The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain. 相似文献

sediment. Field measurements of the road network in two catchments led to the development of a vector-based GIS model to predict
road surface erosion and sediment delivery. We estimate that road erosion has caused at least a fourfold increase in island-wide
sediment yields and that current sedimentation rates are unprecedented. Paving the dirt roads and implementing standard sediment

Recent research has suggested that health damage from air pollution—most notably from inhalable particulate matter and lead—is a serious concern in many cities in developing countries. A comparative risk assessment conducted in Cairo in 1994 found these two pollutants to be especially worrisome, and an analysis of the potential economic benefits associated with controlling these pollutants suggests that their economic damage is significant. Control strategies to reduce ambient pollutant levels are under development, with point source controls on major industrial facilities—especially in the secondary lead smelling industry—a cost-effective initial step. 相似文献

Fed-batch cultures of recombinantEscherichia coli strains were carried out for the production of poly(3-hydroxybutyric acid) (PHB) in a chemically defined medium. TheE. coli strains used were XL1-Blue, harboring pSYL105, a stable high-copy number plasmid containing theAlcaligenes eutrophus polyhydroxyalkanoate (PHA) genes, and XL1-Blue, harboring pSYL107, which is pSYL105 containing theE. coli ftsZ gene to suppress filamentation. With XL1-Blue(pSYL105) the final cell mass and PHB concentration obtained in 62 h were 102 and 22.5 g/L, respectively. Fed-batch culture of XL1-Blue(pSYL107) under identical conditions resulted in a final cell mass and PHB concentration of 127.5 and 48.2 g/L, respectively. The PHB contents obtained with XL1-Blue(pSYL105) and XL1-Blue(pSYL107) were 22.1 and 37.8%, respectively. This project investigated the feasibility of using sewage sludge to culture microalgae (Chlorella-HKBU) and their subsequent usage as feeds for rearing different organisms. Part II of the project evaluated the results of applying the sludge-grown algae to feedOreochromis mossambicus (fish),Macrobrachium hainenese (shrimp), andMoina macrocopa (cladocera). In general, the yields of the cultivated organisms were unsatisfactory when they were fed the sludge-grown algae directly. The body weights ofO. mossambicus andM. macrocopa dropped 21% and 37%, respectively, although there was a slight increase (4.4%) inM. hainenese. However, when feeding the algal-fed cladocerans to fish and shrimp, the body weights of the fish and shrimp were increased 7% and 11% accordingly. Protein contents of the cultivated organisms were comparable to the control diet, although they contained a rather high amount of heavy metals. When comparing absolute heavy metal contents in the cultivated organisms, the following order was observed: alga > cladocera > shrimp, fish > sludge extracts. Bioelimination of heavy metals may account for the decreasing heavy metal concentrations in higher trophic organisms. 相似文献

This paper assesses the status of coastal zones in the context of expected climate change and its related impacts, as well as current and future socioeconomic pressures and impacts. It is argued that external stresses and shocks relating to sea-level rise and other changes will tend to exacerbate existing environmental pressures and damage in coastal zones. Coastal zones are under increasing stress because of an interrelated set of planning failures including information, economic market, and policy intervention failures. Moves towards integrated coastal zone management are urgently required to guide the coevolution of natural and human systems. Overtly technocentric claims that assessments of vulnerability undertaken to date are overestimates of likely future damages from global warming are premature. While it is the case that forecasts of sea-level rise have been scaled down, much uncertainty remains over, for example, combined storm, sea surge, and other events. In any case, within the socioeconomic analyses of the problem, resource valuations have been at best only partial and have failed to incorporate sensitivity analysis in terms of the discount rates utilized. This would indicate an underestimation of potential damage costs. Overall, a precautionary approach is justified based on the need to act ahead of adequate information acquisition, economically efficient resource pricing and proactive coastal planning. 相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders. 相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. The concept is found to be unsuitable as a basis for guiding environmental and natural resource public policies in general while the proposed rule to manage the national forests according to ecosystem management principles is shown to be incoherent. 相似文献

Activated carbon, developed from fertilizer waste, has been used for the removal of Hg2+, Cr6+, Pb2+, and Cu2+. Mass transfer kinetic approach has been successfully applied for the determination of various parameters necessary for designing a fixed-bed absorber. Parameters selected are the length of the (PAZ) primary adsorption zone (δ), total time involved for the establishment of primary adsorption zone (tx), mass rate of flow to the absorber (Fm), time for primary adsorption zone to move down its length (tδ), amount of adsorbate adsorbed in PAZ from breakpoint to exhaustion (Ms), fractional capacity (f), time of initial formation of PAZ (tf) and per cent saturation of column at break point. There are numerous technologies currently being tested by EPA, universities throughout the world, and private research organizations. A few of the more promising innovative technologies as well as fully tested and proven remedies for treating contaminated groundwater are presented in this article. Although several of those technologies have been in existence for only four to five years, the results of full-scale testing are being produced.
