ABSTRACT. Water and related land resource planning has generally been characterized by project evaluation in isolation. Feasible alternatives have been ignored because the economic analysis did not include the interdependence of such subregional and regional variables as factor and product prices and production possibilities. This paper presents an economic framework, consistent with a regional development objective and an efficiency criterion, for proposing and evaluating resource projects. Subregional and regional derived demand curves for water are developed under alternative assumptions of subregional competition, regional market restraints, and yield and price uncertainty. The derivation of water demand curves using the proposed regional framework as compared to sub regional isolation has the desirable properties of (1) a marginal analysis that is more flexible over time is substituted for a static average analysis; (2) range estimates incorporating probabilities are substituted for point estimates; (3) approximations to functional demand curves are substituted for “needs”; and (4) fewer resources are required to meet a regional market restraint.  相似文献

Abstract: Knowledge of headwater influences on the water‐quality and flow conditions of downstream waters is essential to water‐resource management at all governmental levels; this includes recent court decisions on the jurisdiction of the Federal Clean Water Act (CWA) over upland areas that contribute to larger downstream water bodies. We review current watershed research and use a water‐quality model to investigate headwater influences on downstream receiving waters. Our evaluations demonstrate the intrinsic connections of headwaters to landscape processes and downstream waters through their influence on the supply, transport, and fate of water and solutes in watersheds. Hydrological processes in headwater catchments control the recharge of subsurface water stores, flow paths, and residence times of water throughout landscapes. The dynamic coupling of hydrological and biogeochemical processes in upland streams further controls the chemical form, timing, and longitudinal distances of solute transport to downstream waters. We apply the spatially explicit, mass‐balance watershed model SPARROW to consider transport and transformations of water and nutrients throughout stream networks in the northeastern United States. We simulate fluxes of nitrogen, a primary nutrient that is a water‐quality concern for acidification of streams and lakes and eutrophication of coastal waters, and refine the model structure to include literature observations of nitrogen removal in streams and lakes. We quantify nitrogen transport from headwaters to downstream navigable waters, where headwaters are defined within the model as first‐order, perennial streams that include flow and nitrogen contributions from smaller, intermittent and ephemeral streams. We find that first‐order headwaters contribute approximately 70% of the mean‐annual water volume and 65% of the nitrogen flux in second‐order streams. Their contributions to mean water volume and nitrogen flux decline only marginally to about 55% and 40% in fourth‐ and higher‐order rivers that include navigable waters and their tributaries. These results underscore the profound influence that headwater areas have on shaping downstream water quantity and water quality. The results have relevance to water‐resource management and regulatory decisions and potentially broaden understanding of the spatial extent of Federal CWA jurisdiction in U.S. waters.  相似文献

It is common to use the results of various solid-phase and aqueous-fraction toxicity tests as part of the decision-making process for selecting disposal options for dredged sediments. The mere presence of toxicity, however, does not provide a logical basis for selecting economical, environmentally protective disposal techniques. To achieve this, it is necessary to be able to identify specific compounds responsible for sediment toxicity. Toxicity identification evaluation (TIE) procedures, originally developed for complex effluents, represent a useful approach for identifying acutely toxic compounds in dredged materials. Herein we present a conceptual overview for TIE use in part of the decision-making framework for selecting dredged material disposal options; included are discussions concerning appropriate test fractions and species for TIE analyses, and specific TIE manipulations useful for ascertaining whether toxicity is due to any of a number of common sediment contaminants including ammonia, hydrogen sulfide, metals, or nonpolar organics.  相似文献

In this paper, we present and defend the theoretical framework of an empirical model to describe people’s fundamental moral attitudes (FMAs) to animals, the stratification of FMAs in society and the role of FMAs in judgment on the culling of healthy animals in an animal disease epidemic. We used philosophical animal ethics theories to understand the moral basis of FMA convictions. Moreover, these theories provide us with a moral language for communication between animal ethics, FMAs, and public debates. We defend that FMA is a two-layered concept. The first layer consists of deeply felt convictions about animals. The second layer consists of convictions derived from the first layer to serve as arguments in a debate on animal issues. In a debate, the latter convictions are variable, depending on the animal issue in a specific context, time, and place. This variability facilitates finding common ground in an animal issue between actors with opposing convictions.  相似文献

Large-scale water projects have long been undertaken for the benefit of people. Information appears to be needed as to who benefits as a result of these projects. The hypothesis was tested that regional income and employment benefits would be closely related to areas where water projects were located. The analytical procedure centered on cluster analysis used to delineate counties in the Tennessee River Watershed on the basis of changes in selected variables over different periods. The hypothesis was rejected. It was concluded that benefits of water projects were not necessarily confined to isolated areas near projects but were regional.  相似文献

Direct multicomponent analysis of malodorous volatile organic compounds (VOCs) present in ambient air samples from 29 swine (Sus scrofa) production facilities was used to develop a 19-component artificial swine odor solution that simulated olfactory properties of swine effluent. Analyses employing either a human panel consisting of 14 subjects or gas chromatography were performed on the air stream from an emission chamber to assess human olfactory responses or odorant concentration, respectively. Analysis of the olfactory responses using Fisher's LSD statistics showed that the subjects were sensitive to changes in air concentration of the VOC standard across dilutions differing by approximately 16%. The effect of chemical synergisms and antagonisms on human olfactory response magnitudes was assessed by altering the individual concentration of nine compounds in artificial swine odor over a twofold concentration range while maintaining the other 18 components at a constant concentration. A synergistic olfactory response was observed when the air concentration of acetic acid was increased relative to the concentration of other VOC odorants in the standard. An antagonistic olfactory response was observed when the air concentration of 4-ethyl phenol was increased relative to the other VOC odorants in the standard. The collective odorant responses for nine major VOCs associated with swine odor were used to develop an olfactory prediction model to estimate human odor response magnitudes to swine manure odorants through measured air concentrations of indicator VOCs. The results of this study show that direct multicomponent analysis of VOCs emitted from swine effluent can be applied toward estimating perceived odor intensity.  相似文献

A solvent extraction process using new hydrocarbon solvents was employed to treat used lubricant oil. The solvents used were liquefied petroleum gas (LPG) condensate and stabilized condensate. A demulsifier was used to enhance the treatment process. The extraction process using stabilized condensate demonstrated characteristics that make it competitive with existing used oil treatment technologies. The process is able to reduce the asphaltene content of the treated lubricating oil to 0.106% (w/w), the ash content to 0.108%, and the carbon residue to 0.315% with very low levels of contaminant metals. The overall yield of oil is 79%. The treated used oil can be recycled as base lubricating oil. The major disadvantage of this work is the high temperature of solvent recovery. Experimental work and results are presented in detail.  相似文献

Paired water samples were simultaneously activated from two different vertical positions within the approach section of a flow-control structure to determine the effect of sample intake position on nonpoint runoff parameter concentrations and subsequent event loads. Suspended solids (SS), total phosphorus (TP) and organic plus exchangeable nitrogen [(Or+Ex)-N] were consistently higher throughout each runoff event when sampled from the floor of the approach section as opposed to those samples taken at midstage. Dissolved molybdate reactive phosphorus (DMRP) and ammonium (NH4-N) concentrations did not appear to be significantly affected by the vertical difference in intake position. However, the nitrate plus nitrite nitrogen [(NO3+NO2)-N] concentrations were much higher when sampled from the midstage position.Although the concentration differences between the two methods were not appreciable, when evaluated in terms of event loads, discrepancies were evident for all parameters. Midstage sampling produced event loads for SS, TP, (Or + Ex)–N, DMRP, NH4-N, and (NO3+NO2)-N that were 44,39,35,80,71, and 181%, respectively, of floor sampling loads. Differences in loads between the two methods are attributed to the midstage position, sampling less of the bed load. Recent research has explored the role of environmental inequalities in explaining health disparities, especially in urban environments. This paper investigates the role of the landlord in shaping indoor environmental injustices. Specifically, we rely on interview data from low-income parents in South Phoenix, AZ, with elementary-aged children with asthma. We found families living in poor quality rental housing that impacted children's breathing. Landlords were directly involved in keeping the homes in poor condition, even when asked by the tenant to fix the property, and immigrants were especially at risk. In general, relationships between landlords and tenants were unequal and coloured by the tenant's poverty and fears of eviction. Among the immigrant tenants, many had accompanying fears of authorities and deportation. The cycle of fear, poverty, and a lack of power compounded as tenants were hesitant to report problems, which reinforced the power of the landlord over the tenant and did nothing to improve living conditions. Recognising the role of landlords in creating substandard housing conditions is important as they represent a group that can be targeted for interventions.  相似文献
