This paper assesses the Bluff oyster fishery in New Zealand as a case study in common pool resource management. It discusses ways in which modern information technology, augmented by low-tech data gathering strategies and community ethnography, can be used to produce an integrated scientific and local knowledge-inspired fishery database that lends itself to fostering collaboration in resource management and planning. The specific context and state of the oyster fishery in Bluff are described. Issues regarding undocumented and ephemeral intergenerational knowledge, much of which is geospatial in nature, on the fishery, the current crisis that many see in the future of the fishery, and a lack of cohesion or common sense of purpose between the stakeholder groups are discussed. It is argued that the digital resource that results from the integration of local and scientific knowledge and the potential community building processes that can ensue from collaboration and dialogue around this centrepiece are of central importance in developing an oyster fishery management plan that is holistic in concept and sustainable in purpose.  相似文献

Lake Toolibin, an ephemeral lake in the agricultural zone of Western Australia, is under threat from secondary salinity due to land clearance throughout the catchment. The lake is extensively covered with native vegetation and is a Ramsar listed wetland, being one of the few remaining significant migratory bird habitats in the region. Currently, inflow with salinity greater than 1000 mg/L TDS is diverted from the lake in an effort to protect sensitive lakebed vegetation. However, this conservative threshold compromises the frequency and extent of lake inundation, which is essential for bird breeding. It is speculated that relaxing the threshold to 5000 mg/L may pose negligible additional risk to the condition of lakebed vegetation. To characterise the magnitude of improvement in the provision of bird breeding habitat that might be generated by relaxing the threshold, a dynamic water and salt balance model of the lake was developed and implemented using Monte Carlo simulation. Results from best estimate model inputs indicate that relaxation of the threshold increases the likelihood of satisfying habitat requirements by a factor of 9.7. A second-order Monte Carlo analysis incorporating incertitude generated plausible bounds of [2.6, 37.5] around the best estimate for the relative likelihood of satisfying habitat requirements. Parameter-specific sensitivity analyses suggest the availability of habitat is most sensitive to pan evaporation, lower than expected inflow volume, and higher than expected inflow salt concentration. The characterisation of uncertainty associated with environmental variation and incertitude allows managers to make informed risk-weighted decisions.  相似文献

The dual goals of the Organic Act of 1916 and Wilderness Act of 1964 are to protect natural resources and provide quality visitor experiences. Park managers need metrics of trail conditions to protect park resources and quality of visitor experiences. A few methods of sampling design for trails have been developed. Here, we describe a relatively new method, spatially balanced sampling, and compare it to systematic sampling. We evaluated the efficiency of sampling designs to measure recreation-related impacts in Rocky Mountain National Park. This study addressed two objectives: first, it compared estimates of trail conditions from data collected from systematic versus spatially balanced sampling data; second, it examined the relationship between sampling precision and sampling efficiency. No statistically significant differences in trail condition were found between the 100-m interval and the spatially balanced datasets. The spatially balanced probability-based dataset was found to be a good estimate of trail conditions when analyses were conducted with fewer sample points. Moreover, spatially balanced probability-based sampling is flexible and allows additional sample points to be added to a sample.  相似文献

Many species of territorial animals are more aggressive toward strangers than neighbors, a pattern of aggression referred to as the ’dear-enemy phenomenon.’ In many cases, the mechanism by which neighbors are discriminated from strangers and the function of neighbor-stranger discrimination remain controversial. We investigated the spatial patterns of inter-colony aggression within and between two Pheidole species of seed-harvesting ants in the Mojave Desert of California by quantifying aggression between colonies in standardized staged encounters. We also tested whether the level of fighting between workers of two colonies is affected by previous exposure to each other. We show that neighbors (i.e., colonies less that 2.6 m away) of either species are treated less aggressively than more distant colonies and that habituation may be a mechanism by which this discrimination is achieved. The variation in aggression among spatially distant colonies also suggests that additional genetic or environmental factors are involved in recognition. The function of the dear-enemy phenomenon in these ant species may be related to the greater risk to the resources of a colony presented by strange workers than workers from a neighboring colony. Abstract: We investigated the persistence of three medium-sized (2–9 kg), rare forest mammals in the fragmented mist-belt Podocarpus forests of the midlands of KwaZulu-Natal Province, South Africa. We recorded patch occupancy of blue duiker (   Philantomba monticola ), tree hyrax (   Dendrohyrax arboreus ), and samango monkey ( Cercopithecus mitis labiatus ) in 199 forest patches. Their rarity is ascribed to the fragmentation and destruction of their forest habitat. Incidence functions, derived from presence and absence data, were formulated as generalized linear models, and environmental effects were included in the fitted logistic models. The small and mostly solitary hyrax and duiker persisted in smaller patches than the large and social monkey. Although this result follows expectations based on relative home-range sizes of each species, the incidence probability of the samango monkey was invariant with increasing isolation, whereas a gradual decrease with increasing isolation was observed for the hyrax and duiker. Group dynamics may inhibit dispersal and increase the isolation effect in social species such as samango monkeys. A mainland-island metapopulation model adequately describes patterns of patch occupancy by the hyrax and duiker, but the monkeys' poor dispersal ability and obvious area-dependent extirpation suggest that they exist in transient, nonequilibrium (declining) metapopulations. Through identification of large forest patches for careful protection and management, the survival of all three species—especially the monkey—could be prolonged. Because no functional metapopulation may exist for the monkey, however, this is an emergency measure. For the duiker and hyrax, larger patches should form part of a network of smaller and closer patches in a natural matrix.  相似文献

U.S. EPA Region IX is supporting bioassessment programs in Arizona, California, Hawaii and Nevada using biocriteria program and Regional Environmental Monitoring and Assessment Program (R-EMAP) resources. These programs are designed to improve the state, tribal and regional ability to determine the status of water quality. Biocriteria program funds were used to coordinate with Arizona, California and Hawaii which resulted in these states establishing reference conditions and in developing biological indices. U.S. EPA Region IX has initiated R-EMAP projects in California and Nevada. These U.S. EPA Region IX sponsored programs have provided an opportunity to interact with the States and provide them with technical and management support. In Arizona, several projects are being conducted to develop the State's bioassessment program. These include the development of a rotational random monitoring program; a regional reference approach for macroinvertebrate bioassessments; ecoregion approach to testing and adoption of an alternate regional classification system; and development of warm-water and cold-water indices of biological integrity. The indices are projected to be used in the Arizona Department of Environmental Quality (ADEQ) 2000 water quality assessment report. In California, an Index of Biological Integrity (IBI) has been developed for the Russian River Watershed using resources from U.S. EPA's Non-point Source (NPS) Program grants. A regional IBI is under development for certain water bodies in the San Diego Regional Water Quality Control Board. Resources from the U.S. EPA Biocriteria program are being used to support the California Aquatic Bioassessment Workgroup (CABW) in conjunction with the California Department of Fish & Game (CDFG), and to support the Hawaii Department of Health (DoH) Bioassessment Program to refine biological metrics. In Nevada, R-EMAP resources are being used to create a baseline of aquatic information for the Humboldt River watershed. U.S. EPA Region IX is presently working with the Nevada Division of Environmental Protection (NDEP) to establish a Nevada Aquatic Bioassessment Workgroup. Future R-EMAP studies will occur in the Calleguas Creek watershed in Southern California, and in the Muddy and Virgin River watersheds in southern Nevada, and the Walker River watershed in eastern California and west-central Nevada.  相似文献

Demands for forest, farm, and developed land are evolving in the U.S. mid-Atlantic region. The demand for land in developed uses, as well as demands for various forest and farm products are changing in response to population growth, demographic shifts, and market forces. As demand factors change so do relative land values. Land area in future forest, farm, and developed uses may shift as landowners re-evaluate relative net benefits from land use alternatives. This study examines the effects of various land demand and supply factors on the determination of land use patterns in the mid-Atlantic region. Driving variables include costs and benefits from various uses, population density, and measures of land quality. Model parameters are estimated using a binomial logit procedure. Results from the study are used to estimate proportions of forest area on a county by county basis. Simulated forest landscapes under hypothetical future conditions are prepared and illustrated using geographic information system (GIS) techniques.  相似文献

Polycyclic aromatic hydrocarbons (PAHs) were quantified in sediment, soil, and plant material from Hanoi, Vietnam, and an aquatic production system in peri-urban Hanoi. The sum of the concentration of 16 US-EPA priority PAHs ( summation PAH16) ranged between 0.44 and 6.21 mg kg(-1) dw in sediment and between 0.26 and 1.35 mg kg(-1) dw in soil, with decreasing concentrations from the urban area to the peri-urban area, indicating contributions from urban and industrial sources. Double plots of diagnostic source ratios indicate that PAHs originate from mixed petrogenic and pyrogenic sources, the latter being predominant. The predominance of low molecular weight (LMW) PAHs in the sediment samples suggests that petrogenic sources are more prevalent in the water environment than in the soil. In contrast, high molecular weight (HMW) PAHs dominated in water spinach which probably reflects the plant's uptake of particle-bound PAHs that originate from pyrogenic sources.  相似文献
