This paper examines the challenges of achieving sustainable management of the world's largest mangrove forest, the Sundarbans (SMF) in Bangladesh. During the past two decades, conflicts between mangrove maintenance and the pressure to provide economic livelihoods to forest-dependent communities (FDCs) have emerged and persisted. The SMF is currently managed by the Bangladesh Forest Department (BFD) under a state property rights regime. This study explores an alternative property rights regime which includes participatory approaches and co-management with FDCs to achieve sustainability, both economically and environmentally. Focus group discussions and a survey were the methods used to assess the prospects. The study finds that the absence of a management partnership between the BFD and FDCs is mainly responsible for the policy failures to achieve sustainable management of the SMF. However, evidence is presented that a ‘co-management’ property rights regime cannot be established until FDC capacity is enhanced through the formation of community level institutions. 相似文献

ABSTRACT: A series of reforms in the water industry in Australia has created a demand from the industry and regulators for objective methodologies to evaluate incremental changes in the customer service standards. In this paper, the use of choice modeling for estimating implicit prices associated with urban water supply attributes is explored. Results from multinomial logit (MNL) and random parameters logit (RPL) models show that increases in annual water bills and the frequency of future interruptions were the most important attributes. Implicit price confidence intervals based on the best models suggest that people are willing to pay positive amounts to achieve a water supply that is less frequently interrupted. The provision of alternative water supplies during an interruption and notification of the interruption were found to be unimportant to respondents. Choice modeling proved to be a useful technique and provided the industry and regulators with additional information for standard setting. 相似文献

1,4‐Dioxane entered the environment as a result of historic leaks and spills in the production area at an industrial facility in the southeastern coastal plain. The areal extent of the 1,4‐dioxane plume is several hundred acres and is largely contained on the site. Land use adjacent to the plant property is primarily undeveloped (wetlands or woods) or industrial, with a small area of mixed land use (commercial/residential) to the southwest and north. The surficial aquifer is a relatively simple hydrogeologic system with well‐defined boundaries and is comprised of a 50‐ to 70‐foot‐thick deposit of alluvial/fluvial sand and gravel that overlies an aquitard in excess of 100 feet thick. A groundwater flow model, developed and calibrated using field‐measured data, was used for the fate‐and‐transport modeling of 1,4‐dioxane. The flow‐and‐transport model, combined with the evaluation of other site geochemical data, was used to support the selection of monitored natural attenuation (MNA) as the proposed groundwater remedy for the site. Since the active sources of contamination have been removed and the modeling/field data demonstrated that the plume was stable and not expanding, the proposed MNA approach was accepted and approved by the regulatory agency for implementation in 2004. This study examined the effects of two selection treatments (elevated water temperature and air exposure) on the genetic and
physiological characteristics of the juvenile marine mussel, Mytilus edulis (<10 mm). Genetic effects were measured on five allozymes and fitness assessed using physiological tests to estimate energy
balance (scope for growth) as well as size, growth and survival. The in vitro treatments resulted in 48% mortality from an
air exposure of 11 h at 27°C and 76% mortality from a 6-h exposure to 33°C water. Survivors (n = 1,152) of each treatment along with controls (n = 2,304) were measured and randomly placed in compartmentalized cages. Mussels were deployed to three bays in Prince Edward
Island, Canada and monitored over a 10-month period. Initially, both of the treatments had an effect on mussel size and increased
the heterozygosity of the surviving mussels. Physiological analyses after 3 months in the field showed that the two treated
mussels showed lower metabolic rate that the control group. After 10 months in the field, the treated mussels were larger
and had lower mortality than the untreated control mussels. Unexplained environmental interaction in each of the bays had
an effect on allelic frequencies and heterozygosity. Overall, the results demonstrate that simple husbandry techniques can
be used to increase the productivity of mussel seed and heterozygosity measures can be used to assess fitness. However, more
field data is needed to determine the consistency of the increased productivity and if the increased productivity justifies
the costs of a selective treatment. Furthermore, because the level of heterozygosity in juvenile mussel populations can vary
considerably, both spatially and temporally, it may be effective as a warning of future natural mass mortality when overall
heterozygosity levels are found to be low. 相似文献
