This paper considers the efforts of United Nations and international agencies to address the threats to Palestinian children arising from Israeli occupation. It contains an account of the reasons why agencies have failed, over many years, to prevent systematic violations by the Israeli authorities and settlers. The discussion is organised around two inter‐related domains: institutional and political. The paper argues that, in the occupied Palestinian territory (oPt), limitations to the ways in which child protection has been conceptualised and pursued in practice are abundantly evident. Nevertheless, political pressure by Western donor governments serves to constrain an approach to child protection that is more preventative in nature, that addresses more explicitly Israeli violations of international law, and that reflects the experience and aspirations of Palestinian children themselves. Ultimately, therefore, the failure to protect Palestinian children must be seen not only as a result of humanitarian miscalculation but also as a consequence of political strategy.  相似文献

The development of reliable, accessible, and transparent earthquake early warning systems (EEWSs) for disaster reduction have been given increased priority at local, national, and international levels. Accurately quantifying the social and economic benefits accrued to households and businesses from EEWSs are a challenging and difficult task. In this paper, the Contingent Valuation Method (CVM) is used to evaluate the benefits of a hypothetical EEWS to the citizens of Tehran Metropolitan. This study clarifies public willingness to pay (WTP) for EEWS in Tehran, and the dominant factors involved in WTP through a CVM analysis. The survey, completed by more than 504 households, showed that on average households are willing to pay 367,471 Rials (~38 US$) per month for the hypothetical EEWS. Those willing to pay the most for EEWS are households, which currently possess a fire alarm. Also the more educated the respondents and the more children the respondents have, the more willing they are to pay for EEWS. These results could be used by policy makers and technology firms in order to determine the optimal investments in early warning systems for earthquake disaster reduction.  相似文献

INTRODUCTION: Research has shown that both pedestrians and drivers drastically overestimate pedestrians' nighttime visibility (NHSTSA, 2008a, 2008b; Owens & Sivak, 1996) and fail to appreciate the safety benefits of proven conspicuity aids. One solution is educational intervention (Tyrrell, Patton, & Brooks, 2004); however, the on-road assessment of its effectiveness is expensive and time consuming. METHOD: Experiment One introduces a computer-based alternative to the field-based approach, successfully replicating the previous study's trends among 94 students who either receive or do not receive an educational lecture. Experiment Two utilizes the simulation's portability to determine if professional roadway workers have a more accurate understanding of pedestrian conspicuity than students. Results: Results among 88 workers show they do not significantly appreciate the advantages of effective retroflective material configurations or vehicle headlamp settings, for example, any better than non-lectured students in Experiment One. Impact: The study's results demonstrate the need for education among all pedestrians and the benefits of efficient testing methods.  相似文献

There is little comprehensive information on the distribution of root systems among coexisting species, despite the expected importance of those distributions in determining the composition and diversity of plant communities. This gap in knowledge is particularly acute for grasslands, which possess large numbers of species with morphologically indistinguishable roots. In this study we adapted a molecular method, fluorescent fragment length polymorphism, to identify root fragments and determine species root distributions in two grasslands in Yellowstone National Park (YNP). Aboveground biomass was measured, and soil cores (2 cm in diameter) were collected to depths of 40 cm and 90 cm in an upland, dry grassland and a mesic, slope-bottom grassland, respectively, at peak foliar expansion. Cores were subdivided, and species that occurred in each 10-cm interval were identified. The results indicated that the average number of species in 10-cm intervals (31 cm3) throughout the sampled soil profile was 3.9 and 2.8 species at a dry grassland and a mesic grassland, respectively. By contrast, there was an average of 6.7 and 14.1 species per 0.5 m2, determined by the presence of shoot material, at dry and mesic sites, respectively. There was no relationship between soil depth and number of species per 10-cm interval in either grassland, despite the exponential decline of root biomass with soil depth at both sites. There also was no relationship between root frequency (i.e., the percentage of samples in which a species occurred) and soil depth for the vast majority of species at both sites. The preponderance of species were distributed throughout the soil profile at both sites. Assembly analyses indicated that species root occurrences were randomly assorted in all soil intervals at both sites, with the exception that Festuca idahoensis segregated from Artemisia tridentata and Pseudoroegnaria spicata in 10-20 cm soil at the dry grassland. Root frequency throughout the entire sampled soil profile was positively associated with shoot biomass among species. Together these results indicated the importance of large, well-proliferated root systems in establishing aboveground dominance. The findings suggest that spatial belowground segregation of species probably plays a minor role in fostering resource partitioning and species coexistence in these YNP grasslands.  相似文献

The hermit crab Pagurus longicarpus was shown to inhabit shells that were partially predated from intertidal areas of Long Island, New York. Among field collections of P. longicarpus, 2.13% of the hermit crabs (46 of 2155) were found with shells with snail tissue present. Over 90% of these partially predated snail shells were occupied by male hermit crabs. Although hermit crabs were in 8 species of snail shells, only Littorina littorea and Nassarius obsoletus were found occupied by hermit crabs and containing snail tissue. In the laboratory, we found that specimens of the spider crab Libinia emarginata were able to pull off the operculum of snails, leaving damage as found in field collections. In contrast, specimens of P. longicarpus were not able to prey on live, healthy snails. When specimens of P. longicarpus were placed in communal tanks, hermit crabs preferred partially predated snail shells to empty and original shells. However, original shells and empty shells were occupied with more frequency than partially predated shells when crabs were isolated. These findings indicate P. longicarpus actively seeks shells soon after attack and abandonment by snail predators, especially in the presence of competitors.  相似文献

This paper discusses the linkages between population change, land use, and deforestation in the Amazon regions of Brazil, Bolivia, Colombia, Ecuador, Perú, and Venezuela. We begin with a brief discussion of theories of population–environment linkages, and then focus on the case of deforestation in the PanAmazon. The core of the paper reviews available data on deforestation, population growth, migration and land use in order to see how well land cover change reflects demographic and agricultural change. The data indicate that population dynamics and net migration exhibit to deforestation in some states of the basin but not others. We then discuss other explanatory factors for deforestation, and find a close correspondence between land use and deforestation, which suggests that land use is loosely tied to demographic dynamics and mediates the influence of population on deforestation. We also consider national political economic contexts of Amazon change in the six countries, and find contrasting contexts, which also helps to explain the limited demographic-deforestation correspondence. The half-lives of some persistent organic pollutants (POPs) in environmental compartments such as soil and air can be as long as decades. In spite of the hydrophobicity of many POPs, the literature contains reports of their uptake by, and translocation through, a variety of plants. Both these observations prompt the investigation of whether a vegetation-based environmental compartment such as compost contains significant residues of POPs. Previous reports imply that residues of technical chlordane will be found in compost. Due to its physicochemical properties, technical chlordane provides insights into the fate of POPs in the environment, which are not accessible through determinations of other pollutants in this group. Accordingly, we undertook the first comprehensive examination of technical chlordane residues in a variety of composts, specifically, 13 commercial and 39 municipal compost products, to both characterize and quantify the magnitude of this point source of contamination. Using chiral gas chromatography interfaced to ion trap mass spectrometry, the concentration and the compositional and enantiomeric profiles of chlordane components were determined. Of the 13 commercial products, 9 contained detectable chlordane concentrations, ranging from 4.7 to 292 microg/kg (dry wt.), while all 39 municipal products contained chlordane residues ranging from 13.9 to 415 microg/kg (dry wt.). The residue concentrations and profiles suggest possible feedstock sources for the chlordane in the finished compost product. The data also support the conclusion that some composts contribute to anthropogenic cycling of POPs through the biosphere.  相似文献

PROBLEM: This study involved a quasi-induced exposure analysis of 4 years of crashes involving older drivers in the state of Kentucky. METHOD: Single- and multivehicle crashes were disaggregated according to the number of passengers: (a) no passenger, (b) one passenger, and (c) two or more passengers. RESULTS: Overall, the presence of two or more passengers was found to negatively impact the probability that drivers 75 years of age or older were at fault in crashes. Several potential factors were studied for interactive effects with passengers: vehicle occupant gender mix, time of the day, road curvature, grade, and number of lanes. The negative impact of passengers increased for some geometric road conditions. However, older drivers were found to be safer at night when carrying two or more passengers. The presence or absence of passengers was not found to affect the 65- to 74-year-old driver group. Groups of male vehicle occupants with a 75+ male driver were found to have high single-vehicle crash rates. IMPACT: These results are among the first to directly consider the effect of passengers on the crash-causing propensity of older drivers and the findings suggest more work is warranted to consider causes for the crash rate differences.  相似文献

Phosphorus-based land application limits for manure have increased the importance of optimizing diet P management and accurately characterizing the bioavailability of manure P. We examined the effects of pig (Sus scrofa) diets formulated with high-available-P corn and phytase on P levels in excreta and slurry stored for 30, 60, 90, 120, and 150 d. Twenty-four pigs (approximately 14 kg each) were fed one of four low-P diets: (i) normal corn, no phytase (control); (ii) normal corn with 600 phytase units kg(-1) (PHY); (iii) high-available-P corn, no phytase (HAP); and (iv) high-available-P corn with 600 phytase units kg(-1) (HAP + PHY). Fresh fecal and stored slurry dry matter (DM) was analyzed for total phosphorus (TP), dissolved molybdate-reactive phosphorus (DRP), dissolved organic phosphorus (DOP), acid-soluble reactive phosphorus (ASRP), acid-soluble organic phosphorus (ASOP), and phytate phosphorus (PAP). The PHY, HAP, and HAP + PHY diets significantly (alpha = 0.05) decreased fecal TP 19, 17, and 40%, respectively, compared with the control. Dissolved reactive P was 36% lower in the HAP + PHY diet compared with the other diets. Relative fractions (percent of TP) of DRP, DOP, ASOP, and PAP in slurry generally decreased with storage time up to 150 d, with the largest decreases occurring within 60 to 90 d. Diet-induced differences in relative fractions of DRP, DOP, ASRP, and PAP were significant when averaged across storage times, simulating a mixed-age slurry. Relative fractions of DRP in simulated mixed-age slurries were higher in HAP and HAP + PHY diets, indicating that diet may affect P losses under certain P-based application scenarios.  相似文献
