For almost a decade, the EU has pursued sustainable development not with one but with two overarching strategies: the so-called Lisbon Strategy and sustainable development strategies. While the Lisbon Strategy was a genuinely European policy response to global economic and social pressures, which was superseded by the ‘Europe 2020’ strategy in 2010, sustainable development strategies are ongoing cyclical processes that aim to better coordinate and integrate economic, social and, in particular, environmental policies at both the EU and Member State levels. This paper explores the horizontal governance linkages that existed between the two strategies. It first contrasts the Council rhetoric, emphasizing the complementarity of the two strategies with their different histories and governance arrangements. This paper then shows that the Council rhetoric of complementarity never materialized in the everyday governance routines of the two strategies, and provides three explanations for this finding. Based on these findings, this paper finally provides a brief outlook discussion on how to proceed with the governance of sustainable development in Europe. 相似文献

Previous research on wet scrubbers has only studied highly acidic scrubbing solutions because of their high ammonia capture efficiencies; however, the high acidity created practical problems. Lower acidity solutions would reduce corrosion, maintenance, and cost; however, designers may need to use strategies for increasing scrubber effectiveness, such as using lower air velocities. The objective of this study was to determine if a spray scrubber with slightly acidic and higher pH scrubbing solution (pH from 2 to 8) could effectively remove NH3 from NH3 laden air (such as animal building exhaust air), and also collect this valuable resource for later use as a fertilizer. A bench-scale spray wet scrubber treated 20 ppmv NH3/air mixture in a countercurrent contact chamber. First, the solution pH was varied from 2 to 8 while maintaining constant air velocity at 1.3 m·s−1. Next, air velocity was increased (2 and 3 m·s−1) while solution pH remained constant at pH6. At 1.3 m·s−1, NH3 removal efficiencies ranged between 49.0% (pH8) and 84.3% (pH2). This study has shown that slightly acidic scrubbing solutions are a practical means of removing ammonia from air especially if the scrubber is designed to increase collisions between solution droplets and NH3 molecules. To complement existing micro-, meso and macro-litter monitoring strategies at sandy beaches, two user-friendly methods were further-developed and tested. The Rake-method and the Frame-method focus on large-micro (>2 mm) and meso-litter (5–25 mm) in the 30–50 mm upper sediment layer and were applied at 58 surveys at 15 sandy beaches of the German and Lithuanian Baltic Sea coast between 2014 and 2016. The Rake-method investigates sandy sediments to a depth of up to 50 mm. In average, we found 2.6 items / m2 in Germany (65% micro and meso-litter) and 0.6 items / m2 in Lithuania (66% micro and meso-litter). Using the Frame-method, covering the upper 30 mm, we received 1.8 items / m2 in Germany (64% micro and meso-litter) and 5.3 items / m2 in Lithuania (86% micro and meso-litter). Mostly found were cigarette butts, artificial polymers and in Lithuania paraffin. To test the reliability of both methods, recovery experiments were carried out. Depending on color and structure between 31 and 100% of all items were recovered by the Frame-method and 31–77% by the Rake-method. Using the Matrix Scoring Technique, tourism was identified as major pollution source. Both methods turned out to be suitable for sandy beaches, even if they are regular cleaned, and to assess pollution hot-spots. Both methods do not require elaborated equipment or a laboratory, are low in costs and can be carried out by volunteers. The MicrotoxR bioassay was used to evaluate the toxicity of sediment and dredge spoil elutriates from several potentially-contaminated sites in Mobile and Pascagoula Bays. Elutriates were prepared using either local seawater or distilled deionized water (osmotically adjusted with NaCl prior to testing), and MicrotoxR assays were performed with the elutriates and three reference toxicants. There were marked differences in the toxicity of several elutriates and reference toxicants in the two different waters, with the seawater generally resulting in the same or lesser toxicity than the osmotically-adjusted distilled deionized water. 相似文献

Potent estrogenic hormones are consistently detected in the environment at low concentration, yet these chemicals are strongly sorbed to soil and are labile. The objective of this research was to improve the understanding of the processes of sorption, mobility, and transformation for estrogens in natural soils, and their interaction. Equilibrium and kinetic batch sorption experiments, and a long-term column study were used to study the fate and transport of 17beta-estradiol and its primary metabolite, estrone, in natural soil. Kinetic and equilibrium batch experiments were done using radiolabeled 17beta-estradiol and estrone. At the concentrations used, it appeared that equilibrium sorption for both estrogens was achieved between 5 and 24 h, and that the equilibrium sorption isotherms were linear. The log K(oc) values for 17beta-estradiol (2.94) and estrone (2.99) were consistent with previously reported values. Additionally, it was found that there was rate-limited sorption for both 17beta-estradiol (0.178 h(-1)) and estrone (0.210 h(-1)). An approximately 42 h long, steady-flow, saturated column experiment was used to study the transport of radiolabeled 17beta-estradiol, which was applied in a 5.00 mg L(-1) solution pulse for 44 pore volumes. 17beta-estradiol and estrone were the predominant compounds detected in the effluent. The effluent breakthrough curves were asymmetric and the transport modeling indicated that sorption was rate-limited. Sorption rates and distributions of the estrogens were in agreement between column and batch experiments. This research can provide a better link between the laboratory results and observations in the natural environment. 相似文献

ABSTRACT: The Federal Government's interest and involvement in water resource development in discussed in the context of project financing and cost sharing. After drawing a clear distinction between the two issues - who puts up the money, and who repays over time - the authors survey a number of Federal acts from which have evolved nearly 200 separate cost-sharing rules. Selected cost sharing and financing issues discussed include consistency in policies, rehabilitation of urban water supply systems, multipurpose water quality projects, and ground water management. Two proposals for cost/finance sharing reform introduced in the 96th Congress are discussed in detail and their impacts compared with current policy. The joint venture approach (Administration proposal) results in an effective composite cost share which changes significantly but not drastically (from 19 to 35 percent non-Federal share for a hypothetical project). The block grant approach (Domenici-Moynihan proposal) would alter the regional distribution of Federal water developement funding from the South and West to the Northwest and North Central States. 相似文献

ABSTRACT: Spatial variability of infiltration rates was examined for a site in southern Idaho. Data used represented 13 sampling dates over a 5-year period. Samples initially were taken within a native big sagebrush community, again after plowing and seeding to crested and intermediate wheatgrass, and then while the seeded area was being grazed by domestic livestock. The two major processes of decision making, behavioral interactions and decision analysis, are discussed. Comparisons are made between the Delphi and NGT methods of behavioral interaction. Three different types of decision analysis are compared, including the Goals Achievement Matrix, Concordance Analysis, and the Simple Multi-Attribute Rating Technique. Decision making problems characteristic of environmental studies are reviewed. A method of decision making that combines the best qualities of other methods is suggested.
