The only joint effort area of provincial and municipal governments resides in Guangdong Province and Shenzhen City in China’s carbon emission trading system (ETS) pilots, which characterize the national carbon ETS plots. The present study on the operating experience from this area has important reference value for the national carbon ETS. Analysis and comparison of the key elements show many differences in coverage, total allowance, allowance allocation, and MRV mechanism between Guangdong and Shenzhen carbon ETS. The present study provides the following explanation: (1) the design characteristics of carbon ETS (e.g. coverage, total quotas, the allocation, and MRV mechanism) depend on the local geographical conditions and policy goals. The differences of economic structure in Guangdong Province and Shenzhen City result in different coverage, which then result in differences in other management elements. (2) The operating state of the carbon market is affected by overall design of carbon ETS: in the case of tighter total allowance, lower proportion of China Certified Emission Reductions, and harsher punishment, the carbon market is relatively active, which intends to produce carbon financial market. Based on deep analysis of operation characteristics of carbon ETS in Guangdong and Shenzhen, the present study suggests that (1) the allowance should be allocated freely at the beginning stage and then gradually transited to the voluntary paid auction; (2) the allowances assigned to companies shall be linked up with their energy-saving objectives; (3) the output fluctuations and economic influence on the allowance allocation should be properly handled to maintain the fairness and consistence of allowance allocation standards; (4) stable public expectation is one of the key elements to maintain the regular operation of carbon ETS; (5) constrained carbon emission behavior outside ETS can contribute to social justice; and (6) the improvement of professional skills of relevant personnel in the enterprise and independent third party can enhance carbon emissions data reliability. 相似文献

Energy service is an effective way to promote energy conservation by market mechanisms, including energy saving services, energy procurement, supply of many varieties of energy, supply of renewable energy technologies, energy-related consulting services, risk management, etc. China is a major energy consumer but energy is in short supply, and the efficiency of energy use is low. China’s energy service industry has expanded rapidly, in terms of both the number of new Energy Service Companies entering the market and amount of capital invested in Energy Performance Contracting projects, but the energy service sector in China is still at an early stage of development. Developed countries began early in developing the energy service sector and their energy service market is mature, and the experience of developed countries shows that energy services play a significant role in advancing energy saving and emission reduction. Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas. First, this paper reviews the three stages of ecological compensation research progress. Based on the review, using the theory of externality, the ecological environment system of water source reserve areas is then analyzed. This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement, which is designed to internalize externalities. Finally, based on the understanding of the connotation of ecological compensation in water source reserve areas, five principles for establishing and improving the ecological compensation mechanism are proposed, including the principle of fairness and justice, the principle of equivalence of equality and responsibility, the principle of flexibility and effectiveness, the principle of “earmark funds, and implementation by law,” and the principle of government compensation supplemented with market compensation. 相似文献

Universal two-child policy has been implemented since the end of 2015 in China. This policy is anticipated to bring a significant increase in the total population, with profound influences on the resources and environment in the future. This paper analyzes the changing dynamics of urban and rural population, and forecasts urban and rural population from 2016 to 2030 at national and provincial scale using a double log linear regression model. Drawing upon the results of these two predictions, the impact of the population policy change on Chinese resources consumption and environmental pollution are predicted quantitatively. Given the future total population maintains current levels on resources consumption and environmental emission, the additional demand of resources and environment demand for the new population is forecasted and compared against the capacity on supply side. The findings are as follows: after implementing the universal two-child policy, China’s grain, energy consumption, domestic water demand, and pollutant emissions are projected to increase at different rates across provinces. To meet the needs arising from future population growth, food and energy self-sufficiency rate will be significantly reduced in the future, while relying more on imports. Stability of the water supply needs to be improved, especially in Beijing, Henan, Jiangsu, Qinghai, and Sichuan where the gap in future domestic water demand is comparatively larger. 将沸石联合经过驯化的活性污泥微生物固定化,通过静态实验.考察了不同粒径沸石及不同组分固定化方法对沸石联合微生物固定化去除氨氮的影响;通过动态实验,考察了沸石联合微生物固定化去除微污染水体中低浓度氨氮的机制.结果表明,活性污泥经过16 d的驯化,氨氮去除率为90%以上;沸石吸附氨氮为快速吸附,粒径<0.5 mm的沸石的吸附容量明显大于其他粒径的沸石;不同组分固定化小球对氨氮的去除效率不同,各组分均有贡献,吸附容量依次为:沸石固定化小球>沸石联合微生物固定化小球>微生物固定化小球;沸石联合微生物固定化去除微污染水体中低浓度氨氮可分为4个阶段,即沸石吸附阶段、吸附饱和及微生物适应阶段、硝化作用明显加强和沸石部分再生阶段、微生物作用良好和沸石进一步再生阶段,最终沸石吸附与生物再生处于良好的动态平衡中,氨氮去除率达到60%左右. 相似文献
