Summary The June 1992 United Nations Conference on Environment and Development (UNCED) was the largest and most well attended United Nations conference of all time. The litmus test for the long-term will be whether the promises and pledges made at Rio can be taken forward by way of a process that gradually moves human society towards a more equitable and environmentally sustainable form of development. This paper focuses on two organisations that look set to play an important role in that process: the World Bank's experimental Global Environment Facility and the nascent United Nations Commission on Sustainable Development. It is argued that both these bodies must find a way to respond to the conflicting demands of developed and developing nations if their efforts are not to be stymied by the same kind of international disagreements which characterised the negotiations preceding the Summit.The author is a research associate at the Centre for Social and Economic Research on the Global Environment (CSERGE), a UK Economic and Social Research Council funded centre located jointly at the University of East Anglia and University College London. He is currently engaged in a long term research project which seeks to elucidate how governmental, business and other agencies perceive the uncertain threat of global environmental change, and how they are adapting to it. 相似文献

ABSTRACT The imminent development of a number of offshore wind farms in the Republic of Ireland presents a sizable opportunity to stimulate the Irish economy through the growth of an indigenous and globally competitive offshore wind supply chain. This study uses a value chain analysis to evaluate the economic and employment potential of the offshore wind sector for Ireland. The analysis is based on the expenditure on products and services required to develop an offshore wind farm, the planned capacity of projects in the pipeline, and the ability of Irish companies to supply the sector. Results suggest that by 2030, 2.5–4.5GW of domestic offshore wind development could create between 11,424 and 20,563 supply chain jobs and generate between €763 m and €1.4bn in gross value added. This is the first study to estimate domestic GVA potential for the sector. 相似文献

Tetrachloroethene (PCE) releases at a former dry cleaner resulted in impacts to soil and shallow groundwater beneath and adjacent to the building. Subsurface impacts led to vapor intrusion with PCE concentrations between 900 and 1,200 micrograms per cubic meter (μg/m3) in indoor air. The migration pathways of impacted soil vapor were evaluated through implementation of a helium tracer test and vapor sampling of an exterior concrete block wall. Results confirmed that the concrete block wall acted as a conduit for vapor intrusion into the building. A combination of remediation efforts focused on mass reduction in the source area as well as mitigation efforts to inhibit vapor migration into the building. Excavation of soils beneath the floor slab and installation of a spray‐applied vapor barrier resulted in PCE concentrations in indoor air decreasing by over 97.9 percent. Operation of an active ventilation system installed under the floor slab and groundwater remediation via injections of nano‐scale zero valent iron (nZVI) further reduced PCE concentrations in indoor air by over 99.8 percent compared to baseline conditions. While significant reductions of PCE concentrations in groundwater were observed within two months after injection, maximum reductions to PCE concentrations in indoor air were not observed for an additional 12 months. © 2014 Wiley Periodicals, Inc. 相似文献

ABSTRACTThis paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested “green” uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme’s explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short. 相似文献

Wild and Scenic Rivers provide a host of psychological, social, ecological, and economic benefits to local communities. In
this study, we use data collected from recreational users of two Wild and Scenic Rivers to examine perceptions of the benefits
provided by the rivers to local communities. Our purposes are (1) to determine if similar perceptions of community benefits
exist across the two rivers, (2) to determine if individuals’ proximity to the rivers are related to the benefits they perceive,
(3) to determine if individuals’ prior recreation experience on the river is related to variations in perceived benefits,
(4) to determine if users’ sociodemographic characteristics are related to perceived community benefits, and (5) to determine
if the influence of these characteristics on perceived community benefits is similar across the two resource areas. Perceived
benefits were found to be analogous across both rivers as individuals consistently ranked ecological/affective benefits as
well as tangible benefits similarly. Recreationists living further from the river ranked ecological and affective benefits
as significantly less important than those individuals living closer to the river. Women perceived the community benefits
produced by the resource areas to be significantly more important when compared to men. Significant relationships were also
found between perceived benefits and recreationists’ previous use of the river, their age, and their level of education. With
the exception of resource proximity and prior use history, the effects of user characteristics on perceived community benefits
were not statistically different across the two rivers. These findings imply similar patterns of perceived community benefits
exist across distinct resource areas and that the relationships between user characteristics and perceived benefits are also

In the current climate of increasing emphasis on environmental protection and efficient waste management, regional management bodies and environmental agencies are striving to achieve an economical and environmentally acceptable system for the recycling of biodegradable organic wastes. Composting would appear to be a cost effective solution to this problem, but in its entirety, composting is an inherently lengthy and variable process and is restrictive in terms of the demand on resources and space in composting plants. The aim of this study was to compare a biological composting process of solid residues with an enzymatic hydrolysis process of residues. The length of time required to naturally compost three organic materials, spent mushroom compost (SMC), farmyard manure (FYM) and dairy wastewater sludge (DWS) under optimal conditions was 42 days, 98 days and 84 days, respectively. In an attempt to accelerate this process, commercial enzymes were added to the waste products in a heterogeneous solid-liquid system. The enzymes utilised included a range of proteases, cellulases, ligninases, lipases and pectinases, which are responsible for the hydrolysis of protein, cellulose, lignin, lipids and carbohydrates, respectively. Preliminary results indicate that all of the organic materials were stabilised within 9h and that the enzymes used would, therefore, improve the efficiency of a waste management plant, if such a system were employed. Spent mushroom compost has a mean N/P/K ratio of 20:10:10 recorded for composted SMC, while a similar ratio of 20:10:20 was obtained for hydrolysed SMC. In contrast, composted farmyard manure has a N/P/K ratio of 30:0:30 and a ratio of 10:1:10 for hydrolysed FYM. Finally, composted DWS has a N/P/K ratio of 20:1:30 while DWS hydrolysate has a N/P/K ratio of 40:1:20, with the decrease in nitrogen in the composted DWS attributed to the addition of wood chippings and sawdust as a bulking agent.
