In the UK for the period 1994-99, a broad range of environmental projects were given financial support through the European Agriculture Guidance and Guarantee Fund under the Objective 1 and Objective 5b programmes. This paper is concerned with the ex-post evaluation of these projects set within a Sustainable Development framework. The aim was to identify project types or characteristics that offered the greatest return on investment. A classification of six broad project types was adopted. The evaluation revealed that there were significant differences between individual projects with respect to the type and scale, and temporal and social distribution of the benefits they delivered. In particular, as well as delivering environmental and economic benefits, many projects made a significant contribution to the development of human and social capital. The paper concludes that it is possible to improve the basis for future project selection in order to maximise the returns on environmental investments in the context of sustainable development. 相似文献

The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain. 相似文献

This article does not focus on adaptation or mitigation policy directly but on an allied opportunity that exists for the Pacific
Islands via the auspices of the Climate Convention, because the existing very costly energy systems used in the Pacific Island
region are fossil-fuel dependent. It is argued here that efforts can be made towards the development of energy systems that
are ecologically sustainable because Pacific Island nations are eligible to receive assistance to introduce renewable energy
technology and pursue energy conservation via implementation mechanisms of the Climate Convention and, in particular, through
transfer of technology and via joint implementation.
It is contended that assistance in the form of finance, technology, and human resource development from developed countries
and international organizations would provide sustainable benefits in improving the local Pacific Island environments. It
is also emphasized that mitigation of greenhouse gas emissions is not the responsibility of the Pacific Islands as they contribute

ABSTRACT: A study was conducted to determine the effects of mining and reclaiming originally undisturbed watersheds on surface-water hydrology in three small experimental watersheds in Ohio. Approximately six years of data were collected at each site, with differing lengths of premining (Phase 1), mining and reclamation (Phase 2), and post-reclamation (Phase 3) periods. Mining and reclamation activities showed no consistent pattern iii base-flow, and caused slightly more frequent higher daily flow volumes. Phase 2 activities can cause reductions in seasonal variation in double mass curves compared with Phase 1. Restoration of seasonal variations was noticeably apparent at one site during Phase 3. The responses of the watersheds to rainfall intensities causing larger peak flow rates generally decreased due to mining and reclamation, but tended to exceed responses observed in Phase 1 during Phase 3. Natural Resources Conservation Service (NRCS) curve numbers increased due to mining and reclamation (Phase 2), ranging from 83 to 91. Until now no structured methodology existed for attuning environmental considerations to the business strategy of companies. The Environmental Competence Centre of Philips Sound & Vision in The Netherlands has developed and tested a methodology for this purpose. This methodology, called Selection of STRrategic Environmen Tal CHallenges (STRETCH), has proven to lead to promising results and should therefore be actively promoted. In this article, the authors show how the application of STRETCH provides the possibility of meeting three main objectives: First, focusing on the incorporation of environmental aspects into the company's business strategy can elicit innovations that may enhance the competitive position of the company by cost reduction and/or higher market shares. Second, the environmental opportunities and threats to be expected in the future can be anticipated in an earlier phase. Through this proactive approach a company can avoid external criticism and take the lead in environmental priority setting. Third, by applying the STRETCH methodology even higher eco-efficiencies are expected to be reached than through incremental, step-by-step environmental improvements. 相似文献

A range of environmental concerns must be addressed to effectively implement a consolidation program. A facility deactivation program can often become a minefield for an organization. This article provides insight into this topic based on experience gained with a multifacility program and related environmental issues. Results from a survey of power utility biologists indicate that terrestrial biodiversity is considered a major issue by only a few utilities; however, a majority believe it may be a future issue. Over half of the respondents indicated that their company is involved in some management for biodiversity, and nearly all feel that it should be a goal for resource management. Only a few utilities are funding biodiversity research, but a majority felt more research was needed. Generally, larger utilities with extensive land holdings had greater opportunities and resources for biodiversity management. Biodiversity will most likely be a concern with transmission rights-of-way construction and maintenance, endangered species issues and general land resource management, including mining reclamation and hydro relicensing commitments. Over half of the companies surveyed have established voluntary partnerships with management groups, and biodiversity is a goal in nearly all the joint projects. Endangered species management and protection, prevention of forest fragmentation, wetland protection, and habitat creation and protection are the most common partnerships involving utility companies. Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity. 相似文献
