads without cameras. At the camera sites, crashes decreased by 19% and fatal and serious crashes by 44%. The reduction in total crashes was significantly greater than that expected from the effect of regression to the mean in 12 out of 20 sites tested. SUMMARY: The introduction of cameras appears to have resulted in real and measurable reductions in crash risk in this rural county. IMPACT ON INDUSTRY: Our results suggest the deployment of mobile speed cameras is an effective tool for organizations wishing to reduce road traffic casualties in areas where high crash rates have been associated with excessive vehicle speeds.  相似文献

Run-off containing increased concentrations of sediment, nutrients, and pesticides from land-based anthropogenic activities is a significant influence on water quality and the ecologic conditions of nearshore areas of the Great Barrier Reef World Heritage Area, Australia. The potential and actual impacts of increased pollutant concentrations range from bioaccumulation of contaminants and decreased photosynthetic capacity to major shifts in community structure and health of mangrove, coral reef, and seagrass ecosystems. A detailed conceptual model underpins and illustrates the links between the main anthropogenic pressures or threats (dry-land cattle grazing and intensive sugar cane cropping) and the production of key contaminants or stressors of Great Barrier Reef water quality. The conceptual model also includes longer-term threats to Great Barrier Reef water quality and ecosystem health, such as global climate change, that will potentially confound direct model interrelationships. The model recognises that system-specific attributes, such as monsoonal wind direction, rainfall intensity, and flood plume residence times, will act as system filters to modify the effects of any water-quality system stressor. The model also summarises key ecosystem responses in ecosystem health that can be monitored through indicators at catchment, riverine, and marine scales. Selected indicators include riverine and marine water quality, inshore coral reef and seagrass status, and biota pollutant burdens. These indicators have been adopted as components of a long-term monitoring program to enable assessment of the effectiveness of change in catchment-management practices in improving Great Barrier Reef (and adjacent catchment) water quality under the Queensland and Australian Governments’ Reef Water Quality Protection Plan.  相似文献

Tibetan yak herding practices in northwest Yunnan, southwest China have maintained remarkable biological diversity. To learn more about local cultural adaptation to policy changes, we interviewed 37 households in Deqin County on their traditional knowledge, and the changes they have observed in ecological conditions, livestock health, and land management. These villages varied in proximity to main roads, farmland quality, and livelihood options. Herd sizes in Deqin have quadrupled since the 1950s, due to commune era policies and subsequent privatization of livestock. The practice of burning shrubs increased during the communal period but has since decreased due to a burn ban. Herders report that the increase in shrublands invading alpine meadows has reduced livestock forage, reducing the productivity of alpine rangelands and yak health. Butter production has declined by 30 % over the last two decades. Herders are shifting to diversify sources of income when available, but villagers in remote and protected areas continue to depend on livestock for much of their livelihood. Scientific data confirm herder reported ecological changes including increased temperature, decreased snowfall, and accounts of increased erosion (which deserves further study). Climate, policy, and economic incentives have interacted to increase pressure on shrinking alpine meadows and reduce dairy production.  相似文献

The effects of adding biosolids to a green waste feedstock (100% green waste, 25% v/v biosolids or 50% biosolids) on the properties of composted products were investigated. Following initial composting, 20% soil or 20% fly ash/river sand mix was added to the composts as would be carried out commercially to produce manufactured soil. Temperatures during composting reached 50 °C, or above, for 23 days when biosolids were included as a composting feedstock but temperatures barely reached 40 °C when green waste alone was composted. Addition of biosolids to the feedstock increased total N, EC, extractable NH4, NO3 and P but lowered pH, macroporosity, water holding capacity, microbial biomass C and basal respiration in composts. Additions of soil or ash/sand to the composts greatly increased the available water holding capacity of the materials. Principal component analysis (PCA) of PCR-DGGE 16S rDNA amplicons separated bacterial communities according to addition of soil to the compost. For fungal ITS-RNA amplicons, PCA separated communities based on the addition of biosolids. Bacterial species richness and Shannon’s diversity index were greatest for composts where soil had been added but for fungal communities these parameters were greatest in the treatments where 50% biosolids had been included. These results were interpreted in relation to soil having an inoculation effect and biosolids having an acidifying effect thereby favouring a fungal community.  相似文献
