The Toxics Release Inventory (TRI) created by the 1986 Emergency Planning and Community Right-to-Know Act initially received limited attention. During the early years of its implementation, the TRI has become the basis for a national experiment in voluntaristic problem solving among citizens and industry, but that process of environmental democracy hinges on citizens' ability to actually acquire, understand, and apply the new data on industrial toxic emissions. A national study of TRI-using organizations in the public and private sectors reveals that effective citizen access depends in part on the efforts of intermediary public interest groups to bridge individual needs and right-to-know data. Although the TRI has had early success as a supplement to conventional command and control regulation, questions exist about the extent to which state and federal government should or must provide special efforts to make environmental information access work for citizens.  相似文献

A series of studies examined the effects of labelled meaning on affective response to housing scenes. Students at Ohio State University assessed their feelings towards imagined housing (public or private) and cities (Memphis, Houston and San Francisco). Expected differences in the affective quality were found. Responses to color photographs of specific housing scenes labelled as either private condominiums or public housing were obtained. Differences in scene-affect as a function of labelled meaning were found. Responses to housing scenes labelled as located in either Memphis, Houston or San Francisco revealed no differences in scene-affect as a function of label meaning. This latter finding was confirmed in a non-repeated measure examination. Differences in the fittingness, potency or relevance of the information provided may account for the pattern of findings.  相似文献

The starch content and its composition have important consequences for the yield of the harvested crop and the materials extracted from it. The functional properties of the foods or other processed materials derived from these crops are also affected by the structure and composition of the starch. Recently, genetic engineering has been used to produce plants with an elevated starch content, achieved by transforming the plant with a mutated bacterial gene coding for an ADPglucose pyrophosphorylase that is active in the presence of metabolites which inhibit the plant enzyme. Besides the practical implications of these results, this experiment provided direct evidence for the regulatory role of the ADPglucose pyrophosphorylase in starch synthesis. Other bacterial enzymes, such as glycogen synthase and branching enzyme, could be introduced in order to modify starch structure. However, a more elegant (but longer-term) approach would be to learn enough about the structure-function relationships of the plant enzymes so that the product of their action could be changed. To achieve this objective, much more will have to be learned about the enzymes involved in the biosynthesis of starch than is presently known. ABSTRACT There are several possible ways in which wastewater from municipalities may be reclaimed and reused so as to minimize the need for imported water in North Central Texas. The rationale for reuse is enhanced by the fact that new water quality requirements in the Trinity River system will necessitate a very high degree of treatment at municipal sewage plants, just for discharge to surface streams. The largest potential market for municipal effluent is the steam-electric power industry. Within the next decade the generating capacity for electric power in North Central Texas will have to be more than doubled to meet increasing demand. Adequate supplies of condenser cooling water for such expansion will be difficult to obtain and assure. New large power stations might advantageously be located adjacent to municipal wastewater treatment plants, to utilize effluent as make-up water for cooling towers. Experience elsewhere has shown that well-treated wastewater can be used for cooling tower make-up with a minimum of trouble, with a considerable saving in overall cost, and with conservation of pristine water for other uses.  相似文献

We investigated the influence of long-term (56 years) grazing on organic and inorganic carbon (C) and nitrogen (N) contents of the plant–soil system (to 90 cm depth) in shortgrass steppe of northeastern Colorado. Grazing treatments included continuous season-long (May–October) grazing by yearling heifers at heavy (60–75% utilization) and light (20–35% utilization) stocking rates, and nongrazed exclosures. The heavy stocking rate resulted in a plant community that was dominated (75% of biomass production) by the C4 grass blue grama (Bouteloua gracilis), whereas excluding livestock grazing increased the production of C3 grasses and prickly pear cactus (Opuntia polycantha). Soil organic C (SOC) and organic N were not significantly different between the light grazing and nongrazed treatments, whereas the heavy grazing treatment was 7.5 Mg ha–1 higher in SOC than the nongrazed treatment. Lower ratios of net mineralized N to total organic N in both grazed compared to nongrazed treatments suggest that long-term grazing decreased the readily mineralizable fraction of soil organic matter. Heavy grazing affected soil inorganic C (SIC) more than the SOC. The heavy grazing treatment was 23.8 Mg ha–1 higher in total soil C (0–90 cm) than the nongrazed treatment, with 68% (16.3 Mg ha–1) attributable to higher SIC, and 32% (7.5 Mg ha–1) to higher SOC. These results emphasize the importance in semiarid and arid ecosystems of including inorganic C in assessments of the mass and distribution of plant–soil C and in evaluations of the impacts of grazing management on C sequestration.  相似文献

For heavy metal-contaminated agricultural land, low-cost, plant-based phytoextraction measures can be a key element for a new land management strategy. When agents are applied into the soil, the solubility of heavy metals and their subsequent accumulation by plants can be increased, and, therefore, phytoextraction enhanced. An overview is given of the state of the art of enhancing heavy metal solubility in soils, increasing the heavy metal accumulation of several high-biomass-yielding and metal-tolerant plants, and the effect of these measures on the risk of heavy metal leaching. Several organic as well as inorganic agents can effectively and specifically increase solubility and, therefore, accumulation of heavy metals by several plant species. Crops like willow (Salix viminalis L.), Indian mustard [Brassica juncea (L.) Czern.], corn (Zea mays L.), and sunflower (Helianthus annuus L.) show high tolerance to heavy metals and are, therefore, to a certain extent able to use the surpluses that originate from soil manipulation. More than 100-fold increases of lead concentrations in the biomass of crops were reported, when ethylenediaminetetraacetic acid (EDTA) was applied to contaminated soils. Uranium concentrations could be strongly increased when citric acid was applied. Cadmium and zinc concentrations could be enhanced by inorganic agents like elemental sulfur or ammonium sulfate. However, leaching of heavy metals due to increased mobility in soils cannot be excluded. Thus, implementation on the field scale must consider measures to minimize leaching. So, the application of more than 1 g EDTA kg(-1) becomes inefficient as lead concentration in crops is not enhanced and leaching rate increases. Moreover, for large-scale applications, agricultural measures as placement of agents, dosage splitting, the kind and amount of agents applied, and the soil properties are important factors governing plant growth, heavy metal concentrations, and leaching rates. Effective prevention of leaching, breeding of new plant material, and use of the contaminated biomass (e.g., as biofuels) will be crucial for the acceptance and the economic breakthrough of enhanced phytoextraction.  相似文献

Traunsee, a 191 m deep Alpine lake in Austria, is affected by industrial tailings from the soda and salt mining industries since 1883. In 1998 littoral water chloride concentrations ranged between 40 and 85 mg L-1 and the highest conductivity was 560 S cm-1, which is almost double as high as the values reported from the two nearby reference lakes. Chloride concentrations increased towards the location of the industrial salt and soda emission into the lake. Analogously to the chloride gradient, the epilithic littoral diatom flora changes towards the waste inlet. Shifts in the species percentages towards the emission source, a high percentage of taxa with large conductivity tolerances, the presence of a small Achnanthes minutissima Kützing morphotype, and occurrences of taxa focused at habitats of higher electrolyte content, indicate subtle impacts on the epilithic diatom flora. An analysis of the seasonal succession of the epilithic diatoms at the waste inlet compared to a lake intern reference site, reveals that only during the late summer period in 1998 the diatom assemblage at the waste inlet became significantly different, indicating seasonally restricted effects of the industrial emissions.  相似文献
