/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. The International Toxicity Equivalency Factor (I‐TEF) method of risk assessment is a revised interim procedure for assessing the risks associated with exposures to complex mixtures of chlorinated dibenzo‐p‐dioxins and dibenzofurans (CDDs and CDFs). This updated scheme was developed by a working group of the North Atlantic Treaty Organization's Committee on the Challenges of Modern Society and has been officially adopted by the U.S. Environmental Protection Agency (EPA), Canada, Ontario Ministry of the Environment, the Nordic countries, the Netherlands, and the United Kingdom. Prior to the development of the I‐TEF method, at least ten slightly different schemes had been used throughout the world which complicated communication among scientists and regulatory agencies concerning the toxicological significance of complex mixtures of CDDs and CDFs. The I‐TEF approach facilitates risk communication internationally by reducing large volumes of analytical data into a single number‐International Toxicity Equivalents (I‐TEQ). As a result, the I‐TEF method represents an improvement in an already useful risk assessment/regulatory tool.  相似文献

Highly aggregating 'Sustainable Process Indices' (SPI) were calculated for an indoor wastewater-fed aquaculture and two conventional wastewater treatment plants to make a direct comparison between the three facilities possible. The goal was to find out which technology would be better suited for use in a sustainable economy. The SPI provides a type of 'ecological footprint' for the three facilities on the basis that, in a sustainable economy, solar energy would be our main energy source and that surface area would become the limiting factor for economic development, because the transformation of solar energy into other forms of energy, products or services requires area. SPI calculations consider the area necessary for the sustainable dissipation of byproducts and wastes of a process into the environment. The SPI thus uses area as its basic unit for comparisons between different technologies, products or services.

Energy consumption, as well as treatment performance (both the quality and quantity of treated effluent), and multi-functionality of facilities were key variables in determining how much area a wastwater treatment plant would need to be embedded sustainably into the environment. The calculated SPIs reveal that the wastewater-fed aquaculture requires the least area to be embedded sustainably into the environment, therefore, it would be better suited for use in a sustainable economy compared to the two conventional wastewater treatment plants.  相似文献

Cross-ecosystem movements of material and energy, particularly reciprocal resource fluxes across the freshwater-land interface, have received major attention. Freshwater ecosystems may receive higher amounts of subsidies (i.e., resources produced outside the focal ecosystem) than terrestrial ecosystems, potentially leading to increased secondary production in freshwaters. Here we used a meta-analytic approach to quantify the magnitude and direction of subsidy inputs across the freshwater-land interface and to determine subsequent responses in recipient animals. Terrestrial and freshwater ecosystems differed in the magnitude of subsidies they received, with aquatic ecosystems generally receiving higher subsidies than terrestrial ecosystems. Surprisingly, and despite the large discrepancy in magnitude, the contribution of these subsidies to animal carbon inferred from stable isotope composition did not differ between freshwater and terrestrial ecosystems, likely due to the differences in subsidy quality. The contribution of allochthonous subsidies was highest to primary consumers and predators, suggesting that bottom-up and top-down effects may be affected considerably by the input of allochthonous resources. Future work on subsidies will profit from a food web dynamic approach including indirect trophic interactions and propagating effects.  相似文献

The social structure of animal aggregations may vary considerably in both space and time, yet little is known about how this affects vigilance. Here, we investigate the vigilance architecture of a colony of wild-living grey-headed flying-foxes (Pteropus poliocephalus) in Australia and examine how spatial as well as temporal variation in social organization influences social and environmental vigilance. We sampled color-marked individuals at different stages of the reproductive cycle and the year and at different locations in the colony to examine the effects of temporal and spatial factors on social and environmental vigilance. We found that vigilance architecture reflected the social structure of the colony, with the highest environmental vigilance being displayed by bats at the periphery of the colony, and the highest social vigilance by bats that roosted at intermediate distances from the colony’s edge. Furthermore, we found that vigilance levels reflected changes in reproductive state, with social vigilance increasing toward the mating season, particularly in males. Our findings show that spatial and temporal variation in social structure can have differential effects on social and environmental vigilance. This highlights the necessity to differentiate between functions of vigilance to understand fully vigilance architecture in aggregations of social animals.  相似文献

Biodiversity is proposed to be important for the rate of ecosystem functions. Most biodiversity-ecosystem function studies, however, consider only one response variable at a time, and even when multiple variables are examined they are analyzed separately. This means that a very important aspect of biodiversity is overlooked: the possibility for different species to carry out different functions at any one time. We propose a conceptual model to explore the effects of species loss on overall ecosystem functioning, where overall functioning is defined as the joint effect of many ecosystem functions. We show that, due to multifunctional complementarity among species, overall functioning is more susceptible to species loss than are single functions. Modeled relationships between species richness and overall ecosystem functioning using five empirical data sets on monocultures reflected the range of effects of species loss on multiple functions predicted by the model. Furthermore, an exploration of the correlations across functions and the degree of redundancy within functions revealed that multifunctional redundancy was generally lower than single-function redundancy in these empirical data sets. We suggest that by shifting the focus to the variety of functions maintained by a diversity of species, the full importance of biodiversity for the functioning of ecosystems can be uncovered. Our results are thus important for conservation and management of biota and ecosystem services.  相似文献

The presence of consumers not only alters the mean biomass of the prey assemblage, but also affects the spatial heterogeneity of biomass distribution. Whereas the mean prey biomass is generally reduced by consumer presence, the effect on spatial heterogeneity is less clear-cut. A meta-analysis of almost 600 field experiments manipulating the presence of benthic invertebrate or vertebrate grazers was conducted to analyze the effect of grazers on both the absolute spatial variability of periphyton biomass and the relative variability, which was standardized to the mean. Effects on absolute variability were measured as the log response ratio of the standard deviation of biomass (LR-SD), whereas effects on relative variability were measured as the log response ratio of the coefficient of variation of biomass (LR-CV). The overall magnitude and range of LR-SD and LR-CV indicated that grazers not only reduced periphyton biomass, but also substantially altered their spatial distribution. However, grazer effects differed strongly for absolute and relative variability. On average, grazers reduced the absolute spatial variability in prey biomass by 50% (average LR-SD = -0.68) but increased the relative variability by 24% (average LR-CV = 0.22). The magnitude of LR-SD strongly depended on the efficiency of grazing, with strong biomass removal leading to strong homogenization. Moreover, LR-CV and LR-SD were significantly affected by habitat type (freshwater vs. coastal) and substrata. Given the importance of spatial heterogeneity for resource uptake, competition and the maintenance of diversity, grazer presence has potentially strong indirect effects on the interactions within prey assemblages.  相似文献
