ABSTRACT: Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of these water problems, but it can improve the efficiency of water allocation. When given adequate responsibility and authority, water user associations have effectively taken over water management activities at a savings to tax payers. Moreover, water markets add the potential benefit of improving water efficiency within a sector as well as providing a mechanism for reallocating water among sectors. The key question involves developing innovative mechanisms for reducing the transaction costs of organizing water users and of making water trades. Water rights need to be established which are recorded, tradable, enforceable, and separate from land if markets are to operate effectively. Also, institutions are needed that effectively resolve conflicts over water rights, including third party impacts and water quality concerns. 相似文献

Satisfaction with a performance appraisal system and the appraisal discussion was assessed by questionnaires administered to a random sample of managers and employees in a large multinational corporation. Stepwise regression and cross validation analyses were used to identify reliable linear composites for managers (n = 222) and employees (n = 368) on two dependent measures: overall experience with the appraisal system, and quality of the appraisal discussion. The results indicated differences in the aspects of the appraisal process which are related to satisfaction with the appraisal discussion, compared to satisfaction with the overall appraisal system. The results also indicated differences between managers' and employees' opinions regarding the appraisal system. Managers were found to be more satisfied than employees with most aspects of the appraisal system. And, the aspects of the appraisal system which were related to managers' and employees' satisfaction with the appraisal discussion were substantially different. 相似文献

The siting of facilities with undesirable environmental characteristics often leads to public conflict. Efforts to resolve the conflict and make siting decisions frequently exacerbate the problem. Environmental mediation, the process of negotiating an agreeable settlement, is an accepted approach to resolving conflict. This paper explores the use of incentive systems as a means of achieving equity in environmental mediation. Obnoxious and noxious characteristics of facilities are discussed as the basis of conflicts. Four types of incentives—mitigation, compensation, reward, and participation—are discussed. ABSTRACT: Tradeoffs between regional economic development and resource use is a question often confronting local decisionmakers. A resource-interindustry model can be used to depict the interrelationships between regional economic sectors as to household income and/or employment and resource use. A resource-interindustry model was developed for Humboldt and Lander Counties in Nevada which shows the tradeoffs between regional household income (wages, salaries, profits, and rents) and/or employment and water usage. ABSTRACT: This paper reports an analysis of the water budgets of 10 small (5–6 ha) diked areas (cells) within the Delta Marsh in southcentral Manitoba, Canada. The important terms in the water budget equation in this study were precipitation (P), water pumped in (SWI), evapotranspiration (ET), seepage in (GWI) and out (GWO), and change in storage (ΔS). P, SWI, and S were measured directly, and the sum of ET and GWO determined by difference. Estimating ET as 0.7 pan evaporation gave a seepage loss of 2.9 mm/day from the most intensively studied cell. Other methods of estimating ET produced estimates of GWO ranging from 2.4 to 3.8 mm/day. Water budgets for less intensively studied cells indicated seepage loss increased as perimeter available for seepage increased, but not proportionately. Efforts to measure seepage directly or estimate it from measured hydraulic gradients and hydraulic conductivity produced estimates much lower than the estimates from the water budget equation. Hydraulic conductivities were very heterogeneous, reflecting the sorting of water deposited sediments. Comparison of the hydraulic conductivities with seepage estimates from the water budget strongly suggests water movement downward as well as laterally from these diked areas. 相似文献
